CityofRentonDepartmentofCommunity&EconomicDevelopmentEnvironmentalReviewCommitteeReportJOOSFAMILYPIERLUA16-000316,ECF,SMReportofJune6,2016Page3of5substitutedif2-inchminusgravelisunattainable).Forshorelinestabilization,6-inchto8-inchcrushedrockwith1Y4inchminusgravel,andtopsoilwouldbeinstalledabovetheordinaryhighwaterline(OHWL).Theuseofasiltcurtainisproposedtomitigateanyerosionthatmayoccurfromtheprojectconstructionandshorelineenhancementactivities.Nofurthermitigationisrecommendedatthistime.MitigationMeasure:Nonerecommended.Nexus:NotApplicable.2.Watera.Wetland,Streams,andLakesImpacts:ABiologicalEvaluation/LakeandStreamStudyReport,preparedbyMarineSurveys&Assessments,datedApril15th2016(Exhibit2)wassubmittedwiththeprojectapplication.TheprojectsiteabutsandiswithinLakeWashington,adesignatedshorelineofstatewidesignificance.TheprojectsiteislocatedwithintheShorelineResidentialdesignationandiswithinLakeWashingtonReachE.Theproposalincludestheconstructionofanewdockandboatliftandstabilizationoftheexistingbulkheadandtheremovalofthedilapidatedfaceoftheexistingbulkheadandtheremovalofdebristhathascollectedalongtheshoreline.Shorelinestabilization(including3-4manrock)isproposedtobeconstructedlandwardoftheexistingbulkheadandthentheexistingbulkheadwouldberemoved.Acovebeachareawouldbeconstructedinfrontofthereplacementshorelinestabilization.Theproposeddockwouldbecomposedofa3-foot11-inchby30-foot,then5-foot11-inchby110-footmaindockstructure.A5-foot11-inchby21-foot1-inchdocksectionwouldbeaddedatarightangletothemaindocksection.Anadditional1-foot11-inchby21-foot1-inchfingerdocksectionwouldalsobeaddedtothemaindocksectiontoprovideaboatslip.Twenty6-inchdiametergalvanizedsteelpilingswouldsupportthedockandtwo10-inchdiametergalvanizedsteelpilingswouldbeinstalledtofacilitatetheboatmoorage.Afreestandingboatliftwouldbelocatedadjacenttotheproposeddock60feetfromthereplacementbulkhead.Anadditionalfreestanding8-footby10-footgratedplatformliftwouldbelocatedadjacenttothesmallfingerdock.Thedockwouldhaveglulamsides,ACZAstringersandgalvanizedsteelcapsandgalvanizedsteelpilings.ThruFlowplasticgrating(43%openarea)wouldbeinstalledonthedock.Thepilingswouldbedrivenwithanimpacthammer,usingathickwoodenblockasasoundattenuationmeasure,thewoodblockwouldbeatleast6inchesthick.TheBiologicalEvaluation/StreamandLakeStudyReport(Exhibit2)concludesthattheproposedprojecthastakentheappropriatemeasurestoavoidandminimizepotentialimpactsandthatnonet-lossofecologicalfunctionwouldresultfromtheproject.Nofurthermitigationisrecommendedatthistime.MitigationMeasures:Nofurthermitigationrecommended.Nexus:Notapplicable.3.PlantsERCReport_JoosFamilyPier_i6-000316 