I-r-PiDORFINALMASTERPLANSEGMENTACCESSTherearefrequentaccesslocationsforaccesstotheERCbetweenGeneCoulonParkandNewcastleBeachPark.Residentsofnearbyneighborhoods,walkers,andbicyclistsalongLakeWashingtonBoulevardwouldbeabletoenterandleavethetrailwhereshortroadsaccessingthewaterfrontneighborhoodsintersectthetrail.TheERCconnectstotheMayCreekTrailneartheBarbeeMillneighborhood.Eventually,theMayCreekTrailisplannedtoestendeastapprosimately4.5milesfromLakeWashingtoninRentontoKingCounty’sCougarMountainRegionalWildlifePark,whichisconnectedtotheCityofBellevue’sCoalCreekNaturalAreawith4.5milesofsoft-surfacetrails.TheCoalCreekNaturalAreaconnectstotheLakeWashingtonLoopTrail,whichleadsbacktotheCityofRentonforanextendedtrailloop.NewcastleBeachParkisadjacenttotheERCbutrequiresnavigatingachallenginghillforaccess.Thereisalsoon-roadaccesstotheERCnearNewcastleBeachParktoconnecttotheNewportHillsPark-and-Ride.Basedonagencycommentsandinput,aconnectionbetweentheERCandCoalCreekParkwayemergedasalocationforadditionalemphasis.Totheeast,CoalCreekParkwaycollectsseveralnonmotorizedroutesfromLakemont,NewcastleandNewportresidentialareas.NewportHighSchoolisalsolocatedclosetotheconnectionbetweentheERCandCoalCreekParkway,andtheERCcouldbecomepartofanonmotorizedroutetoaccesstheschool.Tothewestandnorth,CoalCreekParkway/llBthAvenueSEisadirectconnectiontotheMountainstoSoundGreenwayTrailanddowntownBellevue.ConnectionsbetweentheERCandCoalCreekParkwaywouldbedesirablebothonthenorthandsouthsidesoftheParkway.TheconnectiononthesouthsideofCoalCreekParkwayisanticipatedtobeconstructedincoordinationwiththeWashingtonStateDepartmentofTransportation(WSDOT)projecttowiden1-405andreplaceportionsoftheLakeWashingtonLoopTrailthatareimpactedbythewideningproject.KingCountyandWSD0Tarecollaborativelyplanningtrailimprovementsassociatedwiththe1-405wideningproject.GatewaysTherearelimitedopportunitiesforlargeparkingareastoservethetrailinthissegment,especiallywithincurrentpublicownership.AlargegatewayisproposedattheintersectionoftheERCtrailandMayCreekthatwouldprovideparkingforatleast20vehicles,andcouldalsobealocationforrestroomsandotherassociatedtrailamenitiesIFigure4-12).ThisgatewaywouldhavethebenefitofservingboththeERCandtheMayCreekTrail.FuturedesignwilladdressregulatorysetbacksfromMayCreek,stormwatertreatmenttoprotectwaterquality,andsafeentryandexitforvehicles.Smallerparkingareaswithcapacityforbetweenliveandtenvehiclesmaybeidentifiedduringthedesignphase.TheCountyrecognizesthevalueofprovidingsmallergatewaysforthetrail;however,constraintstotheright-of-waymakeitdifficulttoidentifyspecificlocationspriortothedesignphase.TheCountyanticipatesidentifyingoneormoresmallerlocationsforparkingbetweenmilepost5andtheproposedMayCreekgatewayduringthedesignphase.Theseparkinglocationswouldbesubjecttoadditionalenvironmentalreviewaspartofthedesignphasereviewfortheassociatedtrailsections.NorthofMayCreektherearealsolimitedopportunitiesforsmallerparkingareas.TheCountyanticipatescontinuingcoordinationwiththeCityofBellevueParkstoinvestigateopportunitiesforanimprovedconnectionbetweentheCRCandNewcastleBeachPark.Theremayalsobeopportunitiesforparkingareaslocatedwithinthe1-405right-of-way,andtheCountyiscontinuingdiscussionswithWSDOTtocoordinateERCtrailneedswiththeupcomingprojecttowiden1-405.FiGURE4-12MAYCREERGATEWAYParkrrrgandAmenitiesERCTraiMaecreekTraiiconnectionMaycreekTrail415
