LODGING TAX/TOURISM PROMOTION GRANT PROGRAM
APPLICATION CRITERIA
City of Renton
2022 Lodging Tax Grant Guidelines
The City of Renton is soliciting project proposals that support and encourage tourism, cultural
activities and tourism facilities in Renton, Washington. The funding source for projects awarded grant
funds is the City’s share of taxes collected on overnight stays (hotel/motel/lodging) within the
City of Renton.
State law limits the use of lodging tax funds. All applications must be for one of the following uses:
•Tourism marketing
•Marketing and operations of special events and festivals
•Operations of tourism-related facilities owned or operated by non-profit organizations
•Operations and capital expenditures of tourism-related facilities owned by municipalities or public
facilities districts only
For grant funding year 2021, the Renton City Council approved $314,000 in grants funded by lodging
taxes. As Lodging Tax funds vary from year to year, there is no guarantee of the total amount
awarded or if any grant awards will be made.
Grant Applications:
We now only accept an online application that is available on the VisitRentonWA.com/LTAC. No paper
forms will be accepted, and you must submit a separate application for each project/grant request. All
Applications must include:
•Estimates of how funding the activity will result in increases to people staying overnight,
traveling 50 miles or more, or coming from another state or country.
•How your project will
o generate economic benefit through overnight lodging, sale of meals and goods, and/or
construction of tourism-related facilities
o increase recognition of Renton throughout the region as a destination for tourism
o increase opportunities for tourism by developing new visitor activities
If you request it from them, local hoteliers will work with your organization to track information for your
event or project. If you need assistance, be sure to contact them prior to submission, as priority will be
given to those projects which encourage and track overnight stays.
Applications must be submitted no later than 4:30 p.m. (Pacific time) on Friday, October 22, 2021. No
applications will be accepted after this deadline. Any questions concerning the application process may be

~ Application Requirements & Instructions ~
General Information:
•All applications will be reviewed by the City’s Lodging Tax Advisory Committee for potential funding
recommendations.
•It is highly recommended that you present your proposal to the Lodging Tax Advisory Committee. We
will have new LTAC members who may not be familiar with your event. Presentations will be
November 10, 2021, beginning at 9am via Zoom. Staff will reach out to schedule time slots.
•Recommendations from the Committee will be presented for approval at the December 6, 2021
regularly scheduled City Council meeting (pending scheduling availability); grant recipients will be
notified within 30 days. A Funding Agreement will be sent to you by the end of December.
•You can upload any supporting materials online. Please limit your uploads to what is most relevant.
•Funds will be paid on a reimbursement basis only. Organizations must first incur the expenses and
then request reimbursement from the City on a specific reimbursement form that will be provided to
you.
If you received a grant in 2021 and your 2022 application is for the same event, you do not need to resubmit
these items:
o Your project summary
o your IRS or State of Washington non-profit certification letters
ALL Applicants must provide:
•Proof of liability insurance including $1,000,000/occurrence and $2,000,000/general aggregate.
The City reserves the right to waive this insurance requirement under certain circumstances. If
your organization is awarded a grant, your insurance certificate must name the City of Renton as
an “additional insured.” There are NO exceptions to this requirement. We expect organizations to
renew their insurance prior to their project.
•Active, non-expired City of Renton Business License. Information regarding acquiring a city
business license can be found at rentonwa.gov/business. Email: licensing@rentonwa.gov or by

