Project Narrative:
Project Name: Joos Family LLC Pier
Proposed Work: The applicant proposes to construct a 140 foot pier. The main walkway
will begin with a 3’-11” width for the first 30 feet. The remainder of the
walkway is to be 5’-11”. The pier will have a 5’-11” by 23’-1” ell and a
1’-11” by 23’-1” finger ell. The proposed pier is to be constructed with
galvanized steel piles, galvanized steel caps, ACZA treated stringers,
glulam sides, and Thru-Flow plastic grating to allow for light
penetration. The proposed pier has two 10” diameter mooring piles. The
applicant proposes to install a freestanding boatlift and a freestanding 8
foot by 10 foot grated platform lift.
As mitigation for this project, the applicant proposes to create a more
natural beach and to implement a planting plan. The proposed shoreline
work entails bank stabilization behind the ordinary high water line, the
removal of debris and a concrete bulkhead and steps, the placement of 50
cubic yards of 2” minus spawning gravel (1½” minus gravel may be used
if 2” minus gravel is unavailable), and installation of native plantings.
Project sequencing: Pier Construction: Mobilize to the site. Set up the containment boom.
Drive galvanized steel piling. Construct the pier on and/or off the site.
install the boatlift and platform lift.
Beach Enhancement: Mobilize to the site. Erect the silt curtain.
Perform shoreline stabilization behind the existing bulkhead and
Ordinary High Water Mark. Remove the existing rock, concrete
bulkhead, and debris. Place rocks, plants, and spawning gravel. The
timing of the placement of the plants and spawning gravel is dependent
on in-water work windows and plant survivability.
Project caveats: Renton Municipal Code (RMC) section 4-3-090(#7) contains regulations
for the construction of pier and docks.
A Biological Evaluation performed by Marine Surveys and Assessments
for the site states that the proposed project will have an overall net gain
of ecological function. Please see the Biological Evaluation/Lake and
Stream Study Report for more details.
The proposed dock conforms to all geometric regulations found in RMC
4-3-090(#7) (d) design standards. The proposed length of the dock
exceeds the maximum length of pier and docks found in the table of
section 4-3-090(#7)(d). However, it is stated in the table notes of this
section that the maximum length of a proposed pier or dock is 80 feet
unless a water depth of 10 feet cannot be obtained. It states that in such
circumstances the dock may be extended until the water depth reaches a
point of 10 feet of water depth at Ordinary Low Water. The proposed
dock fits within this provision.
RMC 4-3-090 table note 4 states: “That portion of a pier or dock beyond
thirty feet (30') from OHWM may be up to six feet (6') wide, without a
variance, if approved by the U.S. Army Corps of Engineers or the
Washington Department of Fish and Wildlife.”
Other permits required: City of Renton Building Permit, Army Corps of Engineers
Authorization, Washington Department of Fish and Wildlife Hydraulic
Project Approval, Department of Natural Resources authorization, and
Authorization from the Department of Ecology.
Current use of the site: Single family residential
Proposed use of site: Single family residential (No change proposed to use)
Special Site Features: The project is to occur on the shoreline of Lake Washington.
Soil and Drainage: No change to the existing soil and drainage conditions is proposed with
this application. No formal soil or drainage assessment has been
performed.
Estimated Valuation: $152,000.00
Fill Quantity: The proposed project entails the installation of 50 cubic yards of washed
round 2” minus spawning gravel (1½” minus gravel may be used if 2”
minus gravel is unavailable).
Trees to be removed: The proposed project includes the removal of invasive species and other
plants to implement the mitigation panting plan.
Distance of Work to
Ordinary High Water Mark: The pier construction and spawning gravel installation will take place
beyond the Ordinary High Water Mark. The shoreline stabilization is to
occur behind the Ordinary High Water Mark. In water work will take
place during in water work windows.
Nature of Shoreline: The existing site has a mixture of a concrete and rock bulkhead with
concrete steps. The shoreline contains washed up debris.
The proposed shoreline concrete bulkhead and steps will be removed.
Spawning gravel and a more natural beach area with emergent plants and
native plants along the shoreline will result from this project.
Project Goals and Purpose: The proposed project will provide the resident with moorage. The
proposed project is intended to improve and enhance the shoreline of the
site aesthetically, environmentally, and structurally.
Proposed Modifications: Marine Restoration & Construction LLC are submitting a Code
Modification Request to the Public Works Department to request a
waiver of the street improvement requirement. The site is too close to
the railroad setback and other adjacent properties make it impossible to
bring the street improvements to conformity.
Shared Moorage: The adjacent neighbors to the North and to the South of the site have
been contacted regarding their willingness to construct a joint-sue shared
dock. The neighbors declined. Please see the attached email
