2.Theapplicantshallinstallapermanentsplit-railfenceandsignagethatidentifiesthecriticalareaalongthe25-footwetlandbufferfortheWetlandA,locatedonPID2423049123,asrecommendedinthesubmittedBiologicalAssessment(Exhibit11).3.TheapplicantshallcomplywiththerequirementsoftheWashingtonDepartmentofArchaeologyandHistoricPreservation(DAHP)permit(Exhibit15).ADIVISORYNOTES:Thefollowingnotesaresupplementalinformationprovidedinconjunctionwiththeadministrativelanduseaction.Becausethesenotesareprovidedasinformationonly,theyarenotsubjecttotheappealprocessforthelanduseactions.TechnicalServicesCommentsContact:BobMacOnieI425-430-7369Ibmaconie@rentonwa.govRecommendations:BobMacOnie6/15/2015Theproposedconstructionwillnecessitatetherelocationofwaterlinesandtheassociatedeasement.ThisprovidetheCityanopportunitytoamendtheexistingeasementtoincludeadefinitivelegaldescriptionoftheeasementlocationversestheexistingrelianceonlinesinplacenow.PolicePlanReviewCommentsContact:HollyTraderI425-430-7519Itrader@rentonwa.govRecommendations:6PoliceCallsforServiceEstimatedAnnuallyCONSTRUCTIONPHASEToprotectmaterialsandequipmentitisrecommendedthatallmaterialsandtoolsbelockedupwhennotinuse.Thesitewillneedsecuritylightingandanyconstructiontrailershouldbecompletelyfencedinwithportablechainlinkfencing.Thefencewillprovidebothaphysicalandpsychologicalbarriertoanyprospectivethiefandwilldemonstratethatthisareaisprivateproperty.Constructiontrailersshouldbekeptlockedwhennotinuse,andshouldalsohaveaheavydutydeadboltinstalledwithnolessthena11/2”throwwhenbolted.Glasswindowsinthetrailershouldbeshatterresistant.Anyconstructionmaterialthatcontainscoppershouldberemovedfromtheconstructionsiteattheendofeachworkingday.Storagecontainersshouldbesecuredwithheavydutypadlocksandkeptlockedwhennotinuse.Ialsorecommendthebusinessposttheappropriate“NoTrespassing”signsonthepropertywhileit’sunderconstruction.Thesesignsallowofficers,uponcontact,toprovideaverbalwarningtotrespassersthatshouldtheybecontactedonthepropertyagain,theycouldbecitedand/orarrested.Duetotheisolatedlocationofthissite,theuseofprivatesecuritypersonneltopatrolthesiteduringthehoursofdarknessisrecommended.COMPLETEDFACILITYAllexteriordoorsshouldbemadeofsolidmetalormetaloverwood,withheavydutydeadboltlocks,latchguardsorpryresistantcylindersaroundthelocks,andpeepholes.Ifglassdoorsareused,theyshouldbefittedwiththehardwaredescribedaboveandadditionallybefittedwithalayerofsecurityfilm.Securityfilmcanincreasethestrengthoftheglassbyupto300%,greatlyreducingthelikelihoodofbreakingglasstogainentry.Itisrecommendedthatthecommercialareasbemonitoredwithrecordedsecurityalarmsystems.It’snotuncommonforbusinessestoexperiencetheftand/orvandalismduringthehoursofdarkness.Anauxiliarysecurityservicecouldbeusedtopatrolthepropertyduringthosetimes.Allareasofthisprojectneedtohaveadequatelighting.Thiswillassistinthedeterrentoftheftfrommotorvehicle(oneofthemostcommoncrimesinRenton)aswellastheftfromyourstoragecontainer.Structuresshouldhavebuildingnumbersclearlypostedwithnumbersatleast12”inheightandofacolorcontrastingwiththebuilding.Thiswillassistemergencypersonnelinlocatingthecorrectlocationforresponse.Landscapingshouldbeinstalledwiththeobjectiveofallowingvisibility—nottoodenseandnottoohigh.Toomuchlandscapingwillmakeemployeesfeelisolatedandwillprovidecriminalswithconcealmenttocommitcrimessuchasburglary.Withtheexpanseoflandsurroundingthissite,thereisalsothepossibilityofattractingtransientstothisarea.It’simportanttokeepthedumpsterareaslocatedwithinastructureandlockedwhennotinuse.IhighlyrecommendthatthedeveloperhaveaRentonPoliceCrimePreventionRepresentativeconductasecuritysurveyofthepremisesonceconstructioniscomplete.ERCMitigationMeasuresandAdvisoryNotesPage2of5 