HomeMy WebLinkAboutI405.SR 167 Direct Connector Project Improvements_LUA16-000457CWNorthwestRegion/DesignBuildDepartmentofIlansportationBellevue,WA98004425-456-85821TY:1-800-833-6388www.wsdotwa.govMaylO,2016RECEIVEDiAY162016Mr.ChipVincentOFRENTONCommunityandEconomicDevelopmentAdministrator/PlanningCityofRenton1055SouthGradyWayRenton,WA98055RE:RequesttoModifyCityStreetStandardForS.14thStreetReconstructionandAdjacentIntersectingCross-Streets(Shattuck,Whitworth,MorrisandSmithersAvenuesSouth)DearMr.Vincent:Toaccommodate1-405/SR167DirectConnector(405/167DC)Projectimprovements,theWashingtonStateDepartmentofTransportation(WSDOT)isrequestingthattheCityofRenton(City)approvemodificationsfromtheCity’sCompleteStreetStandard.ThisprojectwillmodifyS.14thStreetwhereitisimpactedbytheproposedinterchangeimprovementsand1-405widening.ThisletteristorequestapprovaltomodifystreetstandardsforthereconstructionofS.14thStreetonTalbotHillandtheadjacentintersectingcrossstreets(Shattuck,Whitworth,Mon-isandSmithersAvenuesSouth)asoutlinedinthebelow“S.14th(andAdjacentCrossStreets)ProposedModifiedStreetStandardDescription”section.WSDOTProjectOverviewThe405/167DCProjectisthenextsteptowardscompletingWSDOT’sTukwilatoRentonImprovementProjectintheRentonarea.Thepurposeforthe405/167DCProjectistoprovideahighoccupancyvehicle(HOV)directconnectionthathelpstorelieveincreasingcongestionanddeterioratingmobilitythroughthecorridor.Currently,northbound(NB)SR167HOVtrafficexitingtoNB1-405mustfirstmergefromtheNBSR167insidehighoccupancytoll(HOT)laneacrosstwogeneralpurposeuselanestotheNBSR167outsideoff-connectionandthenmergefromtheoutsideNB1-405on-connectionacrossthreegeneralpurposeuselanestotheNBI-405insideHOVlane.Inaddition,southbound(SB)1-405HOVtrafficexitingtoSBSR167mustfirstmergefromtheSB1-405insideHOTlaneacrossthreegeneralpurposeuselanestotheSB1-405outsideoff-connectionandthenmergefromtheoutsideSBSR167on-connectionacrosstwogeneralpurposeuselanestotheSBSR
CCMr.ChipVicentMay10,2016Page2of9167insideHOTlane.Thecompletionofthe405/167DCprojectwillimprovetrafficflowsbyeliminatingthesemerges.The405/167DCprojectwillconstructanewdirectconnectorrampforHOV/expresstolllane(ETL)traffictravellingineachdirectionbetweentheinterchange’sSR167southlegHOTlanesandthe1-405northlegHOVlanes.Inadditiontothedirectconnectorramp,keyprojectelementsincludereconstructingsectionsof1-405andSR167toopenupthemediansofthesetworoadwaysandcreateroomforthedirectconnectorramp,wideningorreplacingthe1-405BridgeoverSR515(BridgeNumber405/016),andreconstructingsectionsofS.14thStreetthatareimpactedbytheI-405/SR167DCProject.ExistingS.14thStreetConditionsatLocationofProposedModifiedStreetStandardThroughtheprojectarea,5.14thStreetrunscontinuouslyforapproximately1,800feetfromtheintersectionwithS.15thStreetandLakeAvenueS.onthewestandtheintersectionwithSmithersAvenueS.ontheeast.Inadditiontotheaboveidentifiedintersections,S.14thStreetalsohas“tee”intersectionsfromwesttoeastwithShattuck,Whitworth,andMorrisAvenuesS.,respectively.ForthissectionofS.14thStreet,theexistingrightofwaywidthvariesbetween47-feetand64-feet,butisaconstant60-feetwidthbetweenWhitwortliandSmithersAvenues.S.14thStreetisaResidentialAccessandcurrentlyconsistsofa2-directionalroadwaythatvariesinwidthbetween22and26-feet.ThereisanosidewalkorprovisionsforparkingoneithersideoftheexistingS.14thStreetroadway.AlongthenorthedgeofS.14thStreetthereisaprecastcementconcretebarrierthatfrontstheexisting1-405noisewall.AnopenstormwaterdrainageditchrunsalongmostofthesouthsideofS.14thStreetwithoccasionalbreaksforpropertyaccess.5.14thStreetSouthImprovementsatLocationofProposedModifiedStreetStandardThemajorityoftheexistingS.14thStreetrightofwaybetweenLakeAvenueandSmithersAvenueSEwillbeimpactedbytheProjectandtheadjacentpropertieswillbeacquired.PropertynorthofS.14thStreetiswithin1-405limitedaccess,isownedbyWSDOTanddoesnothaveaccessoffofS.14thStreet.AtleastthefirstrowofadjacentresidentialpropertiessouthofS.14thStreet,arebeingacquiredtoaccommodatetheProject.TheacquisitionareaincludesallparcelsthathaveaccessoffoftheimpactedportionoftheS.14thStreetrightofway.TheexistingaccesstoandfromCitystreetsforpropertiesnotbeingacquiredfortheProjectwillremainascurrentlyconfigured.Accesstoandfromthesepropertiesis,
CCMr.ChipVicentMay10,2016Page3of9andwillcontinuetobe,fromexistingcrossCitystreets(Shattuck,Whitworth,Morris,SmithersandDavisstreets.)InordertominimizeboththeamountofpropertiesandnumberofTalbotHillneighborhoodresidents,WSDOTisproposingtoreplacetheportionsofS.14thStreetimpactedbytheProjectbyconstructingthefollowingalongthesouthsideoftherevised1-405rightofway:•MaintenanceaccessbetweenLakeAvenueS.andDavisAvenueS.(private);•Hammerheadcul-de-sacattheendoftheDavisAvenueS.(private);•StreetbetweenDavisAvenueS.(private)andShattuckAvenueS.;•StreetbetweenShattuckAveS.andWhitworthAvenueS.•StreetbetweenWhitworthAvenueS.andMorrisAveS.;and•MaintenanceaccessbetweenMorrisAvenueS.andSmithersAvenueS.Becausenopropertieswillhavedirectaccessontotherelocated514thStreet,WSDOTisproposingtorebuildS14thStreetusingtheAlleyrequirementsintheRentonCityCode.TheproposedroadwaywouldallowforaccesstoDavis(private),Shattuck,WhitworthandMorrisAvenuesS.forresidentsandemergencyvehicles.Outsideofthesefouravenues,amaintenanceaccesswillbeprovidedforaccesstoundergroundutilities.Theproposeddesignfor$14thStwouldbe18-feetwide.Thisproposaliswiderthanthe16-footminimumwidthforacommercialalleyasrequiredintheCityCode.Theadditionalwidthwillallowforsafevehiclepassingalongthelengthavailabletogeneraltraffic.Anoisewallwillbeconstructedalongthenorthedgeoftherelocated$14thSt,witharoadsidebarrierbetweenthenoisewallandtraveledway.TherevisedCityofRentonright-of-waywillbeaminimumof43-feetwidebetweenMorrisandSmithersAvenues.Alongthemaintenanceaccess,thepavedsurfacewillbe12-feetwide,andtheoverallright-of-waywidthwillvarywithaminimumof20-feet.Intheseareas,theprimaryusewillbetoprovideaccesstoundergroundutilities,relocatedfromtheimpactedexistingS.14thStreet,andnon-motorizedconnectivityalongthenorthsideoftheTalbotHillneighborhood.Allingress/egressfromthepublicstreettothemaintenanceaccesswillbeprotectedbybollardstopreventaccessbyunauthorizedmotorizedvehiclesandwillincluderemovablebollardswithlockingbaseassembly(BollardType1)toallowaccessformaintenanceandservicevehicleswhenauthorizedbytheCity.
