KrisSorensenFrom:KarenWalter<KWalter@muckleshoot.nsn.us>Sent:Tuesday,July21,20154:35PMTo:KrisSorensenCc:Heller,ChristaH(DEW)Subject:SellandandThorpJointUseDock-LUA5-000489,ECF,SM,NoticeofApplicationKris,ThankyouforsendingusthecompletechecklistfortheSellandandThorpnewjointuseprojectproposedonLakeWashingtonwithintheBarbeeMillPlatsite.WehavereviewedtheprojectinformationsenttouswiththeNoticeofApplicationandofferthefollowingcomments:1.WepreviouslycommentedontheBarbeeMillplatprojectandallofthesubsequentjointpierstodate.InourcommentstotheBarbeeMillplat,wenotedthatitwouldbelikelythattheshorefrontpropertieswouldseekmacragefacilitiesandthattheEISshouldconsidera“worse-case”scenarioofeachlothavingtheirownpiersortloatingdocksconsideringcumulativeimpactsfromthesedocksuponjuvenilesalmon,theirhabitats,andtheirpredators.Atthetime,theCityindicatedtherewerenoplansformooragestructuresaspartoftheplat;therefore,thisissuecouldnotbeevaluatedaspartoftheplatEISprocess.NoconsiderationofpotentialcumulativeimpactsfromlikelyfuturemooragestructureswasdoneduringtheEISprocess.Instead,eachindividualand/orcommunitydockhasbeenreviewedunderSEPA;however,itisnotapparenthowtheCityhasassessedcumulativeimpactsfromthesestructuresuponjuvenileChinookandothersalmon.TheBEprovidedforthisprojectdoesnotconsiderthisissueanddoesnotfullyconsidersitespecificimpactsfromthepierbecausetheBEdiscussaNoftheavailableresearchandfindingsaboutpiersanddocksinLakeWashingtonandtheirimpactsuponsalmon.TheBE,ifconsideredpartoftheenvironmentalreviewprocessbytheCity,needstobesubstantiallyrevisedusingalloftheavailableinformation,aswellascurrentresearchworkbeingconductedbyDr.RogerTaborfromtheU.S.FishandWildlifeService.MuchoftheavailableresearchcanbefoundwithintheSynthesisofSalmonResearchandMonitoringreportalongwithmanyotherreportswhichareavailableathttn:f/govlink.org/watersheds/8/reports/default.asx.Itistimeforacumulativeimpactsanalysistobeconductedforthisandtheotherexisting(andproposed)piersassociatedwiththeBarbeeMillplatandtheirimpactssufficientlymitigated.2.TheplantingplanforthisprojectisinadequateastherearenospeciesproposedthatwillprovidedirectoverhangingfunctionsalongtheshorelinepreferredbyjuvenileChinook.Potentially,thetwoshorepinesproposedcoulddosobuttheyaresetbackfromthebulkheadandwillprovidelimitedoverhangingfunctionsasaresult.TheshorelineplantingplanshownonSheet6needstoberevisedsubstantiallywithnativetreesandshrubsthatwillprovideoverhangingfunctions.3.TheBEimpliesthatthepreviousplantingplanisprovidingfunctionstotheshoreline(page4);however,thereisnoinformationastohowtheseplantsareactuallysurvivingandwhatfunctionstheyactualprovidetotheshoreline,particularlyoverhangingfunctions.Wehavebeenrequestingmonitoringplansfortheshorelineplantingworkwhichwasrequiredasmitigationfortheplat;however,noplanshavebeenreceivedtodate.ItisourunderstandingthattheCitydoesnothavecopiesofthesemonitoringplansastheyhavenotbeenprovidedtotheCity.Again,wewouldappreciateacopyofallexistingmonitoringplanscompletedfortheshorelineplantingmitigationworkthatwasrequiredfortheBarbeeMillplat.4.Moreinformationisneededregardinghowtheexistingsubstrateconditionsprovide“favorablehabitatforwinterrearingofsalmon1r’(BE,page5),particularlythecobblesizedsubstratedescribedatthesite.ThesestatementscontradictthefindingsfromtheLakeWashingtonresearchwhichnotesthatbothChinookfryandlargerjuvenilesprefersandandsmallgravelsubstratesandavoidlargercobbles(SeattlePublicUtilitiesandUSArmyCorps,2008availableatlinkabove).WeappreciatetheopportunitytoreviewthisproposalandlookforwardtotheCity’swrittenresponsestothesecomments.Pleaseletmeknowifyouhaveanyquestions.1
