CityofRentonDepartmentofCommunity&EconomicDevelopmentAdministrativeShortPlatReport&DecisionSHORTPLATOFLOTA,CASSIDYCOVEPLATLUA15-000676,SHPL-A,MODReportofNovember5,2015Page5of12withgoodaccessandvisibilitytomoreintensivecommercialandofficeuses.GoalL-N:SustainindustrialareasthatfunctionasintegratedemploymentactivityareasVandincludeacoreofindustrialusesandotherrelatedbusinessesandservices,transitfacilities,andamenities.PolicyT-45:EnsurethatnewdevelopmentcontributesitsfairshareofthecostofVtransportationfacilities,programsandservicesneededtomitigategrowthrelatedtransportationimpacts.14.ZoningDevelopmentStandardCompliance:ThesiteisclassifiedLightIndustrial(IL)andResourceConservation(RC)ontheCity’sZoningMap.RMC4-2-11OAandRMC4-2-130A,eachprovidesdevelopmentstandardsfortheidentifiedzoningdistricts.Theproposaliscompliantwiththefollowingzoningdevelopmentstandards:ComplianceDevelopStandardsaDensity:ThemaximumdensitypermittedintheRCzoneis1.0dwellingunitspernetacre.Netdensityiscalculatedalterthedeductionofsensitiveareas,areasintendedforpublicright-of-way,andprivateaccesseasements.VStaffComment:Asmallportionofthe60-acresite,approximately20,728square,iszonedRC.TheRCzonedpieceofthesiteislocatedinthesoutheastcornerofthelotandisunaffectedasaresultoftheproposedshortplat.Nodwellingunitsorconstructionisproposedasaresultoftheshortp/at.NootherdevelopmentstandardsareapplicabletotheRCzonedportionoftheproperty.LotDimensions:TheminimumlotsizepermittedintheILzoningdesignationis35,000squarefeetforlotscreatedafterSeptember1,1985.ThereisnominimumlotwidthordepthforlotscreatedafterSeptember1,1985.StaffComment:ThelotdimensionsoftheproposedindustriallotsarecompliantwithVthelotwidthanddepthrequirementsofthezone.Theproposedshortplatincludescreatingtwo(2)separatelotsfromasingle60-acreparcel(2,614,510squarefeet)intotwoindustrialuselots.Theapplicanthasdefinedthenewlotas“LotX”onthesitep/an.LotXmeasures603.31feetlongand411.66feetwide(5.71acres).Thebalanceoftheremaininglotwouldbe54.19acres(NewLotA)asshowninExhibit3.Thelotdimensionsarecompliantwiththerequirementsofthezone.Setbacks:TherequiredsetbacksintheILzoneareasfollows:frontyardis20feetalongprincipalarterialstreets,15feetonallotherstreet(providedthat20feetisrequiredifalotisadjacenttoorabuttingalotzonedresidential,asideyardalongaprincipalstreetis20feetorallotherstreetsis15feet(50feetifalotisadjacenttoorabuttingalotzonedresidential),andtherearandsideyardsis0feet,exceptfor20Vfeetiflotisadjacenttoorabuttingalotzonedresidential;whichmaybereducedto15ft.throughtheSitePlandevelopmentreviewprocess.StaffComment:ThedivisionofthelotwouldcomplywiththerequiredsetbacksoftheILzone.Theclosestbuildingtothenewlotlinecreatedisroughly262feetfromthefrontyardsetback.Futurebuildingconstruction,onthedevelopableportionofthesite,wouldberequiredtomeetthebuildingsetbackrequirementsoftheILzoneandwouldbereviewedatthetimeofbuildingpermitapplication.VBuildingStandards:TheILzonehasamaximumbuildingcoverageof65%oftotallotShortPlatReportandDecisionLUA15-000676 