Box 884 Kirkland, WA 98083-0884 Phone: (425) 576-8661 Mitigation Narrative: Project File Number: 16-00232 Project Name: Joos Family LLC Pier Proposed Work: The applicant proposes to construct a 140 foot pier. The main walkway will begin with a 3’-11” width for the first 30 feet. The remainder of the walkway is to be 5’-11”. The pier will have a 5’-11” by 23’-1” ell and a 1’-11” by 23’-1” finger ell. The proposed pier is to be constructed with galvanized steel piles, galvanized steel caps, ACZA treated stringers, glulam sides, and Thru-Flow plastic grating to allow for light penetration. The proposed pier has two 10” diameter mooring piles. The applicant proposes to install a freestanding boatlift and a freestanding 8 foot by 10 foot grated platform lift. As mitigation for this project, the applicant proposes to create a more natural beach and to implement a planting plan. The proposed shoreline work entails bank stabilization behind the ordinary high water line, the removal of debris and a concrete bulkhead and steps, the placement of 50 cubic yards of 2” minus spawning gravel (1½” minus gravel may be used if 2” minus gravel is unavailable), and installation of native plantings. Proposed Construction Dates: To be determined upon the receipt of all permits from the City of Renton, the Washington State Department of Ecology, the Army Corps of Engineers, the Washington State Department of Fish and Wildlife, and the Washington Department of Natural Resources. The mitigation is to completed concurrently with the construction with the exception of when in-water work windows are closed for the spawning gravel and during the best time for plant survivability. Hours and Days of Operation: Construction hours will be limited to the hours prescribed by the City of Renton and other Jurisdictions. Proposed Hauling/Transportation Routes: Materials will be brought to the site by a barge and/or a landing vessel on Lake Washington. Site Safety and Environmental Precautions: The sanitary sewer line in Lake Washington will be located by a professional locater company prior to any construction. During pile driving, a wood block will be used as a sound attenuation device. A silt curtain and a containment boom will be deployed prior to any construction that may cause siltation and/or debris to enter the lake. We do not anticipate any debris entering the lake. Special Construction/Hauling Hours: No hauling is proposed for this project. Preliminary Traffic Control Plan: The proposed project takes place entirely on the shoreline of Lake Washington away from the road. No traffic hazards or diversions are necessary for this project.
