TACOMA, WASHINGTON 1 1.0 PROJECT OVERVIEW 1.1 Scope This Technical Information Report addresses the Kiwanis Park Improvements project located at 815 Union Avenue NE in Renton, Washington 98056. The project parcel numbers are 0923059192 (7.523 acres), 0923059015 (0.620 acres), 0425200231 (0.480 acres), 0923059227 (0.389 acres), and a portion of 0421000680 (0.238 acres); they combine for a total of 9.25 acres. Please note that the parcel areas identified herein are per the project survey and vary from the square footages noted on public GIS. Please see Figure 1 for a Vicinity Map of the project area. The project area (9.25 acres) is currently comprised of a multi-purpose building, a playfield (partially under-drained), a playground area, lawn areas, a paved tennis court, a paved basketball court, paved walkways, and a paved parking lot. This re-development project proposes to modernize facilities and improve community access to the park. Improvements to the existing park include a new synthetic turf infield; a multi-use, under-drained playfield (grass); a restroom replacement; a new playground/woodchip area; a covered picnic area; a resurfaced basketball court; a re-surfaced parking lot; and upgraded pedestrian paved pathways. There are portions of the site for which no upgrades are proposed, including the existing tennis court area and westerly pedestrian access pathways – both of which are in good condition. This Technical Information Report (TIR) has been prepared in accordance with the City of Renton Surface Water Design Manual (the Manual); dated December 12, 2016. A copy of the TIR Worksheet, which provides basic information about the scope of this project, is included with this report in Appendix A.1. 1.2 Existing Conditions The existing project area is comprised of pervious and impervious surface areas, as categorized in Table 1 and depicted in Figure 2. Runoff from the site is collected and conveyed in a piped network that directs stormwater runoff to the City’s Union Avenue conveyance system. Based upon our conversations with maintenance staff, we are not aware of any capacity problems with the existing drainage facilities serving the project area. However, issues such as high groundwater, pavement failure (potholing and alligator cracking), and poorly infiltrating soils result in standing water on portions of the site. For onsite soils information, please see the geotechnical report, prepared by Migizi Group – included with this submittal under separate cover. 1.3 Proposed Conditions The proposed project area is comprised of pervious and impervious surface areas, as categorized in Table 1 and depicted in Figure 3. Stormwater runoff from the site will be collected and conveyed to a piped network, detained where necessary, then directed to the City’s Union Avenue conveyance system. A flow control structure will work together with the available detention volume – within the new field underdrain system – to provide flow control. A new water quality filter (Oldcastle Biopod) will be installed to provide water quality treatment for the site parking lot. TACOMA, WASHINGTON 6 2.0 PROJECT CONDITIONS AND REQUIREMENTS SUMMARY 2.1 Discussion of Core and Special Requirements This project is considered a re-development and maintenance project, as it will repair, add, replace, or modify impervious and pervious surfaces on a site that is already substantially developed. The project site is more than 7,000 square feet (sf) and proposes to replace more than 5,000 sf of impervious area. Therefore, a Full Drainage review is required per Figure 1.1.2.A of the Manual. The project is subject to a full drainage review and must address all core requirements (1-9) and all special requirements (1-6) of the Manual. See Figures 4 and 5 at the end of this Section. The design team and City coordinated to define the target surfaces during the pre-application process. This correspondence is included in Appendix A.3. Below is a summary of several of the most significant surface coverages and logic regarding their impervious/pervious designation, as coordinated with the City: Re-surfaced (paved) parking lot: The proposed improvements in the southwest parking lot do not change the functioning characteristics or size of the parking facility. An asphalt grind and overlay with an intermediate geotextile fabric layer will not constitute removal of the existing surface to the subgrade, thus the proposed re-surfacing is considered maintenance. Due to this parking lot’s status as a pollution generating surface, the City has encouraged that runoff from this surface be treated prior to discharge. Therefore, we propose to treat the parking area with an