CityofRentonDepartmentofCommunity&EconomicDevelopmentAdditionalAnimalsPermitLuiAdditionalAnimalsPermitLUA5-000602Comments:Thesubjectlotissmallerthanonegrossacre.Thesiteisfencedandgated.Thefenceis5feethighandisofadequateheighttokeepthedogsinsidetheproperty.Thedog-runisinstalledbetweenthehouseandthesouthpropertyline,withinthesideyardsetback.Thedog-runisnotaminimumof10feetfromthepropertyline;however,thedog-runisapproximately25feetfromthenearestneighboringhome.Thedogsareshelteredindoors.Theindoordogshelterdirectlyaccessestothedog-runwithinthesideyardsetback,therefore,staffdeterminesthatthesideyardwouldbethemostsuitablelocationforthedog-run.12.Isthesubjectlotlargerthanone(1)grossacreinsize?Ifso,aredog-runs,openrunareasandpermanent/temporarykennelstructuressurroundedbyafenceofadequateheight,maybelocatedcloserthanten(10)feetfromanypropertylineandifthedog-run,openrunareasandkennelstructureisnocloserthanonehundred(100)feettoanydwellingunitandthelocationisapprovedbythePlanningDivision.Comments:N/A13.Areallanimalskeptinsuchamannersoasnottocreateanyobjectionablenoise,odor,annoyance,orbecomeapublicnuisance?Comments:RentonMunipicalCode,Section8-7-3;PublicDisturbance,Noises,statesthat“Itisunlawfulforanypersonknowinglytocauseormake,orforanypersoninpossessionofpropertyknowinglytoallowtooriginatefromtheproperty,unreasonablenoisethatdisturbsanother.Noisesconstitutingapublicnuisanceshallinclude,butshallnotbelimitedto,thefollowingsoundsorcombinationsofsounds:Frequent,repetitiveorcontinuousnoisesmadebyanyanimalwhichunreasonablydisturbsorinterfereswiththepeace,comfortorreposeofpropertyownersorpossessors,exceptthatsuchsoundsmadeinanimalshelters,commercialkennels,veterinaryhospitals,petshops,orpetkennelslicensedassuch,shallbeexemptfromthissubsection.”PerAnimalControlOfficercomments,“Whenthedogsareunrestrictedtheycananddobecomeanissuewithbarkingatanynoisefromthesouthernexposure.Itwasexplainedtotheapplicantinorderforthistoworkheisgoingtohavetorestrictthetimeswhenthedogshaveaccesstotheoutside,anditshouldonlybewhentheresidentsarecapableofmonitoringthedog’sactivity.Whenthedogsbecomevocal,restrictthemtotheinsideoftheresidence,andatnotimearetheytobeleftoutatnightorearlymorninghours.”Planningstaffagreeswiththisassessmentandrecommendsaconditionofapprovalthatthedogsremainindoorsbetweenthehoursof10pmand8amdaily(exceptfornecessarybathroombreaks),andthatthedogswillbetakenindoorswhentheybecomevocal.TheapplicantshallcomplywithRentonMunicipalCode,Section8-7-3,andpreventanyfrequent,repetitiveorcontinuousnoisesmadebytheiranimalswhichunreasonablydisturbsorinterfereswiththepeace,comfortorreposeofabuttingpropertyownersorpossessors.14.Areanimalandfoodwastesproperlyremovedtokeepthekennelfreefromtheinfestationofinsects,rodentsordiseasesandfromobnoxiousorfoulodors?Comments:ConfirmedperAnimalControlOfficerInspection.Page3of4
