CityofRentonDepartmentofCommunity&EconomicDevelopmentEnvironmentalReviewCommitteeReportN30THBURNEJTAVENSTORMSYSTEMIMPROVEMENTSLUA15-000607,ECFReportofSeptember21,2015Page5of71.EarthImpacts:AGeotechnicalEngineeringReport,preparedbyAssociatedEarthSciences,datedMay14,2014(Exhibit7)andaSEPAEnvironmentalChecklistpreparedbytheapplicant(Exhibit6)havebeenprovidedwiththeapplication.Bothprovideanalysisofexistingconditions,proposedearthwork,andimpacts.ThesurfaceelevationalongBurnettAveNrisesgraduallynorthtosouthfromelevation102feettoelevation120feetbetweenN30thandN32nds(Exhibit7,page2).ExistinggradealongN30thrisestotheeastfromelevation120feettoelevation170feetalongthealignment.AccordingtoCityofRentonmappingsoftware,aportionoftheprojectareaiswithinModerateLandslidearea(Exhibit9)andthereareSensitiveslopesofapproximately25-40%neartheaddress1003N30ths(Exhibit8)onthesouthsideofthepublicright-of-way.Constructionwillprimarilybeinasphaltcoveredstreetsinthepublicright-of-way(Exhibit11).AlongN30thSt,theproposedpipeisgenerallylocatedalongthegutter,andconstructionwilllargelytakeplaceinthesidewalkonthenorthsideofthestreet.Theinstallationoftheproposedstormsystemisexpectedtorequireopenexcavationsapproachingdepthsof10feet(Exhibit7,page6).ThegeotechnicalinvestigationasdiscussedinthesubmittedGeotechnicalReport,includesthreedrilledexplorationboringsalongthestormsystemalignment.Boringswereconductedinmid-AprilwhengroundwaterlevelsinunconfinedaquifersinthePugetLowlandaretypicallyatorneartheirseasonalhigh(Exhibit7,pages2and5).The‘SubsurfaceConditions’sectionoftheGeotechnicalReportstatesthattheexplorationsintheright-of-wayencounteredfillsoilscomposedofveryloose,granularsedimentsunderlainbynaturalsedimentsconsistingofmediumdensetoverydensesand,althoughthesubsurfaceconditionsactuallyencounteredduringconstructionwithintheroadwaycouldencountercompactedtrenchbackfillassociatedwithseveralexistingundergroundutilities(Exhibit7,page4).Thethreeboringsencounteredfoursedimenttypes(Fill,VashonRecessionalOutwash,VashonLodgementTill,andVashonAdvanceOutwash).GroundwaterseepagewasencounteredintwoboringsonN30thatadepthofapproximately5feetinbothboringsandatapproximately15feetbelowexistinggradeinthemosteasterlyboring(Exhibit7,Figure3).TheGeotechnicalReportstatesthattheplannedstormsystemreplacementisfeasibleprovidedthattherecommendationsinthereportareadheredto(“DesignRecommendations—Introduction”,page6).TheGeotechncialReportmakesconstructiondesignrecommendationsfortrenching,drainage,anderosionhazards.TheGeotechnicalReportstatesthattheerosionpotentialofthesiteisconsideredtobelowalthougherosionmayincreasetemporarilyduringconstruction.Tomitigateerosionhazardpotential,fiveadditionalminimumerosioncontrolrecommendationsshouldbeaddedtotheprojecttemporaryerosionandsedimentationcontrolplan(Exhibit7,page8).Thefiveadditionalrecommendationsleavingpavementareasinplaceandvacuumsweeping,addingfiltersockstocatchbasinsinthevicinity,stockpilingsoils,andrevegetatingorpavingdisturbedareas.BasedontherecommendationsincludedintheprovidedGeotechnicalEngineeringReport,staffrecommendsasamitigationmeasurethatthesubjectprojectcomplywiththerecommendations.MitigationMeasures:TheapplicantshallfollowrecommendationsintheGeotechnicalEngineeringReport.Nexus:SEPAEnvironmentalRegulations,RMC4-3-050CriticalAreas.2.Watera.AquiferProtectionAreaImpacts:ThetrenchworkinN30thmayoccurwithintheCityofRentonAquiferProtectionAreaZone2(Exhibit10).ConstructionworkinN30thright-of-wayisproposedonthenorthernsideofthestreet.TheAquiferProtectionAreaislocatedonthesoutherlysideofthestreet.TheoverallpurposeoftheaquiferprotectionregulationsistoprotectaquifersusedaspotablewatersupplysourcesbytheCityfromcontaminationbyhazardousmaterials.Someusesarerestrictedthatstore,handle,treat,use,orproduceERCReport15-000607