registeredintheStateofWashington.PleaserefertoCityofRentonGeneralDesignandConstructionStandardsforWaterMainExtensionsasshowninAppendixJoftheCity’s2012WaterSystemPlan.Adequatehorizontalandverticalseparationsbetweenthenewwatermainandotherutilities(stormsewer,sanitarysewer,power,gas,electrical)shallbeprovidedfortheoperationandmaintenanceofthewatermain.6.Watersystemdevelopmentchargesareapplicableifadditionaldomesticwatermeterorifalargerdomesticwatermeterisneededand/orifanadditionalorlargerfiresprinklerstubisrequired.ThecurrentwaterSDCfeefora3%inchor1inchwatermeteris$3,245.00.PleaseseetheCity’sPermitfeelisttogetinformationregardingpermitfees.SanitarySewer1.SewerserviceisprovidedbytheCityofRenton.Theexistingprivatesewermainundertheproposedbuildingextensionmustbeabandonedandthesewerconnectionshouldbeprovidedbymeansofasidesewertothebuildingwithacleanoutlocatedwithin5feetofthenewbuildingfootprint.Thereareexistingeasementsandutilitylinesthroughoutthepropertywhicharerequiredtobeprotected,unlessallowedtoberelocatedbytheutilityprovider.Showtheexistingandproposedpublicandprivateutilitylinesandeasementsclearlyintheplansprovidedwiththeutilityconstructionpermit.2.Ifthebuildingadditionproposesfloordrains,thenthefloordrainsarerequiredtoconnecttothesewer.3.Systemdevelopmentcharge(SDC)feeforsewerisbasedonthesizeofthenewdomesticwatertoservetheproposedproject.ThecurrentsewerSDCfeefora3%inchor1inchmeterinstallis$2,242.00.Stormwater1.AdrainageplananddrainagereportpreparedbyNovadyneCivilEngineersweresubmittedwiththelanduseapplication.Thereportmentionsthatthestudywasdoneasperthe2009CityofRentonSurfaceWaterDesignManualAmendmenttothe2009KingCountySurfaceWaterDesignManual.BasedontheCity’sflowcontrolmap,thissitefallswithinthePeakRateFlowControlStandard(ExistingSiteCondition).Thereportmentionsthatflowcontrolandwaterqualityrequirementsaremetbypermeablepavement.Theuseofpermeablepavementforflowcontrolandwaterqualitymustbedesignedtothe2012DepartmentofEcologyManualasamendedinDecember2014,andmustfollowgeotechnicalrecommendations.Thedrainagereportprovidedwiththeutilityconstructionpermitshouldincludealltheeightcorerequirementsandthesixspecialrequirements.2.ThesiteislocatedintheSpecialFloodHazardArea(100yearflood)FEMAzoneandtheFEMA100yearfloodplain.The1995FEMAFloodInsuranceRateMap(FIRM)showstheBaseFloodElevation(100yearfloodplainelevation)onthesitetobeelevation22.58(NAVD88datum).Thebuildingadditionfinishedfloorelevationwillneedtobeconstructedtobeaminimumof1ftabovetheBaseFloodElevation(Elevation23.58NAVD88datum).Anelevationcertificateforthebuildingfinishedfloorwillberequired.Apreliminaryelevationcertificatemustbesubmittedwhenthebuildingfinishedfloorisestablishedduringconstruction.AfinalelevationcertificateisrequireduponcompletionofconstructionandpriortobuildingTemporaryCertificateofOccupancy.TheapplicantshouldbeadvisedthatthefloodplainmapsintheGreenRiverValleyarebeingupdatedbyFEMA.AttachedisamapshowingthelocationoftheFEMApreliminaryDFIRMfloodplainislocatedonthesite.TheFEMAPreliminaryDigitalFloodInsuranceRateMap(DFIRM),whichhasnotbeenadoptedyet,showsthebasefloodelevationonthesitetobeelevation25(NAVD88datum).TheapplicantshouldbeadvisedthatduetoFEMAupdatingthefloodplainmapsintheGreenRiverValleythatthebuildingadditionfinishedfloorelevationshouldbeconstructedtobeminimum1ftabovetheFEMApreliminaryDFIRM100yearfloodplainelevationof25(NAVD88datum).Thereforethebuildingadditionfinishedfloorwouldneedtobeconstructedtominimumelevation26(NAVD88datum).Baseduponexistingbuildingconstructionrecordplans,theexistingbuildingfinishedfloorelevationisat25.58(NAVD88datum).Theapplicantshouldprovideanelevationcertificatefortheexistingbuildingfinishedfloortoverifythatitwasconstructedtotheelevationshownontheconstructionrecordplans.3.TheprojectwillberequiredtoprovideCompensatoryFloodplainStorageforfillingfloodplainareasbelowthe1995FEMABaseFloodElevationof22.58(NAVD88datum).Thedrainagereportmentionsthatcompensatorystorageisprovided.4.Thebuildingadditionrequirestheparkingareatoencroachintoanareawheretheremaybeanaturaldrainagecourse(stream)orwetlands.TheapplicantwillneedtomakesuretheencroachmentdoesnotimpactupstreamdrainageandaddressanyCriticalAreaOrdinanceRequirements.Thisinformationshouldbeclearlyincludedinthedrainagereportprovidedwiththeutilityconstructionpermit.5.AConstructionStormwaterPermitfromtheDepartmentofEcologyisrequiredifclearingandgradingofERCMitigationMeasuresandAdvisoryNotesPage4of5