Oldcastle Infrastructure Biopod biofiltration vault. Re-surfaced (paved) pathways and basketball court: Areas where the existing impervious surface is re-surfaced are considered maintenance and not subject to water quality (none of these surfaces are subject to vehicular traffic, and therefore considered non-pollution generating), nor flow control requirements. Under-drained Synthetic Infield: This area is considered new impervious surface and is targeted for flow control. The synthetic infield surface will be infilled with encapsulated styrene butadiene rubber (SBR). The encapsulation process reduces VOC and heavy metal runoff of the ambient rubber. The synthetic playfield will not be subject to vehicular traffic. Therefore, we consider the synthetic turf infield to be a non-pollution generating surface, and are not proposing water quality measures. Under-drained Grass Playfield: The proposed playfield areas will be surfaced with grass and serviced with an under-drain system. Under existing conditions, stormwater from the existing grass-surfaced ball-field areas drain to the existing underdrain system. Therefore, the runoff characteristics do not change between the pre-developed and the developed condition. Based on coordination with City staff, the area within the improved under-drained ball-field is considered as replaced pervious surface and not subject to flow control. The natural turf playfield will not be subject to the use of traditional pesticides or fertilizers, but rather be treated with organic fertilizer. Also, the grass playfield will be flat and underdrained, and is not expected to be subject to soil loss. Therefore, we consider the grass playfield to be a non-pollution generating surface, and are not proposing water quality measures. Other surface coverages are more typical to site re-development and explained and discussed further herein. Please reference Table 1 and Figures 2 and 3. Included hereafter is a description of each core requirement and how the project proposes to satisfy each requirement. TACOMA, WASHINGTON 7 2.1.1 Core Requirement #1: Discharge at the Natural Location In the existing condition, the project site discharges to the City’s conveyance (pipe network) system in Union Avenue. Under proposed conditions, the project will continue to discharge to the same offsite conveyance system. 2.1.2 Core Requirement #2: Offsite Analysis The Off-Site Analysis included in Section 3.0 of this TIR will satisfy this Core Requirement. 2.1.3 Core Requirement #3: Flow Control Facilities The project is located within a Flow Control Duration Standard Area and is required to provide an onsite flow control. Please reference the surface coverages identified on Figures 2 and 3 and Table 1. The Flow Control Target Surfaces are new and replaced impervious surfaces (surface maintenance is not included in either of these targeted areas). As coordinated with City staff and due to the removal and consolidation of impervious areas under the proposed conditions, the new landscape/vegetation area has been subtracted from the total new targeted impervious surfaces. 2.1.4 Core Requirement #4: Conveyance System The under-drains beneath the field, together with the improved site conveyance system will serve to satisfy this requirement. See Section 5 of this report for a detailed description of the conveyance system design. 2.1.5 Core Requirement #5: Construction Stormwater Pollution Prevention A temporary Erosion and Sediment Control Plan (TESC) has been prepared and included in the plan set. Additionally, a CSWPPP report has been prepared and bound under a separate cover to satisfy this requirement. 2.1.6 Core Requirement #6: Maintenance and Operations Please see Section 10.0 of this TIR for the Operations and Maintenance Manual, prepared to satisfy this Core Requirement. The City of Renton will be responsible for maintenance and operation of the on-site stormwater facilities upon completion of construction. 2.1.7 Core Requirement #7: Financial Guarantees and Liability The project owner is the City of Renton. Therefore, no financial guarantees will be required. 