The Examiner referenced Item P.2 of Exhibit #1 regarding coordination of plans for
utilities and storm drainage with the Public Works Department prior to submittal of the
tentative plat application and asked Mr. Smith if the recommendation deviated from the
standard city process. Mr: Smith advised that the recommendation was standard procedure
and explained the purpose of giving applicants notification of departmental requirements
for tentative approval prior to submittal of preliminary plat request.
The Examiner asked for further comments. Since there were none, the hearing on
Item R-117-78 was closed by the Examiner at 9:40 a.m.
FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the
Examiner now makes and enters the following:
FINDINGS:
1. The request is for approval of a rezone from G to SR-1 for a 19.5 acre site.
2. The Planning Department report accurately sets forth the issues, applicable policies
and provisions, findings of fact, and departmental recommendations in this matter,
(is uncontested) , and is hereby attached as Exhibit #1 and incorporated in this
report by reference as set forth in full therein.
3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance
has been issued for the subject proposal by Gordon Y. Ericksen, responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development and no adverse comment was expressed.
5. There was no opposition to the proposal expressed.
6. All existing utilities are available and in close proximity except sanitary sewer
which is currently in the process of L.I.D. formulation.
7. The subject site was annexed into the city on November 2, 1977. Consideration was
not given to the site during the previous area land use analysis or area zoning
analysis (Section 4-3014. (A) ) .
8. Since the last land use and area zoning analysis the property was annexed to the
city and the L.I.D. for sanitary sewer was formed (Section 4-3014. (C) ) .
9. The plat of Heather Downs, located immediately south of the proposal, was developed
similar to SR-1 zoning requirements.
10. A ravine exists at the northeast corner of the site and the remainder of the site
contains fairly substantial vegetation.
11. S.E. 2nd Street is currently only a half-street which will require widening and
improvement to a full street.
12. Zoning in the surrounding King County area is SR which accommodates from 7,200
square feet to five-acre single family lots depending upon improvements and
utilities. The proposal would conform to the 7,200 square foot lot requirements.
CONCLUSIONS:
1. The proposed reclassification conforms to the goals and objectives of the
Comprehensive Plan. (Section 4-3014. (B)) .
2. Sufficient evidence was presented to demonstrate that the proposed rezone was riot
specifically considered at or during the previous area land use analysis and area
zoning (Section 4-3014. (A) ) .
3. Public improvements (sanitary sewer L.I.D.) and private development (Heather Downs
plat) have impacted the property since the previous land use analysis of the area
and area zoning of the property (Section 4-3014. (C) ) .
4. The neighborhood is currently undergoing a change from a low density to more dense
single family development. To the west is the Leisure Estates Mobile Home Park.
To the south is the plat of Heather Downs. The proposed rezone, and subsequent
single family development, will be compatible with and conform to this evolving
character of the neighborhood.

REPORT AND RECOMMENDATION TO THE RENTON CITY COUNCIL.
APPLICANT: J & F Investment Company FILE NO. R-117-78
LOCATION: Between 132nd Avenue S.E. and 138th Avenue S.E. directly
north of S.E. 136th Street.
SUMMARY OF REQUEST: Applicant requests approval of rezone from G, General
Classification Residential District, to SR-1, Suburban
Residence, to allow the development of the site for a
recreational subdivision.
SUMMARY OF Planning Department: Approval with conditions.
RECOMMENDATION:
Hearing Examiner: Approval with conditions.
PLANNING DEPARTMENT The Planning Department staff report was received by the
REPORT: Examiner on January 25, 1978.
PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on file with the application, and
field checking the property and surrounding area, the
Examiner conducted a public hearing on the subject as
follows:
The hearing was opened on January 31, 1978 at 9:22 a.m. in the Council Chambers of the
Renton Municipal Building.
Parties wishing to testify were sworn.
It was reported that the Hearing Examiner and the representative for the applicant had
received and reviewed the Planning Department report, and the report was entered into
the record as Exhibit #1.
Michael Smith, Planning Department, reviewed Exhibit #1, and entered the following
additional exhibit into the record:
Exhibit #2: King County Assessor's Map
Mr. Smith advised that subsequent public hearings would be held on the proposed plat
development and that the costs for a local improvement district formed by residents
following annexation would be shared by the developer. In response to the Examiner's
inquiry, Mr. Smith designated on Exhibit #2 the location of sewer lines along South
2nd Place.
The Examiner asked the representative for the applicant if he concurred in Exhibit #1.
Responding was:

Mr. Webb indicated his concurrence and commended Mr. Smith on the preparation of a
thorough and complete staff report. He emphasized that the proposal is consistent
with the surrounding existing single family residential area and in compliance with
the comprehensive plan. In response to Mr. Webb's request for submittal of the
proposed plat plan for purposes of discussion and review at the hearing, the Examiner
felt that discussion should be limited to the rezone request. Mr. Webb indicated his
intent for submittal of application for the preliminary plat in the near future which
will include recommendations for retention of existing vegetation on the site as well
as retention of a natural ravine located in the northeast corner of the property.
The Examiner asked for further testimony in support or opposition to the request.
There was no response. In response to the Examiner's inquiry regarding consideration
of the request for rezone in view of the last area-wide zoning analysis, Mr. Smith
reported that since the subject property was recently annexed to the city it was not
considered in the last analysis and that circumstances had changed significantly
relating to future potential development of the area due to the annexation and the
formation of an LID for installation of sewers.

5. Adequate consideration of the ravine at the northeast corner of the property can be
given during review of the preliminary plat public hearings. However, the rezone
should be conditioned upon dedicating the ravine area as open space for storm water
drainage and passive recreation purposes. This ravine area is designated as greenbelt
on the Comprehensive Plan Land Use Map.
6. On-site and off-site improvements needed for development of a single family plat
on the property can be more appropriately addressed and reviewed during consideration
of the preliminary plat. Completion of the north half of S.E. 2nd Street (formerly
S.E. 136th Street) will be required as will some improvements in Union Avenue S.E.
(formerly 132nd Avenue S.E.) .
7. Utility and storm water considerations can be more appropriately addressed during
review of the preliminary plat.
8. The applicant testified that as much as possible of the existing vegetation would
be retained on the site during development of the plat and subsequent development
of the individual lots. It seems appropriate that existing vegetation is not
removed until after approval of the preliminary plat.
RECOMMENDATION:
Based upon the record, testimony, findings and conclusions, it is the recommendation
of the Examiner that the proposed rezone be approved by the City Council subject to:
1. Dedication of the ravine area at the northeast corner of the site for open space.
The special area is to be determined by the Planning and Public Works Departments.
2. Clearing of existing vegetation or grading of the site is not to occur until after
approval of a preliminary plat.

Pursuant to Title IV, Section 3015 of the City's Code, request for reconsideration must
be filed in writing on or before February 16, 1977. Any aggrieved person feeling that
the decision of the Examiner is based on erroneous procedure, errors of law or fact,
error in judgment, or the discovery of new evidence which could not be reasonably
available at the prior hearing may make a written request for review by the Examiner
within fourteen (14) days from the date of the Examiner's decision. This request
shall set forth the specific errors relied upon by such appellant, and the Examiner
may, after review of the record, take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires
that such appeal be filed with the City Clerk accompanying a filing fee of $25.00 and
meeting other specified requirements. Copies of this ordinance are available for
inspection in the City Clerk's office, first floor of City Hall, or same may be
purchased at cost in said office.

DECLARATION OF RESTRICTIVE COVENANTS •
WHEREAS, Nicholas P. Janssen and his wife Margaret E. Janssen, and
Robert E. Ferguson and his wife Alice L. Ferguson, are the owners of the following
real property in the City of Renton, County of King, State of Washington, described
as follows:
The South 1/2 of the Southwest 1/4 of the Northwest 1/4 of Section 15
Township 23 North, Range 5E, W.M., King County.
WHEREAS, the owners of said described property, hereinafter "the property,"
desire to impose the following restrictive covenants running with the land as to
use, present and future, of the property;
NOW, THEREFORE, the aforesaid owners hereby establish, grant and impose
restrictions and covenants running with the land as to the use of the land
hereinabove described with respect to the use by the undersigned, their successors,
heirs and assigns, as follows:

PERMITTED USE
Permitted uses of the property shall be limited to the uses allowed in the SR-1
Residence District of Section 4-704, Title IV, Ordinance No. 1628, Code of General
Ordinances, City of Renton, King County, Washington, as of the date of these
covenants or as may be amended. •
OPEN SPACE
The ravine at the northeast corner of the property is to be dedicated as public
open space in the amount determined by the Planning Department, City of Renton.
CLEARING AND GRADING
Clearing or cutting of existing vegetation and grading of the property is not to •
occur until a preliminary plat is approved by the City Council, City of Renton.
DURATION
These covenants shall run with the land and expire on December 31, 2025. If at
any time improvements are installed pursuant to these covenants, the portion of
the covenants pertaining to the specific installed improvements as required by the
ordinances of the City of Renton shall terminate without,necessity of further
documentation.
Any violation or breach of these restrictive covenants may be enforced by proper
legal procedures in the Superior Court of King County by either the City of Renton
•
or any property owners adjoining subject property who are adversely' affected by
• said breach. Reasonable attorneys' fees incurred during an enforcement proceeding
will be borne by the parties whom the court determines are in error and such fees
may be entered as a judgment in such action.

Consent Agenda - Continued
Interlocal Letter from Mayor Delaurenti presented a proposed interlocal
Agreement agreement between King County, Cities of Auburn, Kent, Renton and
Green River Tukwila regarding the Green River Valley, along with Executive
Summary of the Green River Interim Policy and Regulatory Plan and
Basin Wide Management Program. The letter outlined the history and
background of various actions to date. The letter recommended

WHEREAS under Chapter 7, Title IV (Building Regulations)
of Ordinance No. 1628 known as the "Code of General Ordinances
of the City of Renton", as amended, and the maps and reports adopted
in conjunction therewith, the property hereinbelow described has
heretofore been zoned as General Classification District (G) ; and
WHEREAS a proper petition for change of zone classification
of said property has been filed with the Planning Department on
or about December 29, .1977 which petition was duly referred to

The Examiner referenced Item P.2 of Exhibit #1 regarding coordination of plans for
utilities and storm drainage with the Public Works Department prior to submittal of the
tentative plat application and asked Mr. Smith if the recommendation deviated from the
standard city process. Mr. Smith advised that the recommendation Was standard procedure
and explained the purpose of giving applicants notification of departmental requirements
for tentative approval prior to submittal of preliminary plat request.
The Examiner asked for further comments. Since there were none, the hearing on
Item R-117-78 was closed by the Examiner at 9:40 a.m.
FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the
Examiner now makes and enters the following:
FINDINGS:
1. The request is for approval of a rezone from G to SR-1 for a 19.5 acre site.
2. The Planning Department report accurately sets forth the issues, applicable policies
and provisions, findings of fact, and departmental recommendations in this matter,
(is uncontested) , and is hereby attached as Exhibit #1 and incorporated in this
report by reference as set forth in full therein.

3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance
has been issued for the subject proposal by Gordon Y. Ericksen, responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the •
impact of this development and no adverse comment was expressed.
5. There was no opposition to the proposal expressed:
6. All existing utilities are available and in close proximity except sanitary sewer
which is currently in the process of L.I.D. formulation.
7. The subject site was annexed into the city on November 2, 1977. Consideration was
not given to the site during the previous area land use analysis or area zoning
analysis '(Section 4-3014. (A) ) .
8. Since the last land use and area zoning analysis the property was annexed to the
city and the L.I.D. for sanitary sewer was formed (Section '4-3014. (C) ) .
9. The plat of Heather Downs, located immediately south of the proposal, was developed
similar to SR-1 zoning requirements.
10. A ravine exists at the northeast corner of the site and the remainder of the site
contains fairly substantial vegetation.
11. S.E. 2nd Street is currently only a half-street which will require widening and
improvement to a full street.
12. Zoning in the surrounding King County area is SR which accommodates from 7,200
square feet to five-acre single family lots depending upon improvements and
utilities. The proposal would conform to the 7,200 square foot lot requirements.
CONCLUSIONS:
1. The proposed reclassification conforms to the goals and objectives of the
Comprehensive Plan. (Section 4-3014. (B)) .

2. Sufficient evidence was presented to demonstrate that the proposed rezone was not
specifically considered at or during the previous area land use analysis and area
zoning (Section 4-3014. (A) ) .
3. Public improvements (sanitary sewer L.I.D.) and private development (Heather Downs
plat) have impacted the property since the previous land use analysis of the area
and area zoning of the property (Section 4-3014. (C) ) .
4. The neighborhood is currently undergoing a change from a low density to more dense
single family development. To the west is the Leisure Estates Mobile Home Park.
To the south is the plat of Heather Downs. The proposed rezone, and subsequent
single family development, will be compatible with and conform to this evolving
character of the neighborhood.

PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on file with the application, and
field checking the property and surrounding area, the
Examiner conducted a public hearing on the subject as
follows:
The hearing was opened on January 31, 1978 at 9:22 a.m. in the Council Chambers of the
Renton Municipal Building.
Parties wishing to testify were sworn.
It was reported that the Hearing Examiner and the representative for the applicant had
received and reviewed the Planning Department report, and the report was entered into
the record as Exhibit #1.
Michael Smith, Planning Department, reviewed Exhibit #1, and entered the following
additional exhibit into the record:

Mr. Smith advised that subsequent public hearings would be held on the proposed plat
development and that the costs for a local improvement district formed by residents
following annexation would be shared by the developer. In response to the Examiner's
inquiry, Mr. Smith designated on Exhibit #2 the location of sewer lines along South

proposed plat plan for purposes of discussion and review at the hearing, the Examiner
felt that discussion should 'be limited to the rezone request. Mr. Webb indicated his
intent for submittal of application for the preliminary plat in the near future which
will include recommendations for retention of existing vegetation on the site as well
as retention of a natural ravine located in the northeast corner of the property.
The Examiner asked for further testimony in support or opposition to the request.
There was no response. In response to the Examiner's inquiry regarding consideration
of the request for rezone in view of the last area-wide zoning analysis, Mr. Smith
reported that since the subject property was recently annexed to the city it was not
considered in the last analysis and that circumstances had changed significantly
relating to future potential development of the area due to the annexation and the
formation of an LID for installation of sewers.

5. Adequate consideration of the ravine at the northeast corner of the property can be
given during review of the preliminary plat public hearings. However, the rezone
should be conditioned upon dedicating the ravine area as open space for storm water
drainage and passive recreation purposes. This ravine area is designated as greenbelt
on the Comprehensive Plan Land Use Map.
6. On-site and off-site improvements needed for development of a single family plat
on the property can be more appropriately addressed and reviewed during consideration
of the preliminary plat. Completion of the north half of S.E. 2nd Street (formerly
S.E. 136th Street) will be required as will some improvements in Union Avenue S.E.
(formerly 132nd Avenue S.E.) .
7. Utility and storm water considerations can be more appropriately addressed during
review of the preliminary plat.
8. The applicant testified that as much as possible of the existing vegetation would
be retained on the site during development of the plat and subsequent development
of the individual lots. It seems appropriate that existing vegetation is not
removed until after approval of the preliminary plat.
RECOMMENDATION:
Based upon the record, testimony, findings and conclusions, it is the recommendation
of the Examiner that the proposed rezone be approved by the City Council subject to:
1. Dedication of the ravine area at the northeast corner of the site for open space.
The special area is to be determined by the Planning and Public Works Departments.
2. Clearing of existing vegetation or grading of the site is not to occur until after
approval of a preliminary plat.

WHEREAS, Nicholas P. Janssen and his wife Margaret E. Janssen, and
Robert E. Ferguson and his wife Alice L. Ferguson, are the owners of the following
real property in the City of Renton, County of King, State of Washington, described
as follows:
The South 1/2 of the Southwest 1/4 of the Northwest 1/4 of Section_ 15

WHEREAS, the owners of said described property, hereinafter "the property,"
desire to impose the following restrictive covenants running with the land as to
use, present and future, of the property;

Dear Rick:
I have severall -comments on the Declaration of Restrictive Covenants
submitted to my office. .
Under the paragraph . entitled "Permitted Use" you. should indicate
whether the permitted uses are those allowed presently in the SR-1
zone or if::•thos.euses will be expanded if the SR�1 zone uses should
change by amending the Ordinance . I don' t think we could narrow
the uses unless the builder had not applied for a building permit
prior to a change in the zoning laws . On the other hand, if the
• developer did not go forward with development and the Ordinance
was changed, then the permitted uses would also change. Therefore,
I suggest .you put in language "as those uses exist as of the date
of these covenants or as the uses may be amended from time to time
by the City Council. " .
In the paragraph entitled "Open Space" , the last sentence _is
. confusing and ambiguous to me . • I really do not know what that
means. Perhaps .you could re-word that particular sentence so
that/Bf amiliar with the site, _ such as myself, would readily
understand what is intended.
On the last full sentence I would suggest that the word "shall
be changed to• "may" and the words "such fees" inserted before
the word "may" .