COVID-19 CONSIDERATIONS:
(1) The total amount of funds to be allocated to this grant program have not yet been
determined. (2) Distribution of grant awards could be delayed or suspended if tourism
promotion and/or events are restricted due to state or local COVID-19 mandates.
SELECTION PROCESS
When the application solicitation period opens, City will employ every opportunity to inform potentially
eligible applicants of the funding process and its eligibility criteria. When the solicitation period closes, the
Lodging Tax Advisory Committee Chair or his/her designee will review applications for completeness and
eligibility. Applications will then be evaluated by the City’s Lodging Tax Advisory Committee, which will make
funding recommendations to the City Council. The Council will make the final decision on project approval
and funding levels. Staff will then consult with sponsors of approved projects to develop contracts and
scopes of work. When the sponsors and Mayor sign the contracts, staff will notify sponsors to proceed. It is
very important that applicants are aware of the following.
•All contracts are reimbursement-based, i.e. the sponsor must expend funds on approved items and then
seek reimbursement under terms of the governing contract.
•Costs incurred for an approved project, cannot be reimbursed until all contracts have been signed by all
interested parties including the city.
•The project approval process requires two key steps:
a) The Council’s approval of a spending plan, and
b)The execution of the contract by signature of the City.
Only after both steps are completed is a project sponsor authorized to begin incurring reimbursable costs.
Because of the limited amount of funding available to support assistance requests, proposals will be
evaluated on a competitive basis using the following criteria.
COMPETITIVE CRITERIA
Applications that meet the threshold criteria will be presented to the review panel for evaluation and scoring
based on the following criteria. The Lodging Tax Advisory Committee may recommend full, partial or no
funding for each project. The review panel will independently determine the level of funding for each
project based on each project’s individual merit and components. A maximum of 100 points can be awarded
in this area.
1.Project Impact. How will the City of Renton and/or the citizens be impacted by this project? 25 points
2.Clarity. Does the proposal clearly and concisely present a definite, well-described product for which the
City’s assistance is being sought? If appropriate to do so, does the proposal describe how the City -
supported product will be integrated into a larger effort (e.g., a brochure which promotes a cultural
event: does the proposal describe the brochure as well as summarizing the purpose and scope of the
event and the role the brochure will play in its success)? 20 points
3.Cost-effectiveness. Does the project propose an efficient, economical use of the City’s funds? 20 points
4.Degree of match. What is the proponent's percentage of matching resource? A match of at least 25% of
the total project value (City funds plus sponsor’s share) is required; a higher rate will improve a project's
stature accordingly. 10 points
5.Marketing. How will the proposed project be marketed and how will that marketing recognize the City’s
participation? 10 points
6.Innovation. Does the project represent an unusual approach, or does it move the City’s Hotel/Motel
program in a useful new direction? 10 points
7.Cooperative nature. What kind and degree of inter-organizational or inter-jurisdictional partnership
does the project exhibit? 5 points
BONUS POINTS
The City has an interest in spreading the impacts of tourism more evenly over the entire year, expanding
overnight stays, and in acting as a partner with other jurisdictions that collect their own Hotel/Motel funds.
Bonus points will be accorded to proposals that can convince the Lodging Tax Advisory Committee that, if
funded, the projects will advance these goals. A maximum of 20 additional points can be awarded in this area.
1. Off-season development. Will the project promote tourism development during the off-season
(September 1 through June 30)? 10 points
2. Overnight visitorship. Has the project convincingly established that it will attract overnight visitorship? If
so, does it quantify the anticipated stays and offer a credible method for corroborating the projections?

The businesses in downtown Renton have been severely impacted by the combination of decreased traffic due to the lethal
combination of COVID and construction. With help from the professional marketing team at JayRay and the campaign alignment
with the Renton Community Marketing Campaign, the audience viewing social posts and engaging in virtual and in-person events
downtown has grown in the past year. The proposal for 2022 is to expand on the foundation created in 2021 and utilize new
technology to promote downtown Renton as a vibrant regional destination for day trips and overnight stays and provide valuable
insights on who is visiting, where they visit and whether they stay overnight in an concentrated effort to retarget those visitors to
return to Renton.
The campaign will hit a broad audience outside of Renton and target relevant audiences based on behavior and preferences. For
a more in-depth explanation of the proposed scope, please refer to Exhibit A.

The downtown marketing campaign will target audiences throughout the state who search for things to do and opportunities for
weekend getaways. By highlighting the activities in downtown Renton using targeted advertising, the campaign will serve to
increase the number of visitors in Renton and drive brand recognition to encourage visitors throughout the year. Geolocation
technology will help us determine who visits Downtown Renton, where they are coming from, and what is driving their visit (i.e.,
restaurants, hotels, events, parks). The proposal goal is to target those who’ve visited in past 3 years and encourage them to
bring a friend and stay overnight.