CityofRentonDepartmentofCommunity&EconomicDevelopmentAdministrativeShortPlotReport&DecisionSHORTPLATOFLOTA,CASSIDYCOVEPLATLUA15-000676,SHPL-A,MODReportofNovember5,2015Page6of12areaor75%ifparkingisprovidedwithinthebuildingorwithinaparkinggarage,andamaximumbuildingheightof50feet(exceptforPublicFacilities,whichmayreceivebonusheightssubjecttoRMC4-2-130B).StaffComment:ProposedLotXwouldultimatelycontainthree(3)separateexistingbuildingstotaling13,797squarefeet(8822SF,4375SF,and600SF)andwouldthereforehaveafinallotcoverageofroughly5.5percent.LotAwouldretain19existingbuildingswithacombinedbuildingfootprintof127,451squarefeetandwouldthereforehaveafinallotcoverageofroughly5.4percent.Thelotcoverageoftheproposedindividualindustriallotswouldbecompliantwiththerequirementsofthezone.Nonewbuildingsareproposedaspartoftheshortplot.Landscaping:TheCity’slandscaperegulations(RMC4-4-070)requirea10-footlandscapestripalongallpublicstreetfrontages.AdditionalminimumplantingstripwidthsbetweenthecurbandsidewalkareestablishedaccordingtothestreetdevelopmentstandardsofRMC4-6-060.Streettreesand,ataminimum,groundcover,aretobelocatedinthisareawhenpresent.SpacingstandardsshallbeasstipulatedbytheDepartmentofCommunityandEconomicDevelopment,providedthereshallbeaminimumofonestreettreeplantedperaddress.Anyadditionalundevelopedright-of-way(ROW)areasshallbelandscapedunlessotherwisedeterminedbytheAdministrator.WherethereisinsufficientROWspaceornopublicfrontage,aminimumoftwo(2)streettreesarerequiredinthefrontyardsubjecttoapprovalofVtheAdministrator.AlterationsasdeterminedbytheCommunityandEconomicDevelopmentAdministratorwouldnotwarrantimprovementstotheentiresite.MinimumplantingstripwidthsbetweenthecurbandsidewalkareestablishedaccordingtothestreetdevelopmentstandardsofRMC4-6-060.Streettreesand,ataminimum,groundcoveraretobelocatedinthisareawhenpresent.StaffComment:Theapplicantisnotproposingtomodifytheexistinglandscapingoraddanyimprovementsaspartoftheshortp/atprocess.Theapplicanthasrequestedafeein-lieuforstreetfrontageimprovementsonNE4thStandastreetmodificationforfrontageimprovementsonNE2ndSt.Staffisrecommendingafeein-lieuforstreetfrontageimprovementsonNE4thStandnochangestotheexistinglandscaping.Asproposed,thenewlotfrontsaprivateaccessroadandnotapublicstreetandwouldthereforenotwarrantimprovementsacrossthefrontofthenewlot.TreeRetention:TheCity’sadoptedTreeRetentionandLandClearingRegulationsrequiretheretentionof10percentoftreesinanindustrialdevelopment.Significanttreesshallberetainedinthefollowingpriorityorder:PriorityOne:Landmarktrees;significanttreesthatformacontinuouscanopy;significanttreesonslopesgreaterthantwentypercent(20%);Significanttreesadjacenttocriticalareasandtheirassociatedbuffers;andSignificanttreesoversixtyVfeet(60’)inheightorgreaterthaneighteeninches(18”)caliper.PriorityTwo:Healthytreegroupingswhoseassociatedundergrowthcanbepreserved;othersignificantnativeevergreenordeciduoustrees;andOthersignificantnon-nativetrees.PriorityThree:Aldersandcottonwoodsshallberetainedwhenallothertreeshavebeenevaluatedforretentionandarenotabletoberetained,unlessthealdersand!or____________cottonwoodsareusedaspartofanapprovedenhancementprojectwithinacriticalShortPlatReportandDecisionLUA15-000676 