WHEREAS, Nickolas P. Janssen and his wife Margaret E. Janssen, and

Robert E. Ferguson and his wife Alice L. Ferguson, are the owners of the following
real property in the City of Renton, County of King, State of Washington, described
as follows:

WHEREAS, the owners of said described property, hereinafter "the property,"

Clearing or cutting of existing vegetation and gfading of the property is not to
occur until a preliminary plat is approved by the City Council, City of Renton.
DURATION
These covenants shall run with the land and expire on December 31, 2025. If at
any time improvements are installed pursuant to these covenants, the portion of
the covenants pertaining to the specific installed improvements as required by the
ordinances of the City of Renton shall terminate without necessity of further
documentation. .
• Any violation or breach of these restrictive covenants may be enforced by proper
legal procedures in the Superior Court of King County by either the City of Renton
•
or any property owners adjoining subject property who are adversely affected by
said breach. Reasonable attorneys' fees incurred during an enforcement proceeding

SUMMARY OF REQUEST: Applicant requests approval of rezone from G, General

recreational subdivision.

PLANNING DEPARTMENT The Planning Department staff report was received by the
REPORT: Examiner on January 25, 1978.
PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on file with the application, and
field checking the property and surrounding area, the
Examiner conducted a public hearing on the subject as
follows:
The hearing was opened on January 31, 1978 at 9:22 a.m. in the Council Chambers of the
Renton Municipal Building.
Parties wishing to testify were sworn.
It was reported that the Hearing Examiner and the representative for the applicant had
received and reviewed the Planning Department report, and the report was entered into
the record as Exhibit #1.
Michael Smith, Planning Department, reviewed Exhibit #1, and entered the following
additional exhibit into the record:
Exhibit #2: King County Assessor's Map

Mr. Smith advised that subsequent public hearings would be held on the proposed plat
development and that the costs for a local improvement district formed by residents
following annexation would be shared by the developer. In response to the Examiner's
inquiry, Mr. Smith designated on Exhibit #2 the location of sewer lines along South
2nd Place.
•
The Examiner asked the representative for the applicant if he concurred in Exhibit #1.
Responding was:

Mr. Webb indicated his concurrence and commended Mr. Smith on the preparation of a
thorough and complete staff report. He emphasized that the proposal is consistent
with the surrounding existing single family residential area and in compliance with
the comprehensive plan. In response to Mr. Webb's request for submittal of the
proposed plat plan for purposes of discussion and review at the hearing, the Examiner
felt that discussion should be limited to the rezone request. Mr. Webb indicated his
intent for submittal of application for the preliminary plat in the near future which
will include recommendations for retention of existing vegetation on the site as well
as retention of a natural ravine located in the northeast corner of the property,
The Examiner asked for further testimony in support or opposition to the request.
There was no response. In response to the Examiner's inquiry regarding consideration
of the request for rezone in view of the last area-wide zoning analysis, Mr. Smith
reported that since the subject property was_recently annexed to the city it was not
considered in the last analysis and that circumstances had changed significantly
relating to future potential development of the area due to the annexation and the
formation of an LID for installation of sewers.

