DURATION
Theselcovenants shall run with the land and expire at the time of
approval of a Special Permit per Section 4-730.040.9 of Title IV,
Ordinance No. 1628, Code of General Ordinances.
Any violation or breach of these restrictive covenants may be enforced
by proper legal procedures in the Superior' Court of King County by
either the City of Renton or any property owners adjoining subject
property who are adversely affected by said breach. Reasonable
attorneys' fees incurred during an enforcement proceeding will be
borne ',by the parties whom the court determines are in error and shall
be entered as a judgment in such action.

CLASSIFICATION DISTRICT (G) TO MANUFACTURING

WHEREAS under Chapter 7, Title IV (Building Regulations)
of Ordinance No. 1628 known as the "Code of General Ordinances
of the City of Renton", as amended, and the maps and reports adopted
in conjunction therewith, the property hereinbelow described has

WHEREAS a proper petition for change of zone classification

3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy 'Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance
has been issued for the subject proposal by Gordon Y. Ericksen, responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development and no adverse comment was expressed.
5. There was no opposition to the proposal expressed.
6. All existing utilities are available and in close proximity.
7. An arealzoning analysis has not been performed for the area (Section 4-3014. (A) ) .
However, during the recent Comprehensive Plan for the Green River Valley adopted
June 14; 1976, consideration was given for the land use for the area including the
site.
8. The Comprehensive Plan Land Use Map indicates the site to potentially be Manufacturing
Park (M;P) (Section 4-3014. (B) ) .
9. Since the adoption of the Comprehensive Plan noted previously, several commercial/
industrial buildings have been constructed on adjacent or nearby properties zoned
either Lail or H-1 (Section 4-3014. (C) ) . In addition, local improvement districts
are being formed for improving Lind Avenue South and Raymond Avenue South (south
of the site and S.W. 16th Street) .
CONCLUSIONS•
1. The proposal conforms to the Goals and Objectives of the Comprehensive Plan and the
Land UselMap (Section 4-3014. (B) ) .
2. Private improvements and forthcoming public improvements in the immediate area of
and adjacent to the site have affected the property significantly (Section 4-3014. (C) ) .
3. The Green River Comprehensive Plan appears to have considered the land use in general
between S.W. 16th Street and SR-405 in indicating M-P for that area. However, the
site may not have been specifically considered (Section 4-3014. (A) ) .
4. The existing G zoning is sandwiched in between SR-405, H-1 and L-1 zones. Only
about fide lots adjacent to the site remain in G or G-6000 zoning. It is appropriate
and timely that the zoning become compatible with the surrounding zoning pattern.
5. The few existing trees remaining on the property have been retained during the
landfill operation that has already occurred on the site. It seems appropriate that
these trees be saved in order to implement the requirements for wildlife mitigation
in Resolution No. 1923.
RECOMMENDATION:
Based upon the record, testimony, findings and conclusions, it is the recommendation of
the Examiner that the City Council approve the rezone to M-P subject to the applicant
submitting signed restrictive covenants attesting that the existing vegetation is to
remain unless- otherwise directed by the Hearing Examiner as a result of review of the
specific site ''development plans per Section 4-730.040.9.

accomplished to date in the City of Renton, such studies may be undertaken in the near
future. He also reported that Comprehensive Plan amendments adopted in June, 1976, had
designated the subject area for manufacturing park uses.

3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance
has been issued for the subject proposal by Gordon Y. Ericksen, responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development and no adverse comment was expressed.
5. There was no opposition to the proposal expressed.
6. All existing utilities are available and in close proximity.
7. An area zoning analysis has not been performed for the area (Section 4-3014. (A) ) .
However, during the recent Comprehensive Plan for the Green River Valley adopted
June 14, 1976, consideration was given for the land use for the area including the
site.
8. The Comprehensive Plan Land Use Map indicates the site to potentially be Manufacturing
Park (M-P) (Section 4-3014. (B) ) .
9. Since the adoption of the Comprehensive Plan noted previously, several commercial/
industrial buildings have been constructed on adjacent or nearby properties zoned
either L-1 or H-1 (Section 4-3014. (C) ) . In addition, local improvement districts
are being formed for improving Lind Avenue South and Raymond Avenue South (south
of the site and S.W. 16th Street) .
CONCLUSIONS:
1. The proposal conforms to the Goals and Objectives of the Comprehensive Plan and the
Land Use 'Map (Section 4-3014. (B) ) .
2. Private improvements and forthcoming public improvements in the immediate area of
and adjacent to the site have affected the property significantly (Section 4-3014. (C) ) .
3. The Green River Comprehensive Plan appears to have considered the land use in general
between S.W. 16th Street and SR-405 in indicating M-P for that area. However, the
site may not have been specifically considered (Section 4-3014. (A) ) .
4. The existing G zoning is sandwiched in between SR-405, H-1 and L-1 zones. Only
about five lots adjacent to, the site remain in G or G-6000 zoning. It is appropriate
and timely that the zoning become compatible with the surrounding zoning pattern.
5. The few existing trees remaining on the property have been retained during the
landfill operation that has already occurred on the site. It seems appropriate that
these trees be saved in order to implement the requirements for wildlife mitigation
in Resolution No. 1923.
RECOMMENDATION:
Based upon the record, testimony, findings and conclusions, it is the recommendation of
the Examiner that the City Council approve the rezone to M-P subject to the applicant
submitting signed restrictive covenants attesting that the existing vegetation is to
remain unless otherwise directed by the Hearing Examiner as a result of review of the
specific site development plans per Section 4-730.040.9.

