CityofRentonDepartmentofCommunity&EconomicDevelopmentAdministrativeReport&DecisionCEDARRIVERCOURTAPARTMENTLANDSCAPINGANDPLAZAIMPROVEMENTSLUA6-000401SME,MODJune23,2016Page4of11Perimeterparkinglotlandscapingshallbeatleast10feetinwidth,interiorparkinglotlandscapedareasshallhaveaminimumwidthof5feet.StaffComment:Theapplicantproposestoremovenine(9)existingtreeswithinthegroundfloorunitprivateopenspaceareaalongBronsonAvenueSouth.Thetreeswereinitiallyplantedtooclosetogetheratapproximately10-feetoncenter.Thetreesshowevidenceofinadequatepruningandnowhavegrownontothebuildingfaçadeandintoeachother.Additionally,theproposedbuildingfaçadeimprovements(stuccotoHardieplankfrompreviousapprovaLUA16-000392)wouldlikelyrequireexcessivepruningofthetreesthatmayjeopardizetheirsurvival.Theapplicantproposestoreplacethenine(9)treeswithfour(4)slowergrowingTschonoskiiCrabappletreesatapproximately40-feetoncenter.Shrubsandgroundcoverisalsoproposedtobereplacedwithinthegroundfloortenantprivateopenspaceareaandwithadditionalshrubsoutsideofthefencedprivatespace.Theapplicantproposestoremovetwo(2)existingtreesspacedatapproximately10-feetoncenterandshrubsalongthelimitedandirregularshapedMainAvenueSouthstreetfrontageandreplacewithone(1)treewithshrubsandgroundcoverin10-footandgreaterplantingstrip.Theprivatepatiosarenotconducivetoprovidingtreesatarateof30-feetoncenterasapprovedintheoriginalsiteplan,however,nearthesouthwestcornerofthesitebetweenthegarbageenclosureandthesouthernpatioalongBronsonAveSouthtwo(2)additionaltreescouldbeplantedandone(1)additionaltreecouldbeplantedbetweentheBronsonWaySouthentranceandthesouthwestpatio.Assuch,staffrecommendsasaconditionofapproval,thattheapplicantprovideanupdatedlandscapeplanwhichidentifiesthree(3)additionaltreesasshowninExhibit4.ThelandscapeplanshallbesubmittedtotheCurrentPlanningProjectManagerforreviewandapprovalpriortoBuildingPermitFinalOccupancyforpermit#816002255.Theproposedcrabappletreesareknownfordroppingalargeamountoffruit,becausethetreesareproposedinalocationnearthepublicsidewalkofBronsonWaySouth,staffrecommends,asaconditionofapproval,thattheproposedcrabapplevarietyadjacenttotheBronsonWaySouthfrontagebereplacedwithacomparablenon-fruitbearingvarietytoavoidfruitdebrisfallingintheright-of-way.AnewproposedtreevarietyshallbeidentifiedonanupdatedlandscapetobesubmittedtotheCurrentPlanningProjectManagerforreviewandapprovalpriortoBuildingPermitFinalOccupancyforpermit#816002255.TreeRetention:TheCity’sadoptedTreeRetentionandLandClearingRegulationsrequiretheretentionof10percentoftreesinacommercialdevelopment.Significanttreesshallberetainedinthefollowingpriorityorder:PriorityOne:Landmarktrees;significanttreesthatformacontinuouscanopy;significanttreesonslopesgreaterthantwentypercent(20%);Significanttreesadjacenttocriticalareasandtheirassociatedbuffers;andSignificanttreesoversixtyfeet(60’)inheightorgreaterthaneighteeninches(18”)caliper.PriorityTwo:Healthytreegroupingswhoseassociatedundergrowthcanbepreserved;othersignificantnativeevergreenordeciduoustrees;andOthersignificantnonnativetrees.PriorityThree:Aldersandcottonwoodsshallberetainedwhenallothertreeshavebeenevaluatedforretentionandarenotabletoberetained,unlessthealdersand!orcottonwoodsareusedaspartofanapprovedenhancementprojectwithinacriticalareaoritsbuffer.CedarRiverCourtAptsLandscapingandPlazalmps.