The Examiner referenced Item P.2 of Exhibit #1 regarding coordination of plans for
utilities and storm drainage with the Public Works Department prior to submittal of the
tentative plat application and asked Mr. Smith if the recommendation deviated from the
standard city process. Mr. Smith advised that the recommendation was standard procedure
and explained the purpose of giving applicants notification of departmental requirements
for tentative approval prior to submittal of preliminary plat request.
The Examiner asked for further comments. Since there were none, the hearing on
Item R-117-78 was closed by the Examiner at 9:40 a.m.
FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the
Examiner now makes and enters the following:
FINDINGS:
,. The request is for approval of a rezone from G to SR-1 for a 19.5 acre site.
1 The Planning Department report accurately sets forth the issues, applicable policies
and provisions, findings of fact, and departmental recommendations in this matter,
(is uncontested) , and is hereby attached as Exhibit #1 and incorporated in this
report by reference as set forth in full therein.
Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971, as amended by R.C.W. 43.21.C., a Declaration of Non-Significance
has been issued for the subject proposal by Gordon Y. Ericksen, responsible official.
A. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development and no adverse comment was expressed.
Y. There was no opposition to the proposal expressed.
A. All existing utilities are available and in close proximity except sanitary sewer
which is currently in the process of L.I.D. formulation.
X. The subject site was annexed into the city on November 2, 1977. Consideration was
not given to the site during the previous area land use analysis or area zoning
analysis (Section 4-3014. (A)).
y4 Since the last land use and area zoning analysis the property was annexed to the
city and the L.I.D. for sanitary sewer was formed (Section 4-3014. (C)).
X. The plat of Heather Downs, located immediately south of the proposal, was developed
similar to SR-1 zoning requirements.
;10. A ravine exists at the northeast corner of the site and the remainder of the site
contains fairly substantial vegetation.
S.E. 2nd Street is currently only a half-street which will require widening and
improvement to a full street.
). Zoning in the surrounding King County area is SR which accommodates from 7,200
square feet to five-acre single family lots depending upon improvements and
utilities. The proposal would conform to the 7,200 square foot lot requirements.
CONCLUSIONS:
The proposed reclassification conforms to the goals and objectives of the
Comprehensive Plan. (Section 4-3014. (B)).
X. Sufficient evidence was presented to demonstrate that the proposed rezone was not
specifically considered at or during the previous area land use analysis and area
zoning (Section 4-3014. (A)).
Public. improvements (sanitary sewer L.I.D.) and private development (Heather Downs
plat) have impacted the property since the previous land use analysis of the area
and area zoning of the property (Section 4-3014. (C)).
The neighborhood is currently undergoing a change from a low density to more dense
single family development. To the west is the Leisure Estates Mobile Home Park.
To the south is the plat of Heather Downs. The proposed rezone, and subsequent
single family development, will be compatible with and conform to this evolving
character of the neighborhood.

X. Adequate consideration of the ravine at the northeast corner of the property can be
given during review of the preliminary plat public hearings. However, the rezone
should be conditioned upon dedicating the ravine area as open space for storm water
'drainage and passive recreation purposes. This ravine area is designated as greenbelt
on the Comprehensive Plan Land Use Map.
k. !On-site and off-site improvements needed for development of a single family plat
Ion the property can be more appropriately addressed and reviewed during consideration
lof the preliminary'plat. Completion of the north half of S.E. 2nd Street (formerly
S.E. 136th Street) will be required as will some improvements in Union Avenue S.E.
(formerly 132nd Avenue S.E.).
iUtility and storm water considerations can be more appropriately addressed during
review of the preliminary plat.
}�. The applicant testified that as much as possible of the existing vegetation would
/\ be retained on the site during development of the plat and subsequent development
of the individual lots. It seems appropriate that existing vegetation is not
removed until after approval of the preliminary plat.
RECOMMENDATION:
Based upon the record, testimony, findings and conclusions, it is the recommendation
of the Examiner that the proposed rezone be approved by the City Council subject to:

The special area is to be determined by the Planning and Public Works Departments.

E . PHYSICAL BACKGROUND :
1 . Topography : The site is level , with a very small slope to the
southwest of approximately on,e ( 1 ) to two (2 ) percent.
2 . Soils : Alderwood Gravelly Sandy Loam (AgC) . Permeability is
moderately rapid in the surface layer and subsoil , runoff is
slow to medium and hazard of erosion is moderate. This soil
is used for timber, pasture, row crops , and Urban Development.
3. Vegetation : Dense ground cover along with thick stands of
fir and deciduous trees dominate vegetation on the site.
4. Wildlife : The thick vegetation is a suitable environment .
for native mammals and birds .
5. Water : No surface water was evidenced on the site.
6. Land Use : Directly south of the subject site lies the residential
subdivision of Heather Downs . To the north , east , and west .
The land is generally undeveloped , with occasional single
family homes in evidence.
F . NEIGHBORHOOD CHARACTERISTICS :
The subject site is abutted on the south by Heather Downs , a
single family residential subdivision . The remainder of the general
area ' surrounding the site is predominently undeveloped with scattered
single family residences .
G . PUBLIIC SERVICES :
1 . Water and Sewer : An existing twelve ( 12 ) inch water main is
available along 132nd Avenue S . E . which abuts the subject site.
At the present time no sewers are available near the site .
2 . Fire Department : Provided by the Renton Fire Department as per
ordinance requirements . Any future development of the site
will be subject to City of Renton standards .
3 . Transit : Metro Transit Route 42 operates along Edmonds Avenue
N . E . approximately one ( 1 ) mile northwest of the site .
4 . Schools : The site is located approximately one ( 1 ) mile away
from from Honeydew Elementary School and Renton Vocational
School , and approximately one and one-half ( 12) miles away
from Hazen High School .
5 . Parks : The site is located approximately one-half (2) mile
from Maplewood Park and one ( 1 ) mile from Kiwanis Park and
Tiffany Park.