Pursuant to Title IV, Section 3015 of the City's Code, request for reconsideration must
be filed in writing on or before March 7, 1978. Any aggrieved person feeling that the
decision of the Examiner is based on erroneous procedure, errors of law or fact, error
in judgment, or the discovery of new evidence which could not be reasonably available
at the prior hearing may make a written request for review by the Examiner within
fourteen (14) days from the date of the Examiner'.s decision. This request shall set
forth the specific errors relied upon by such appellant, and the Examiner may, after
review of the record, take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires
that such appeal be filed with the City Clerk accompanying a filing fee of $25.00 and
meeting other specified requirements. Copies of this ordinance are available for
inspection in the City Clerk's office, first floor of City Hall, or same may be
purchased at cost in said office.

3 . Vegetation : Sparse ground cover along with a few fir and
deciduous trees are scattered throughout the border areas
of the site.
4. Wildlife : The relatively sparse vegetation would be suitable
for only very small mammals and birds .
5. Water : One small natural retention pond is evident on
the northwestern corner of the site.
6. Land Use : The surrounding land use is a mixture of single
family residential , industrial uses , and land in the pre-
development preparation stage.
F. NEIGHBORHOOD CHARACTERISTICS :
The area is primarily a transitional mixture of single family,
industrial , and vacant undeveloped land .
G . PUBLIC SERVICES :
1 . Water and Sewer : An existding twelve ( 12 ) inch water main
runs along S: W. 16th Street. Nearest sanitary sewer is a
twenty-four (24:). inch line that runs along S . W. 16th Street
and terminates at' S. W. 16th Street and Raymond Avenue S .W.
2 . Fire Protection : Provided by the Renton Fire Department as
per Ordinance :. req'uirements .
3. Transit : Metro Transit routes 145 and 240 operate along
South Grady Way within one-eighth ( 1/8) of a mile north of
the site.
4. Schools : Not applicable.
5. Parks : Not applicable .

0. PLANNING DEPARTMENT ANALYSIS :

1 . Proposal is, consistant with the Comprehensive Plan , Green
River Valley, June 1976 , which designates the site and
general area as Manufacturing Park [4-3014 (B) ] .
2. The area surrounding the. subject site is in a transition •
from single family residential to manufacturing park type
uses . Uses such as the Austin Co . facility, Holmes Electric ,
' Seattle Lumber, and most necently, Group Health Cooperative ,
and Brown Steel Co. have been constructed within the general
i area . Such development and recent site preparation for more
. development in the area , together with the fact the G-6000
residential zone :has never been revised to a more standard
• city R-1 or SR-1 residential zone , indicate that changes have
occurred since the zoning and residential uses were first
established in th:e area [4-3014 (A) & (C) ] .
3. Proposed street and other improvements in the area (Lnd
,, •Avenue and:: Raymond Avenue L . I . D. projects ) also are indication
• of the transition; to industrial /commercial uses [4-3014 (c) ] .
4. Adequate utilities are available in close proximity to the
' subject site. ; '. ,
5. The Manufactur.ing; .Park district requires that all specific
site development 'plans be approved by the Hearing Examiner.

' 6. Site development must also conform to the goals and policies
' established in the Green River Valley Comprehensive Plan
June 1976.
. 7 . . A number of evergreen trees exist on the subject site. :
These should be retained and incorporated into site develop-
. ! ment as much as possible.

P . PLANNING DEPARTMENT RECOMMENDATION : •
i. Recommend approval of the proposed rezone to M-P based on the •
above analysis and subject to the retention of as many of the
existing trees as possible and incorporate them into site
. development.