2.1.8 Core Requirement #8: Water Quality Facilities The project proposes to install a water quality facility to treat stormwater runoff from the parking lot, which is comprised of 0.616 acres of impervious pollution generating surface, and the only pollution generating surface within the park. Based on coordination with City staff, a water quality device is not required, though it is recommended. The design team agrees that incorporation of a water quality device will work to substantively improve the quality of stormwater runoff leaving the site. Calculations have been included in Section 4 of this report to demonstrate basic treatment of stormwater runoff generated by the parking lot. We do not consider any of the pervious surfaces within the park to be pollution generating surfaces. Therefore, no additional water quality measures are proposed. TACOMA, WASHINGTON 8 2.1.9 Core Requirement #9: Onsite BMPs The project is required to provide on-site BMPs to mitigate the impacts of storm and surface water runoff generated by targeted new impervious, new pervious, and replaced impervious surfaces. The project will satisfy this minimum requirement by application of BMPs to the maximum extent feasible using lists specific to the project location, size, and impervious coverage. Please see Section 4 for a detailed evaluation of the applicable Onsite BMPs. 2.1.10 Special Requirement #1: Other Adopted Area-Specific Requirements To our knowledge, the project site is not in a designated critical drainage area or in an area included in an adopted master drainage plan, basin plan, salmon conservation plan, stormwater compliance plan, flood hazard management plan, lake management plan, or shared facility drainage plan. The City’s Critical Area Map (Figure 8) does not indicate the presence of critical areas on the site. 2.1.11 Special Requirement #2: Flood Hazard Area Delineation Per the FEMA floodplain map at the end of this Section (Figure 6), the project site lies within Zone X, which is defined as “an area of minimal flood hazard”. Delineation of a hazard area is not applicable. 2.1.12 Special Requirement #3: Flood Protection Facilities This project does not propose to rely on an existing flood protection facility nor does it modify or construct a new flood protection facility. 2.1.13 Special Requirement #4: Source Controls The City of Renton shall maintain the stormwater drainage system as described in the Operations and Maintenance Manual, included in Section 10.0 of this report. No other source control BMPs are applicable to this site because pollution-generating activities, such as those listed in Section 1.3.4 of the Manual, will not occur on the project site. 2.1.14 Special Requirement #5: Oil Control This project is not considered high-use; therefore, this Special Requirement is not applicable. 2.1.15 Special Requirement #6: Aquifer Protection Area The site is not within an Aquifer Protection Area, please see Figure 7 of this Report. TACOMA, WASHINGTON 15 3.0 OFF-SITE ANALYSIS Per Section 1.2.2 of the Manual, this project must provide an off-site analysis that assesses potential off- site drainage and water quality impacts associated with the proposed project. The level of analysis required depends on the specific site and downstream conditions. In accordance with Section 1.2.2.1, we have performed a Level 1 Downstream Analysis. 3.1 Study Area Definition and Map The study area extends downstream for one mile, as depicted on Figure 9. In addition to the one-mile downstream flow path, this figure depicts property lines, topographic information, City conveyance lines, and critical areas per City GIS. The downstream flow path study area is comprised of man-made and natural conveyances. 3.2 Resource Review A thorough review of the resources has been completed for the study area. No adopted basin plans have been found for the study area. According to the FEMA Map presented in Figure 6 of this report, the project site lies within Zone X, which is defined as “areas of minimal flood hazard.” We are not aware of any other available offsite analysis reports for the site subbasin. Based on the critical areas listed on City GIS, the site flows into Maplewood Creek and a GIS-identified wetland area approximately 3,200 feet south of the site. According to King County iMap, there is one drainage complaint near the downstream flowpath with 1 mile of the project site. The complaint was for water under a home at 375 Union Ave SE #198. This complaint was closed on March 31, 2016. We are not aware of a migrating river study, a 303d listing, or an adopted stormwater compliance plan that apply to the downstream drainage path within 1 mile of the project site. A geotechnical report has been prepared by Migizi Group (dated March 12, 2020) for the proposed project and is included with this permit submittal under a separate cover. 3.3 Field Inspection The condition of the existing onsite storm system has been monitored by park maintenance staff. The existing fields are regularly wet during the winter months and do not drain well. This is due to a combination of poorly infiltrating native soils and a failing existing underdrain system. Further, stormwater pools in low points along pathways throughout the site, as the existing system has limited inlets and the soils do not infiltrate well. Existing closed conveyance piping (non-perforated) appears to be in good working condition once water enters the system. No problems were found related to constrictions, capacity deficiencies, flooding, scouring, overtopping hazards, sedimentation, or erosion. 