HomeMy WebLinkAbout20130221 Project Narra-Mitigate wWaterUtilPROJECT NARRATIVE NE 5th PLACE / EDMONDS AVE NE STORM SYSTEM REPLACEMENT PROJECT The project involves replacing the existing storm system from NE 7th Street through NE 5th Place since it is over 50 years old and under capacity. The project will reduce the potential for flooding in NE 5th Place and Edmonds Ave NE. Local flooding has occurred in that area during periods of intense rainfall, most notably during the December 1996 flood event. During construction of the new storm system the existing water main in NE 5th Place will be replaced with a new 8-inch water main. The existing 15- and 18-inch diameter stormwater pipes will be replaced with new 18- to 30-inch diameter pipes capable of conveying the design stormwater flow. Approximately 3,200 linear feet of existing storm system from NE 7th St through NE 5th Pl will be replaced. The exact pipe sizes and location will be determined in the final design. New manholes and catch basins will be placed at various locations in the streets. Construction will primarily be in asphalt covered streets in the City right-of-way. In some areas the existing stormwater system is located in front yards that are in the City right-of-way. The new storm system will be placed in a trench approximately 5 feet wide and 6- to 8- feet deep. Approximatley 3,500 cubic yards of soil may be excavated to install the new storm system. Backfill soil will be hauled in from licensed gravel pits. All distrubed asphalt areas will be patched with new asphalt. Any front yards that are disturbed will be restored back to existing conditions when the project is completed. Construction of the new storm system will start in NE 7th St and will proceed to the southeast in NE 6th PL, Camas Ave NE, Edmonds Ave NE and NE 5th PL. Construction of the new 8-inch water main in NE 5th Place will be between Edmonds Avenue NE and Index Avenue NE. After the new water main is ready for use the resident’s water services disconnected from the existing water main and connected to the new water main. During construction streets will be restricted to “Local Access Only” and on street parking will be restricted. The contactor will use the parking strip to store construction material and equipment. Access to local driveways will be maintained, except when construction needs to cross or block a driveway. After construction is completed all streets will be restored to existing access and parking. CONSTRUCTION MITIGATION DESCRIPTION NE 5th PLACE / EDMONDS AVE. NE STORM SYSTEM REPLACEMENT PROJECT Proposed Construction Dates: Approximately June 2013 through December 2013. Hours of Operation: Monday through Friday between 7:00 AM and 5:00 PM Proposed Hauling/Transportation Routes: The contractor will probably use Sunset Blvd. NE, NE 7th Street, Edmonds Ave NE, and NE 3rd Street to reach the construction area. Truck hauling on arterial streets will be limited to the hours of 8:30 AM to 3:00 PM, Monday through Friday. Work on weekends will only occur with approval from the City. The contractor will be required to file a Traffic Control Plan with the City to identify hauling routes and traffic control measures for the construction area. Erosion control measures such as storm drain inlet protection per the King County Surface Water Manual will be used. Any soil stockpiles not in use will be covered with plastic sheets during rainy periods. Stockpiles and the working area may be watered to reduce dust generation, if needed. All construction equipment will be required to have muffler and exhaust systems in good working order.