For coffee and gift shopping, biking trails and
parks, global cuisine and nighttime
entertainment, Downtown Renton is one of our
favorite destinations.
It’s been fun discovering all the city has to offer
as a marketing partner with Renton Downtown
Partnership. We look forward to continuing to
build on the progress we’ve made together.
•Paid Facebook ads for discovering
downtown, Wine Walk and Renton Farmers
Market reached a total of 132,500 people.
More than 6,000 people clicked on the ads
to learn more.
•The regular cadence of 3-4 Facebook posts
per week invite newcomers to explore
downtown—and encourage previous visitors
to come out and see what’s new. Organic
(unpaid) Facebook posts from May to
September reached more than 329,600
people total.
•Dragon signs we helped produce now point
the way to free parking—a reason for visitors
to spend more time downtown.
•The Downtown Renton map currently in
production features 69 businesses and
attractions. In just a quick glance you know
there’s a lot to see and do within the
downtown footprint.
The following pages summarize our work with
RDP on this year’s contract so far (March to
September). We also propose activities for
2022, including an interactive business map on
DowntownRenton.com and geolocation
services that can provide valuable insights on
who’s visiting, where they visit and whether they
stay overnight—and then retarget those visitors
to return to Renton.

Social media can seem fleeting as it charges
forward at freeway speed. However, the best social
media efforts begin with a strategy.
Our approach for Renton Downtown Partnership
(RDP) includes:
•Strategic social marketing plan

The goal of this proposal outline is to create an annual lighting event or light festival in the city of Renton that builds community
through the power of light art, provides an inspiring, COVID safe public light art experience that will encourage the public to
explore downtown Renton while supporting local artists. The proposed event is scalable based on funding commitments. The
proposal outlines a couple of options with a goal to build the annual event into a large scale lighting festival event in 2022.
The Light Festival will serve as an expansion of the traditional Small Business Saturday event and will transform the holiday event
into a seasonal campaign and light display. The goal of the season-long celebration serves to build community spirit, emphasize
the positive attributes of downtown and highlight local shopping, dining, and overnight stays. The mission of the campaign is to
bring Renton residents together for family-oriented events, encourage a sense of community, and promote Renton’s local
businesses & character to visitors from throughout the Puget Sound Region, and serve as a destination for holiday get-aways.
The 2022 Light Festival will launch on November 26, 2022 with the traditional Small Business Saturday celebration and downtown
tree lighting and continue through the holiday season and into the new year. The promotion will consist of a day-long kick-off
festival (7 hours in duration) that includes live music, community festivities with heavy focus on children’s activities, including a
visit from Santa and the downtown tree lighting, followed by a month-long celebration of lights and holiday events/displays in the
downtown core. Taking advantage of the recently installed and power-supplied light poles, the Light Festival will include seasonal
displays paired with sales events and shopping promotions to draw visitors for a weekend in Renton.
Our marketing plan includes news releases, print ads and social media outreach throughout the Puget Sound Region. We will
seek partnership with media partners to increase the reach of the Light Festival and seasonal activities to a greater audience by
engaging with regional media companies. These efforts will serve to increase the visibility for Renton and support the myriad of
tourism opportunities within Renton. These events also provide a demonstrative means by which Renton residents come together
as one community.
We will use the following methods to evaluate the continued success of the Light Festival:
•We will compare social network engagement from year to year (specifically looking for a dramatic increase over the one-day
Small Business Saturday event from years past).
•We will compare event attendance year-over-year.
•We will survey exhibitors, vendors, and sponsors for feedback following the events.
•We will survey post event via social media, e-newsletter and/or on-site to collect attendee demographics, collect feedback, and
evaluate success.
•At events we will conduct a physical count of attendees & registrants.
We continue to receive positive feedback on these events from the community at large as well as from those who participated as
sponsors and exhibitors. The response was evidence that there is value in bringing the community together to celebrate and to
provide visitors a taste of what makes Renton special.
Efforts will be made to cross promote the Light Festival with other local events in an effort to draw visitors from afar, and will work
with the local hotels to arrange hotel packages and event codes to track bed nights resulting from the campaign.

work with local hotels to create attractive packages (and means of tracking rooms reserved through the Festival event page) to
encourage overnight stays. Targeted social media advertising will be conducted to reach audiences who have previously been to
Renton, expressed an interest in returning, and interacted with the ads for similar events/overnight opportunities.

