The proposed residential development site is located on the south side of NE 4th Street east of Rosario Ave NE in the Renton Highlands as shown in the Figure 1 site vicinity map. Plats with less than 20 lots are generally not required to complete a traffic impact analysis (per City of Renton TIA Guidelines). However, this traffic analysis was completed to address neighborhood concerns regarding the projectÊs impact on the intersection of Rosario Ave NE/NE 4th Street. Findings and Conclusions Project Description. The project would include the development of 15 single-family detached lots. The existing site includes two single-family homes. One existing home would be removed and one would remain, resulting in a net of 13 new lots. Vehicle access to the site would be provided via the extension of NE 3rd Court on the west side of the site. The anticipated year of occupancy of the plat is 2017. Trip Generation. The proposed project is estimated to generate 124 net new weekday daily trips, with 9 trips occurring during the weekday AM peak hour (3 entering, 6 exiting), and 13 trips occurring during the weekday PM peak hour (8 entering, 5 exiting). Analysis of Rosario Ave NE/NE 4th Street Intersection · The northbound approach turns are expected to operate at LOS E in 2017 during both the weekday AM and PM peak hours without or with the proposed project. The increase in delay with the proposed project for northbound vehicles is estimated to be less than 3 seconds during the AM peak hour and 4 seconds during the PM peak hour. · The 95th percentile queue for the stop controlled northbound approach turns is expected to increase by one vehicle (25 feet) with the proposed project during the AM peak hour. During the PM peak hour, the queue for the northbound approach is estimated to remain the same with the proposed project. Mitigation. Payment of City transportation impact fees will adequately mitigate project impacts. Based on the City of RentonÊs impact fee schedule, the 2016 transportation impact fee for the Single-Family land use is $2,951.17/Dwelling Unit. Based on 13 net new single-family lots, the transportation impact fee is estimated to be $38,365.21 (13 net lots X $2,951.17). One existing home would remain and one would be removed resulting in a net addition of 13 single-family lots. Vehicle access to the site would be provided by a connection to the existing NE 3rd Court to the west which provides access to NE 4th Street. The anticipated year of opening is 2017 for the Kendall Homes Plat. A preliminary site plan is provided in Figure 2. Trip Generation The trip generation estimate for the proposed Kendall Homes residential project was based on the methodology included in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 9th edition for Land Use Code (LUC) 210 (Single-Family Detached Housing). The resulting weekday daily, AM, and PM peak hour trip generation associated with the proposed project is summarized in Table 1. Traffic Impact Analysis – Kendall Homes, Renton TENW March 23, 2016 Page 4 Figure 2: Site Plan Traffic Impact Analysis – Kendall Homes, Renton TENW March 23, 2016 Page 5 Traffic Volume Forecasts Existing weekday AM and PM peak period traffic counts were conducted at the study intersection of Rosario Ave NE and NE 4th Street on Thursday March 10, 2016. The existing traffic counts were conducted by All Traffic Data and are provided in Attachment B. Year 2017 No Action (without project) AM and PM peak hour traffic volumes were estimated by applying a 2.08 percent annual growth rate (per the City of Renton) to the existing peak hour traffic counts. In addition, trips from The Woods at Highland Park (aka Park East) pipeline project (as provided by the City of Renton) were included in the future traffic volume estimates. Project-generated traffic from the Kendall Homes residential project was distributed through the Rosario Ave NE/NE 4th Street intersection based on the existing travel patterns during the AM and PM peak hours. The AM peak hour 2016 existing traffic volumes, 2017 baseline traffic volumes, project trip assignments, and 2017 with-project volumes at the Rosario Ave NE/NE 4th Street study intersection are summarized in Figure 3. The PM peak hour traffic volumes are summarized in Figure 4. The project trip assignments shown reflect the removal of the single-family home and the existing single-family driveway on NE 4th Street east of Rosario Ave NE. The level of service and queue calculations were conducted using Synchro 8 Software. This program is based on methodology outlined in the Highway Capacity Manual, 2010 Edition. The LOS methodology is described in Attachment C. The reported queues are estimated 95th percentile queues that are exceeded only 5 percent of the time. Table 2 summarizes the weekday AM and PM peak hour LOS and queue results. The detailed LOS and queue calculation sheets are included in Attachment C. The LOS results in Table 2 show that all controlled movements are expected to operate at LOS D or better in 2017 without or with the project with exception to the northbound approach which is expected to operate at LOS E. The northbound approach is expected to operate at LOS E in 2017 during both the weekday AM and PM peak hours without or with the proposed project. The increase in delay with the proposed Kendall Homes project for northbound vehicles is estimated to be less than 3 seconds during the AM peak hour and 4 seconds during the PM peak hour. Traffic Impact Analysis – Kendall Homes, Renton TENW March 23, 2016 Page 9 The 95th percentile queue for the stop controlled northbound approach is expected to increase by one vehicle (25 feet) with the proposed project during the AM peak hour. During the PM peak hour, the queue for the northbound approach is estimated to remain the same with the proposed project. This level of traffic impact is not considered to be significant at the existing study intersection. Mitigation Payment of transportation impact fees will adequately mitigate project impacts. The City uses the transportation fees to help fund City-wide transportation improvements. Based on the City of RentonÊs impact fee schedule, the 2016 transportation impact fee for the Single-Family land use is $2,951.17/Dwelling Unit. Based on 13 net new single-family lots, the transportation impact fee is expected to be $38,365.21 (13 net lots X $2,951.17). LOS generally refers to the degree of congestion on a roadway or intersection. It is a measure of vehicle operating speed, travel time, travel delays, and driving comfort. A letter scale from A to F generally describes intersection LOS. At signalized intersections, LOS A represents free-flow conditions (motorists experience little or no delays), and LOS F represents forced-flow conditions where motorists experience an average delay in excess of 80 seconds per vehicle. The LOS reported for signalized intersections represents the average control delay (sec/veh) and can be reported for the overall intersection, for each approach, and for each lane group (additional v/c ratio criteria apply to lane group LOS only). The LOS reported at stop-controlled intersections is based on the average control delay and can be reported for each controlled minor approach, controlled minor lane group, and controlled major-street movement (and for the overall intersection at all-way stop controlled intersections. Additional v/c ratio criteria apply to lane group or movement LOS only). Table C1 outlines the current HCM 2010 LOS criteria for signalized and stop-controlled intersections based on these methodologies.