CityofRentonDepartmentofCommunity&EconomicDevelopmentAdministrativeShortPlotReport&DecisionSHORTPLATOFLOTA,CASSIDYCOVEPLATLUA15-000676,SHPL-A,MODReportofNovember5,2015Page7of12areaoritsbuffer.StaffComment:Theapplicantisnotproposingtoremoveanyoftheexisting337treesaspartoftheshortp/atprocess.Parking:Generalofficeisrequiredtoprovideaminimumof2.0per1,000squarefeetofnetfloorareaandamaximumof4.5parkingspacesper1,000squarefeetofnetfloorarea.Outdoorstorageisrequiredtoprovideaminimumandmaximumof0.5perV1,000squarefeetofarea.StaffComment:Sufficientareaexistsoneachlottoaccommodateoff-streetparkingfortheexistinglanduses.Sitep/anreviewwouldberequiredatthetimeofredevelopment.15.DesignStandards:ResidentialDesignandOpenSpaceStandards(RMC4-2-115)areapplicableintheResourceConservation(RC)zone.TheRCzoneisestablishedtoprovideaverylow-densityresidentialzonethatendeavorstoensureresidentialuseoflandscharacterizedbyextensivecriticalareasorlandswithagriculturaluses.ItisintendedtoimplementtheLowDensityResidentialComprehensivePlandesignation.Thiszonepromotesusesthatarecompatiblewiththefunctionsandvaluesofdesignatedcriticalareasandallowsforcontinuedproductionoffoodandagriculturalproducts.Nominimumdensityisrequired.TheRCzoneisalsointendedtoprovideseparationbetweenareasofmoreintenseurbanusesandcriticallandsoragriculturaluses;encourageorpreserveverylow-densityresidentialuses;reducetheintensityofusesinaccordancewiththeextentofenvironmentallysensitiveareassuchasfloodplains,wetlandsandstreams,aquifers,wildlifehabitat,steepslopes,andothergeologicallyhazardousareas;allowforsmall-scalefarmingtocommenceorcontinue;andprovideviableuseswithinurbanseparators.TheStandardsimplementpoliciesestablishedintheLandUseoftheComprehensivePlan.CompliancewithSiteDesignStandardsmustbedemonstratedpriortoapprovalofthesubdivision.CompliancewithResidentialDesignStandardswouldbeverifiedpriortoissuanceofbuildingpermits.Thedesignstandardsarenotapplicabletothisshortplatapplication.Furthermore,itisunlikelythatanybuildingwouldbeconstructionintheRCzoneconsideringthattheportionofthepropertythatiszonedRCislocationintheverysouthernportionoftheoverallsite.16.CriticalAreas:ProjectsiteswhichcontaincriticalareasarerequiredtocomplywiththeCriticalAreasRegulations(RMC4-3-050).AccordingtotheGeotechnicalReport(Exhibits5&6),thecriticalareaspresentinandadjacenttothesiteincludeerosionhazardareas,landslidehazardareas,seismichazardareas,regulatedslopes,andwellheadprotectionzoning.TheproposalisconsistentwiththeCriticalAreasRegulations:GeologicallyHazardousAreas:ThesiteislocatedinthePugetLowland,boundedbytheOlympicMountainstothewest,andtheCascadeMountainstotheeast,inthebluffareaoftheRentonHighlandsnorthoftheCedarRiverValley.Themajorityofthesiteisgenerallylevelwithaverygentleslopetothesouth.Portionsofthepropertyhavebeenminedforsandandgravelincludingalargeinactiveborrowpitjustnorthofthesite.Basedonthesubsurfaceborings,theapplicantencounteredVperchedgroundwaterattheinterfaceoftheoutwashmaterialsandunderlyingtill,atdepthsrangingfrom24to47feetbelowtheexistinggroundsurface.Themajorityofthepropertyisrelativelyflatwithslopesoflessthan15percentwithlowerosionpotential,lowriskoflandslide,andlowriskofseismicallyinducedsoilliquefaction,sliding,andgroundrupture.Duetothegravellynatureoftheoutwashsoils,slideactivitywithintheimmediateprojectareawouldlikelybesurficialinnature,notdeepseated,accordingthegeotechnicalengineers.ShortPlotReportandDecisionLUA15-000676