3.4 Drainage System Problem Descriptions During the site visit, standing water was observed throughout the field and at various low points throughout the site. The depth was minimal, though lawn areas were generally soggy. The site soils drain poorly. 3.5 Mitigation of Existing or Potential Problems The proposed upgrades, which include a new under-drained playfield as well as upgraded pavements, pathways and conveyances, will resolve these existing drainage problems. TACOMA, WASHINGTON 17 4.0 FLOW CONTROL, LID, AND WATER QUALITY FACILITY ANALYSIS AND DESIGN 4.1 Flow Control The project will provide flow control for New Impervious Areas, per the Manual requirements. The targeted net impervious surface is 0.544 CFS, as shown in Table 1. Based on modeling using the Western Washington Hydrology Model (WWHM), a storage volume of 0.262 ac-ft (11,413 cu-ft) is required together with a control structure that will meter runoff from the site to the offsite conveyance system. A summary of the WWHM input and output results are included in this section, while the complete WWHM Report is included in Appendix A.3. Pre-Developed WWHM Input Mitigated (Developed) WWHM Input Underdrain System Storage – Required Volume (0.262 ac-ft, 11,413 CF) KIWANIS PARK IMPROVEMENTS TECHNICAL INFORMATION REPORT SITTS & HILL ENGINEERS, INC. TACOMA, WASHINGTON 18 Stormwater flow control will be provided at the proposed multi-purpose field. A control system is located near the northeast extent of the field, and storage is comprised of the void volume of the field underdrain collection system, and a 4” course of base rock beneath the entire field. Pea gravel and coarse base aggregate are used for these features, respectively, and provide a void ratio of approximately 0.4. A Civil3D surface model was created to calculate the total volume of the underdrain trenches and drainage course, yielding a total storage volume of 1,200 CY (32,400 CF). Applying the 0.4 void ratio to this volume yields a total storage volume of 12,960 CF, which is greater than the 11,413 CF required in the WWHM model. 4.2 Low Impact Development (LID) Low Impact Development feasibility was evaluated by application of BMPs to the maximum extent feasible using lists specific to the project location, size, and impervious coverage. Target surfaces are new impervious surfaces, new pervious surfaces, and replaced impervious surfaces, not already mitigated with an approved onsite BMP or flow control facility. All grass and landscaped (pervious) surfaces will be restored in accordance with the soil amendment BMP, as detailed in the Manual, Appendix C, Section C.2.13. Per the Manual, target impervious surfaces must implement Full Infiltration, Basic Dispersion, and/or Perforated Pipe Connections for roofs, if feasible. TACOMA, WASHINGTON 19 Full Infiltration has been deemed infeasible per Appendix C.2.2 Infeasibility Criteria; the site-specific geotechnical evaluation indicates filtration through the native soils is not feasible or recommended. The site is comprised of a stiff, mottled glacial silt underlain by glacial till soils. Basic Dispersion is not feasible due to the existing soil characteristics (hard pan) and existing flooding/ponding issues at the park. The French drain system proposed along the walkways will minimize flooding/ponding issues and provide a small amount of infiltration via the perforated pipes. Perforated Pipe Connections are not applicable to the project. While a Portland Loo is proposed, it does not have a substantive surface area (essentially a sturdy / plumbed ‘Honeybucket’), nor does it have roof drain downspouts. The Manual further states that the project must demonstrate compliance with the LID Performance Standard by either 1) demonstrating the LID Performance Standard using a continuous runoff model or by 2) demonstrating compliance by implementing LID Performance Standard to the maximum extent feasible as described in Section 1.2.9.2.2. Large Lot BMP Requirements apply, as the site is larger than 22,000 square feet. This Section of the Manual requires the project to initially review the potential for Full Dispersion and Full Infiltration of Roof Runoff. Full Dispersion per Appendix C.2.1 requires impervious surfaces to be dispersed over a native vegetated flow path. A native vegetated surface is defined by the Manual