HomeMy WebLinkAboutRenton Commons-Tenant Selection Plan-FinalRenton Commons Tenant Screening and Selection Process The Resident Manager will work with All Home of King County and the Veterans Administration to receive referrals for 26 PBV units—14 VASH and 12 Section 8 PBVs for homeless families. LIHI’s intention is to screen in people for housing rather than screen out people who have endured poverty, trauma and homelessness. We look forward to creating the opportunity for people to live at Renton Commons, make homelessness a FORMER descriptor of their housing circumstances, and assist them in housing retention through our integrated and supportive model of property management and resident supportive services. LIHI and Sound Mental Health will be working at Renton Commons to help all of our residents and services are completely voluntary and not a condition of residency or continued occupancy. Homeless individuals and family referrals will be initially requested to complete a pre-application so that the Renton Commons manager in charge of leasing can determine initial eligibility. Sound Mental Health, the service provider for Renton Commons will assist the LIHI leasing manager in facilitating paperwork completion with homeless families and veterans who apply. Following a household’s successful pre-screen review, the veteran households will be referred to the Renton Housing Authority (RHA) for intake process for VASH and Section 8 project-based programs. The Veterans Administration in concert with All Home will provide referrals for veterans to fill our 14-unit set-aside for U.S. Military veterans. The All Home program will refer homeless families with children in need of affordable housing for 22 unit set-aside for homeless families with children, 12 of which will be supported by 12 Project-Based vouchers from the Section 8 program also administered by Renton Housing Authority. We have another 10 homeless units without voucher support whose referrals of homeless families will come to us via the coordinated entry system known as All Home at King County. The management company and SMH will work together to make final tenant selections. Screening criteria include: 1. Income up to 30% of the Area Median Income for individuals. 2. The applicant must meet the tenant selection criteria. 3. The individual must be 18 years of age or older. 4. Must have a willingness to commit to case management services. 5. Cannot be a registered sex offender from any state or country. 6. Cannot have been convicted of a crime related to making of Meth. 7. Cannot have been convicted of arson. 8. The candidate must be determined by the SMH/LIHI that they will not cause any health or safety concerns to the other residents or staff in the building. 9. If the individual is a Veteran, s/he must meet the requirements of King County. 10. Truthful completion of application. 11. Must meet HUD-SHA Sec 8 criteria if receiving a subsidy and Tax Credit qualifications. The LIHI Manager is responsible for reviewing all applications and files for compliance with HUD-HOME, Tax Credits, King County definition of veteran and any other program requirements. LIHI’s Director of Compliance reviews the tenant file and supporting documentation prior to a tenant being approved for proceeding to sign a lease. After the application interview the applicant's references are checked for housing/shelter history, and history of resolving conflicts without the use of violence. The applicant will be notified within three (3) business days of the interview if the applicant has completed all necessary documentation and will then be referred to Renton Housing Authority for their process to secure the Project-Based Voucher for their tenancy at Renton Commons.