CityofRentonDepartmentofCommunity&EconomicDevelopmentEnvironmentalReviewCommitteeReportJOOSFAMILYPIERLUA6-000316,ECF,SMReportofJune6,2016Page4of5Impacts:AShorelineMitigationPlantingPlan(Exhibit13)wassubmittedwiththeapplicationmaterials.Theplantingplanincludestheinstallationofthefollowingplants:serviceberry,bloodtwigdogwood,Oregongrape,dwarfoakleafhydrangea,subalpinespirea,stonecrop,red-floweringcurrant,birchorAspentrees,smallfruitedbulrushdaggerleafbulrush,iris,lawnandlargeareasofkinnickinnick.Duringthe14-daypubliccommentperiod,staffreceivedthefollowingcommentsfromtheMuckleshootIndianTribe“Theplantingplanshouldberevisedtoincludenativetreesandshrubsthatwilloverhangshoreline.Mostoftheplantsshownadjacenttotheshorelinearetooshort(i.e.kinnickinnick)and/orarenon-native(i.e.WhiteBarkHimalayanbirch(Betulajacquemonti).Arobustplantingplanisneededtopartiallymitigatefortheoverwaterandinwatercoveragefromthenew“972.80squarefootpierandboatliftsindepthslessthan15feetofLakeWashington”(Exhibit14).Thesecommentswereprovidedtotheapplicant;howevertheapplicantelectedtonotrevisetheirplantingplan(Exhibit15).ToaddressthecommentsreceivedfromtheMuckleshootTribeandtoensurethatanyadverseimpactstojuvenilefishspeciesareadequatelymitigation,staffrecommends,asaSEPAmitigationmeasure,thatafinalplantingplanbesubmittedatthetimeofbuildingpermitreview.Thefinalplantingplanshallincludenativetreesandshrubsthatwilloverhangtheshoreline.ThefinalplantingplanshallbesubmittedtotheCurrentPlanningProjectManagerforReviewandapproval.Allplantingsshallbeinstalledpriortofinalbuildinginspection.MitigationMeasures:AfinalplantingshallbesubmittedatthetimeofbuildingpermitreviewthatshallincludenativetreesandshrubsthatwilloverhangtheshorelineforreviewandapprovalbytheCurrentPlanningProjectManager.Allplantingsshallbeinstalledandinspectedpriortobuildingpermitfinal.Nexus:SEPAEnvironmentalRegulationsandRMC4-3-090ShorelineMasterProgram.4.AnimalsImpacts:Wildlifeandcriticalhabitatarelocatednearandaroundthesubjectsiteincludingfishthatareconsideredendangeredspecies.ThesubmittedBiologicalEvaluation/StreamandLakeStudyevaluatethehabitat,species,andpotentialimpactsfromtheproposeddockandshorelinerestorationactivities(Exhibit2).ThestudyprovidesdetailedinformationaboutPugetSoundChinook,BullTrout,PugetSoundSteelhead,andMarbledMurreletmarinebirds.Thestudystatesthatitisunlikelythatmurreletswouldbepresentintheprojectvicinity.Thepotentialdirectimpactscausedbytheconstructionevaluatedtheincreasednoiseandturbidityfrompiledriving.Thepotentialindirecteffectsevaluatedincludedthealterationofjuvenilesalmonmigratorypathwaysforfreshwaterandmarinewaters,anincreaseinsalmonidpredationandreductioninpreyresourcesandrefugeduetoshadingofthesubstratebythepierandboatlifts.Thereportconcludesthatitislikelythat“notake”wouldresultfromtheprojectproposal.TheBiologicalEvaluation/StreamandLakeStudy(Exhibit2)speciesevaluationstatesthatthePugetSoundChinook,BullTrout,andPugetSoundSteelheadtheprojectwouldresultinadeterminationof“Mayaffect,notlikelytoadverselyaffect”andtheMarbledMurreletadeterminationof“Noeffect”wasmade.Thestudyfurtherevaluatedthepiledrivingnoiseandturbidityofinstallingthepilesonthefishandstatesthatin-waterconstructionshouldbelimitedtobetweenJuly16andDecember31,WDFW’sapprovedconstructionwindow.Theproposeddockconstructionsequencingandmitigationproposedbytheapplicantwouldincludetheinstallationofasiltcurtain.ThesiltcurtainshouldminimizeimpactstofishspeciesasaERCReport_JoosFamilyPier_i6-000316
