Maximum density would range from 60 du/acre to 0 based on existing and planned transportation infrastructure and density of existing multi-family units. These regulations would be citywide. City of Renton Department of Community & Economic Development Environmental Review Committee Report CA ZONE MAXIMUM DENSITY LUA 15-000683 0683 Report of September 21, 2015 Page 2 of 2 ERC Report 15-000683_CA Zone Density Regulations PART ONE: PROJECT DESCRIPTION / BACKGROUND The City currently has a moratorium on new residential development in the Commercial Arterial (CA) zone, except for the City Center Community Planning Area. The moratorium is in place primarily due to concern that the maximum density of 60 dwelling units per acre that is allowed in the zone is placing too much burden on infrastructure. This proposal is intended to strike a balance between where the City seeks to incentivize redevelopment with high density and/or where transportation infrastructure exists or is planned to accommodate high density and where just straight commercial development would be more beneficial to the community given the proportion of existing high density multi-family and lack of planned or existing transportation infrastructure that accommodates high density, including pedestrians and bicycles. Staff proposes allowing residential development in the CA zone by Community Planning Area and as follows: 60 du/acre in City Center and Highlands, 30 du/acre in Kennydale and East Plateau, and 0 du/acre in Cedar River, Benson, and Talbot. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS with a 14-day Appeal Period. B. Mitigation Measures None. C. Exhibits None. D. Environmental Impacts There are no environmental impacts that are anticipated to occur in conjunction with the proposal. E. Comments of Reviewing Departments The proposal will be circulated to City Department Division Reviewers and appropriate agencies. All substantive comments will be provided to the Responsible Officials for their consideration and possible recommendation that the comments be incorporated as “Advisory Notes to Applicant.” Environmental Determination Appeal Process: Comments and Appeals of the environmental determination must be filed in writing on or before 5:00 PM, October 9, 2015. Renton Municipal Code Section 4-8-110.B governs appeals to the Hearing Examiner. Appeals must be filed in writing at the City Clerk’s office along with the required fee.
