CORRESPONDENCE AND. CURRENT BUSINESS Sierra Heights Petition bearing signatures of 22 property owners from the vicinity Sanitary Sewers of Sierra Heights Community objected to the Council allowing a and Complaint of Mr. Hanks to install a side sewer at 10417 132nd Ave. SE into the Connection by existing main line sewer, claiming privileged treatment and asked Mr. Hanks that the other members of the community also be allowed to join. The letter noted other members of the community have previously re- quested sewer service, but have been advised of the need to annex to the City. The letter noted the City's granting of permission to join the sewer line has expedited installation of buildings which will probably devalue adjoining property. Upon request by councilman Perry, Public Works Director Gonnason explained the permit was issued to Mr. Hanks last July prior to passing of a resolution by the Council prohibiting sewer service outside the City limits, or without annexing to the City. Gonnason explained the request by Mr. Hanks did not meet guidelines for the Staff to • issue, therefore, it was forwarded to the Council and referred to the Public Services Committee and granted by the former committee. Upon inquiry by Councilman Stredicke, Gonnason noted lift station located at NE Sunset and Union NE operates at capacity and is sur- charged at peak periods; pump station at Honeycreek is not access- ible and the proposed May Creek trunk line has not been funded. Gonnason further explained attempt to grout Sunset/Union lift station to correct inflow capacity. The request is for approval of rezone of 0.56 acres from G to T. 2. The Planning Department report accurately sets forth the issues, applicable policies and provisions, findings of fact, and department recommendations in this matter, (is uncontested) , and is hereby attached as Exhibit #1 and incorporated in this report by reference as set forth in full therein. 3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance has been issued for the subject proposal by Gordon Y. Ericksen, responsible official. 4. Plans for the proposal have been reviewed by all city departments affected by the impact of this development and no adverse comment was expressed. 5. There was no opposition to the proposal expressed. 6. All existing utilities are available and in close proximity. 7. Evidence was not presented that the site and request were not specifically considered at the last land use analysis during the preparation of the Green River Valley Comprehensive Plan (Section 4-3014. (A) ) . This element of the Comprehensive Plan was adopted in 1976. 8. The Comprehensive Plan Land Use Map indicates the property to potentially be zoned for M-P (Manufacturing Park) . Section 4-714 (T) specifies that trailer park zoning is permitted in commercial areas among others. The M-P zone is considered to permit commercial uses (Section 4-3014. (B) ) . 9. In 1959, the existing G zone was established on the property. Since that time development of significant commercial uses and expansion of Longacres has occurred in the area along S.W. 16th Street south of FAI-405. 10. Some substantial vegetation exists on the property, principally along the westerly property line. CONCLUSIONS: 1. The proposal conforms to the goals and objectives of the Green River Valley Comprehensive Plan (Section 4-3014. (B) ) . A node of similar land uses have through the years arisen in response to the Longacres recreation facility. These uses have for the most part served to support the growing facility, its patrons and/or its participants. In actuality, the proposed T zone is an expansion of the existing T zone abutting the easterly portion of the property. 2. Since the assertion was not made that this site was not specifically considered for the particular rezone request during the planned process leading to adoption of the Green River Valley Comprehensive Plan element, it may be assumed that the City Council intended M-P zoning for the site and its surrounding area (Section 4-3014. (A) ) . However, Section 4-714 allows trailer park uses within commercial areas, which the area surrounding and including the site can be reasonably classified as commercial but predominantly manufacturing. The fourth objective, page 5, Green River Valley Comprehensive Plan encourages grouping land uses for a "harmonious mix. " Expansion of the existing trailer park appears accordingly appropriate. 3. Development of the area surrounding Longacres has continually been of commercial/ manufacturing uses. Since incorporation and zoning of the site to G in 1959, many/ most of the intense commercial/manufacturing uses have been constructed. It appears, therefore, that this development has significantly impacted the property in terms of an overall land use viewpoint (Section 4-3014. (C) ) . Of further consideration is the internal growth of the Longacres facility itself, which probably produced the need, as alleged in the hearing, for additional mobile trailer type housing accommodations to provide trailer space for participants at the facility. 4. Section 4-714 requires the Examiner's review of the specific site plan for the mobile home park. This review should mitigate any impacts upon adjacent properties, especially the multifamily development along the westerly portion of the site. PUBLIC HEARING: After reviewing• the Planning Department report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearing was opened on March 7, 1978 at 9:00 a.m. in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were sworn. It was reported that the Hearing Examiner and the applicant had received and reviewed the Planning Department report, and the report was entered into the record as Exhibit #1. Michael Smith, Planning Department, reviewed Exhibit #1, and entered the following additional exhibits into the record: Exhibit #2: King County Assessor's Map Exhibit #3: Negative Declaration of Environmental Significance ; The Examiner asked the representative for the applicant if he concurred in Exhibit #1. In response to the Examiner's inquiry, Mr. Smith indicated that the Planning Department recommendation would remain as submitted. \ The Examiner asked for further comments. Since there were none, the hearing on Item #R-127-78 was closed by the Examiner at 9:20 a.m. R-127-78 Page Three The existing vegetation on the site should be retained pending the Examiner's decision regarding the site plan for the mobile home park. Some of this vegetation will provide appropriate screening/buffering of the facility from the adjacent multifamily development. A site plan approval hearing is scheduled for March 14, 1978. RECOMMENDATION: Based upon the record, testimony, findings and conclusions, it is the recommendation of the Examiner that the City Council approve the requested reclassification to T zoning subject to: no cutting or clearing of existing vegetation or grading of the site until a final site plan for the mobile home park has been approved by the Examiner. Given the compatibility of the proposed use with existing uses in the area , its compatibility with objectives of the Comprehensive Plan Land Use Report 1965 , and the fact that commercial uses are also normally considered acceptable manufacturing park uses , the ' T ' zone is consistent with the Comprehensive Plan map element. 6. Significant changes in land use and improvements have occurred on the site and general area since the ' G ' zone was established on the site at the time of annexation into the City in 1959 , (4. 3014(C ) ) . 7 . The applicant intends to develop an extension to the existing Longacres Trailer Park, to provide additional housing for persons associated with the race track operation . Chapter 20, Mobile Home Parks requires that preliminary and final plans for such a use be approved . by the Hearing Examiner after public hearing thereon . The applicant is in the process of preparing plans for such application and development . Chapter 20 also establishes certain development standards for such uses . 8 . Suitable utilities are available to the subject site . The Public Works Department has indicated that storm water retention and oil /water separation facilities will be required as part of site development per city drainage ordinace . 9.
