The fire flow requirement for a single family home is 1,000 gpm minimum for dwellings up to 3,600 square feet (including garage and basements). If the dwelling exceeds 3,600 square feet, a minimum of 1,500 gpm fire flow would be required. A minimum of one fire hydrant is required within 300-feet of the proposed buildings and two hydrants if the fire flow goes up to 1,500 gpm. The existing fire hydrants are not within 300 feet of all of the proposed lots. 2. The fire mitigation impact fees are currently applicable at the rate of $488.00 per single family unit. This fee is paid prior to recording the plat. Credit will be granted for the existing homes that are to be removed. 3. Fire department apparatus access roadways are required to be a minimum of 20-feet wide fully paved, with 25-feet inside and 45- feet outside turning radius. Fire access roadways shall be constructed to support a 30-ton vehicle with 322-psi point loading. Access is required within 150-feet of all points on the buildings. Dead end streets that exceed 150-feet in length require an approved turnaround. Proposed hammerhead appears adequate. DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT M E M O R A N D U M DATE:August 28, 2012 TO:Vanessa Dolbee, Planner FROM:Arneta Henninger, Plan Review SUBJECT:Utility and Transportation Comments for: NE 7TH ST Short Plat 3517 NE 7TH ST - Parcel 8011100125, 0130 PRE 12-066 NOTE: The applicant is cautioned that information contained in this summary is preliminary and non- binding and may be subject to modification and/or concurrence by official city decision-makers. Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. I have completed a preliminary review for the above-referenced 7-lot short plat proposal, located on the south side of NE 7th St between Newport Ct NE and Queen Ave NE, all in Sect. 9, Twp 23N, Rng 5 E. The following comments are based on the pre-application submittal made to the City of Renton by the applicant. Water 1. This site is located in the City of Renton water service boundary. There is an existing 8” DI water main in NE 7th St. See City of Renton drawing W1885 for detailed information. It is in the 565 water pressure zone; static at street level is approximately in the range of 69 to 75 psi given the range of contours on the parcels of land. 2. This site is located in the Aquifer Protection Zone. 3. Per the City Fire Marshal, the preliminary fire flow requirement for a single family home is 1,000 gpm minimum for dwellings up to 3,600 square feet (including garage and basements). If the dwelling exceeds 3,600 square feet, a minimum of 1,500 gpm fire flow would be required. A minimum of one fire hydrant is required within 300 feet of the proposed buildings and two hydrants if the fire flow goes up to 1,500 gpm. Lateral spacing of fire hydrants is predicated on hydrants being located at street intersections. 4. The project will need to provide domestic service and fire service to serve the proposed development. The project will need to design and install a new watermain and new fire hydrants. The design needs to be a 10” water main connected to the existing 8” main, and extended south across NE NE 7th St Short Plat - PRE 12-066 Page 2 of 3 August 28, 2012 H:\CED\Planning\Current Planning\PREAPPS\12-066.Vanessa\Plan Review Comments PRE 12-066.doc 7th St to the corner of lot 3, then a fire hydrant, then an 8” main extended to the south, a second hydrant, then south to the north property line of lot 7. Water System Development Charges (SDC) are based on the size of the water meters. These fees are collected at the time a construction permit is issued, prior to the recording of the short plat. Sanitary Sewer 1. This site is located in the City of Renton sanitary sewer service boundary. 2. There is an existing 8” sanitary sewer main in NE 7th St to the east of this parcel. See City of Renton sanitary sewer drawing S0455. There is an 8” sanitary sewer main in NE 7th St to the west of this proposal; see City of Renton sanitary sewer drawing S0455 for details. 3. Proposed project needs to research and engineer how the lots of the new development will be served with sanitary sewer service. 4. The sewer main design, whether it extends the sanitary sewer from the west or extends the main from the east, shall utilize the design that serves the most lots with a gravity service line. 5. The Sanitary Sewer System Development Charges (SDC) are based on the size of the domestic water meters. These fees are collected at the time a construction permit is issued, prior to the recording of the short plat. Storm Drainage 1. There is an existing storm facility in NE 7 th ST to the west. See City of Renton drawing R6108. 2. A drainage plan and drainage report will be required with the site plan application. The report shall comply with the 2009 King County Surface Water Manual and the 2009 City of Renton Amendments to the KCSWM, Chapters 1 and 2. All core and any special requirements shall be contained in the report. Based on the city’s flow control map, this site falls within the Flow Control Duration Standard, Forested Conditions. The drainage report will need to follow the area specific flow control requirements under Core Requirement #3. 3. A geotechnical report for the site is required. Information on the water table and soil permeability with recommendations of appropriate flow control BMP options with typical designs for the site, from the geotechnical engineer, shall be submitted with the application. 4. Surface Water SDC fees are $1,012 per lot. These fees are collected at the time a construction permit is issued. Transportation/Street 1. Street improvements on NE 7th St will be required; curb 13’ from centerline (to result in a total of 26’ of pavement), 5’ sidewalks and an 8’ planter strip along with residential street lighting. 2. The hammerhead will be private and meet Fire Apparatus Access requirements with a minimum 20’ pavement section. 3. Power needs to be underground. 4. All new electrical, phone, and cable services and lines must be undergrounded. The construction of these franchise utilities must be inspected and approved by a City of Renton public works inspector prior to recording the plat. Traffic mitigation fees do not apply if the project does not trigger a SEPA review. General Comments 1. All required utility, drainage, and street improvements will require separate plan submittals, prepared according to City of Renton drafting standards by a licensed Civil Engineer. 2. All plans shall be tied to a minimum of two of the City of Renton Horizontal and Vertical Control Network. 3. Permit application must include an itemized cost estimate for these improvements. Half of the fee must be paid upon application for building and construction permits, and the remainder when the permits are issued. There will be additional fees for water service related expenses. See Drafting Standards.
