HomeMy WebLinkAboutOn Hold Letter_Sidhu Short Plat_15-000558DenisLawC1ty0fCommunity&EconomicDevelopmentDepartmentAugust27,2015C.E.”Chip”Vincent,AdministratorMarkPlogPlogConsulting562$AirportWay$#144Seattle,WA98108Subject:“OnHold”NoticeSidhuShortPlat,LUA15-000558,ECF,SHPL-A,MODDearMr.Plog:ThePlanningDivisionoftheCityofRentonacceptedtheabovemasterapplicationforreviewonJuly24,2015.Duringourreview,staffhasdeterminedthatadditionalinformationisnecessaryinordertoproceedfurther.ThefollowinginformationwillneedtobesubmittedbeforeNovember27,2015sothatwemaycontinuethereviewoftheabovesubjectapplication:TheCityofRenton’sCommunityEconomicDevelopmentDepartmenthasreviewedtheprojectandwouldlikeanindependentqualifiedgeotechnicalengineertoconductanIndependentSecondaryReviewofthesubmittedGeotechnicalEngineeringStudypreparedbyEarthSolutionsNW,LLC(datedNovember7,2014)fortheeffectivenessofanyproposedmitigatingmeasuresorprograms,asallowedbyRMC4-3-050F.6.ThecontractwouldbeexecutedwithaqualifiedprofessionalfromtheCityofRenton’ssmallworksrosterinordertoprovideageotechnicalopinionregardingtheproposedimprovements.Nosubsurfaceexplorationswouldbeconducted.Upontheconclusionofthirdpartystudyreview,thefindingswouldbeprovidedtotheCityinawrittenletter.TheIndependentSecondaryReviewwouldbepaidattheapplicant’sexpense,andtheAdministratorshallselectthethird-partyreviewprofessional.Forexample,thesubmittedgeotechnicalreportmakesseveralrecommendationsandconclusions,includingbutnotlimitedtothewesterntaxparcelshouldusedeepfoundations,suchaspipepiles,inordertoprovideadequatesupportforproposedstructuresduetotheloosetomediumdenseconsistencyoftheexistingfilldeposits,aswellasthepresenceoforganicanddeleteriousmaterial,soilcavitiesandburieddebris;orthereportalsostatesthattheorganic-richsoilandfilldepositsarenotconsideredsuitablefordirectRentonCityHall1055SouthGradyWayRenton,Washington98057rentonwa.gov supportofutilitiesandwouldlikelyrequireremedialaction,suchasremovalandreplacementwithstructuralfill,whereencounteredatutilitysubgrades.Oraminimumsetbackof10feetfromthetopofanysitesteepslopeinexcessof10%shouldbeimplementedintothesubmittalplans.•ThesubmittedGeotechnicalEngineeringStudypreparedbyEarthSolutionsNW,LLC(datedNovember7,2014)shouldexpounduponthevulnerabilityandpotentialsettlementimpactsasitpertainstoproposeddrivewaysinthebuildingsetbackandutilitiesproposedforthenewlots.•TheapplicantshallcompleteananalysisonCoalMineHazardsintheareapursuanttoRMC4-8-120D.7.G.GeotechnicalReport,Coalmine-Medium.•Theapplicantshallcompletedrivewayprofilestoensuretheslopeofthedrivewaydoesnotexceedfifteenpercent(15%).Pleasenotethatdrivewaysthatexceedeightpercent(8%)shallprovideslotteddrainsatthelowerendwithpositivedrainagedischargetorestrictrunofffromenteringthegarage/residenceorcrossinganypublicsidewalk.Drivewaysshallnotbecloserthanfivefeet(5)toanypropertyline.Atthistime,yourprojectwillbeplaced“onhold”pendingreceiptofyourcomments.Pleasecontactmeat(425)430-7289ifyouhaveanyquestions.Sincerely,-/ClarkH.CloseSeniorPlannercc.HarminderSidhu/Owner(s)