as a surface in which the soil conditions, ground cover, and species of vegetation are like those of the original native condition for the site. The site has been previously developed as a park; therefore, this requirement cannot be met. Further, for the continued use of the site as a park, the project cannot be planted in a manner to fully satisfy the requirement for a surface to be converted to a native vegetated surface. Limited Infiltration per Appendix C.2.3 requires a geotechnical report identifying the soils as fine sands, loamy sands, sandy loams, or loams. The site does not contain soils suited to limited infiltration. Bioretention is not feasible based on the Manual’s infeasibility criteria listed in Appendix C.2.6, numbers 19, 20, and 21. Per the Geotechnical report, there is high groundwater and the infiltration is not feasible (<0.30 inches per hour). Permeable Pavement is not feasible based on the Manual’s infeasibility criteria listed in Appendix C.2.7. High groundwater conditions would create saturated conditions in the vicinity of the pavement areas and (#24), infiltration is not feasible (<0.30 inches per hour). Basic Dispersion is not feasible due to the existing soil characteristics (hard pan) and existing flooding/ponding issues at the park. The French drain system proposed along the walkways will minimize flooding/ponding issues and provide a small amount of infiltration via the perforated pipes. 4.3 Water Quality The project proposes to install an Oldcastle Infrastructure BioPod biofilter vault to provide enhanced treatment for the stormwater runoff from the parking lot area. Please note that water quality requirements are not required (reference City correspondence in Appendix A.2). However, in an effort to further improve the Park, the project proposes to install this water quality feature. The BioPod unit was sized in accordance with DOE’s General Use Level Designation (GULD) Guidance. The tributary parking lot area is 0.616 acres and the resulting water quality flow is 0.0565 cfs = 25.35 gpm (off-line for internal bypass unit capability). TACOMA, WASHINGTON 31 10.0 OPERATIONS AND MAINTENANCE MANUAL 10.1 Purpose The purpose of this manual is to provide guidelines for maintaining the existing and proposed storm drainage system for Kiwanis Park. The site address is 815 Union Avenue SE, Renton, WA 98056. The storm system consists of field under-drain piping as well as catch basins and other conveyance piping. The storage space within the gravel void space and the perforated under-drain piping serves as the site’s detention system. There is one control structure on the site as well that meters the release of stormwater from the site’s detention system. Each portion of the system has to be maintained in good working condition for the system to function properly. Operations and Maintenance of the drainage systems will be the responsibility of the City of Renton Public Works Maintenance Division located at: 3555 NE 2nd Street Renton, WA 98056 Phone: (425) 430-7400 10.2 Permanent Facilities Description The fields are served by an existing under-drain system that are bedded in a gravel trench. These under- drains tie into the park stormwater conveyance system, which discharges to the conveyance system within Union Avenue NE (which forms the east boundary of the site). 10.3 Discussion of Maintenance Any buildup of sediment, debris, vegetation, or trash that impedes the flow of stormwater may cause problems. As a result, care must be taken to keep catch basins and piping clear of debris. A “vactor” truck, or other approved means, should be used to clean the on-site catch basins. Deposits on paved surfaces should be swept or mechanically removed in order to prevent sediment or debris from entering the drainage system. Sediment removed must be disposed of at an approved site. The applicable maintenance checklists and excerpts from the Renton Surface Water Design Manual have been included with the Operations and Maintenance Manual for review during routine maintenance inspections. 10.4 Maintenance Frequency Following construction of the project, the storm drainage system shall be inspected and maintained according to their respective maintenance checklists included at the end of this manual. Facilities will be inspected annually, or after every significant storm event where the precipitation is greater than or equal to one inch in 24 hours. When deficiencies are noted, the problems are to be corrected as soon as possible. Any spill of hazardous material (e.g. fuel, lubricant, herbicide, etc.) shall be cleaned up immediately and shall be reported to the Division of Emergency Management (1-800-258-5990).