artists to showcase their work in accessible
spaces. The art of light not only has a
minimal impact on the environment, but it's
fleeting, ethereal nature delights audiences
of all demographics.
Over the past 6 years LUSIO has supported
more than 350 artists.
LUSIO has years of experience lighting up
historic public spaces in unique and magical
ways that create delightful immersive
experiences for the audience.
We’ve produced multiple large light festivals
spanning 40 acres, small intimate AV
concerts, hands on workshops, private
corporate events, event lighting & interactive
AV experiences. LUSIO's curator was hired
to curate and produce the largest
projection mapping video experience to
date in Seattle with the Let There Be Light
program that exhibited onto the 225 ft
headhouse of the Pier 62 silo in 2018. Link

LUSIO has raised $100,000 for local
nonprofits through curated fundraisers and
we've worked with companies such as
Pacific Science Center, Expedia, Google
Cloud, Friends of the Conservatory, TUNE &
Port of Seattle.

Light Art is a genre of art that utilizes light as the
main medium.
Light Art is not new, but with new technologies it's
applications are expanding into new dimensions.
Most Light Art has a low environmental footprint
and is vast in it's creativity. Entire buildings can be
transformed into art exhibits without ever touching
the structure. Light Art also tends to be accessible,
playful, and inspiring.

To provide opportunity
Most light art installation is made for a gallery, a festival, or a private event. Rarely does
this form of art get seen in Seattle and never has it been showcased in such a large
setting. This will provide artists the opportunity to get their work seen and voices heard
by a wide demographic of people in curated but playful setting.
To make light art accessible
This form of art has started to arrive and percolate in the Pacific Northwest, but only if you
attend an event like Burning Man or the new Seattle Arts Fair, both which cost money to
attend. Lusio is a free family friendly event making it available to any person of any
demographic that wants to attend and have their senses delighted. Art should be
accessible to everyone.
To Play
To quote Heraclitus, "Lifetime is a child at play, moving pieces in a game. Kingship
belongs to the child." With all the advances in technology that make this type of art
possible, it's easy to forget technology can also be playful. It 's also easy to forget to play
as an adult! Playfulness has been proven to decrease stress, improve brain function,
stimulate creativity, promote connections, improve social skills, and positive well being.
On top of that, IT'S FUN! So bring those glow stick bracelets, led hulu hoops, wrap your
dog in L-wire, or just come as you are. Come play with us :)

provides an insp irin g, COVID safe public light art experience that will encou r age the
public to explore downtown Renton while supporting PNW artists .
In this pr op osal, we'll outline a multip le different event siz e options and budget
outlines with a goal to build the ann ual event into a la r ge scal e lightin g festival
e vent in 2022.

Renton is home to ap prox. 1 00 ,000 people and is a bustling space o f comm erce with a
gentle, s mall to wn vibe. By w orking toge ther with local bus i nesses and community
entities, the Lusio Lights e xper i enc e has the opportunity to unite the co mmun i ty in an
entirely ne w fashion.
One of the reasons LUSIO events are so widely supported is b ecaus e we promote
supporting PNW artists first and foremost. Light artists d o not have many opportunit i es t o
showcase their work so any o pportunit ies we can o ffer them to get their art seen in public
spaces and pa y them a livab l e wage is ce l ebrated.
Art is v i tal for a happy an d healt hy life, bu t no t everyone can afford to attend art even ts or
have ar t experiences v ery acces sib l e in t heir lives.

any demographic access to the inspiration, happiness, a nd me nta l health benefit s th at art
can provide.

City of Renton accepting applications for 2022 Tourism Promotion Grants
Deadline for applications is 4:30 p.m. on Friday, Oct. 22, 2021
RENTON, WA – Organizations with programs or activities that promote tourism in Renton can now
apply for Lodging Tax Grants for 2022.
Eligible events are not limited to within the Renton city limits. However, events must show measurable
drive-in tourism within the city limits. Organizations may apply for multiple events.
The grant application is online. Applications are due by 4:30 p.m. on Friday, Oct. 22, 2021.
Finalists will present their requests to the Lodging Tax Advisory Committee on Nov. 10 via Zoom. The
committee will make its final recommendations to Renton City Council in December.
The grants are funded by Washington state’s Hotel -Motel Tax, which is collected on all in-city lodging
stays of less than 30 days.