The rezoning of the site itself will not cause any impacts . upon
existing natural systems . However , the proposed future development
of the site will cause an increase in storm water runoff, traffic
movement , noise levels , and in addition , disturb soil and vegetation .
K. SOCIAL IMPACTS :
Once the site is developed , additional social impacts will Iresult
due to the increased potential for social interaction .
L . ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION :
Pursuant to the City of Renton ' s Environmental Ordinance and the
State Environmental Policy Act of 1971 , as amended , RCW 43 . 21C ,
a Declaration of Non-significance has been issued for the subject
proposal . This declaration is based .upon' City Requirements con-
sistent with the Comprehensive Land Use Plan for the area , together
with the proper development controls and procedures , as well as
retaining some of the natural character of the site .

0 . PLANNING DEPARTMENT ANALYSIS :
1 . The subject rezone is consistent with the Comprehensive Plan
Land Use Element which designates the site and general vicinity
as single family residential . (Section 4-3014( B) .
2 . The greenbelt designation on the Comprehensive Plan crosses
the extreme northeast corner of the subject site. This area
is part of a ravine located east of the site and extending
generally in a north/south direction . This area can be retained
as open space as part of future platting requirements (Section
9-1108 . 19. B) for conformance to the Comprehensive Plan .
3 . The subject site is directly adjacent to Heather Downs , which
is an existing single family residence subdivision located
south of the subject site . There are also single family
residential uses located east north and west of the property.
The subject site was part of the recent Heather Downs Annex-
ation thereby establishing the ' G ' zone for the site until
further rezone requests or other land use studies are initiated .

4. The applicant proposes to plat the site , which will be subject
to the requirements of the City ° s Subdivision Regulations .
Tentative , , preliminary, and final plat approval procedures
will be necessary.
5. The existing thirty (30) foot street (S . E . 2nd Place, formerly
S . E . 136th Street ) along the southerly boundary of the; subject
site will need widening requiring a thrity (30) foot dedication
along the entire southerly boundary of the property. This can
be accomplished as part of the rezone or subsequent platting
procedures . The Traffic Engineering Division did not comment
on this need for the rezone process . (See attached copy of
Traffic Engineering Division Comments . )
6. The Fire Department did comment on the need for roadways to be
platted for proper ingress/egress (see attached copy of Fire
Department comments ) .
7 . Adequate water and storm 'wewers are available to the subject
site. However, these may need certain upgrading as part of
site development. Storm drainage plans with storm water
retention and oil /water separation facilities will be required'
as part of the plat approval procedures . Certain late corners
and utility system changes will also 'be required .
8 . ; Sanitary sewer is not presently available to the subject site.
However , anCL . I . D. has been formed and designs are being
prepared for provision of sewers to the area . The applicant
' will need to coordinate proposed sewer plans with the1Engineer-
ing Division .
9. The site contains many existing deciduous and evergreen trees .
These should be retained and incorporated into site development
as much as possible.
10. The existing residence near the northwest corner of the subject
site will be subdivided and sold separately as part of the
platting and development process .
P . PLANNING DEPARTMENT RECOMMENDATION :
Recommend approval of rezone from G to SR-1 based upon the above
analysis and subject to :
1 . ' Future platting of the subject property shall comply with
the procedures and requirements of the Renton Subdivision
Ordinance .
2 . ; Plans for utilities and storm drainage shall be coordinated
with the Public Works Department prior to submittal of the
tentative plat application .
3 . Retention of the area within the northeast corner of the
, subject site, designated as greenbelt on the Comprehensive
, Plan as an open space area within any proposed platting of
the property,
4. Retention of the trees and vegetation on the site unitl after
preliminary plat approval . Existing trees shall be incorporated
and retained as part of platting and development as much as
' possible .
5. The southerly thirty (30) feet of the site shall be incorpor-
Hated as additional street right-of-way for proper access
; purposes in the platting and development of the site.
