15-000694CITYOFANDECONOMICDEVELOPMENT—‘—“R..entoriPLANNINGDIVISIONCERTIFICATEOFEXEMPTIONFROMSHORELINESUBSTANTIALDEVELOPMENTDATE:October21,2015PROJECTNUMBER:LUA15-000694,SMEPROJECTNAME:BarbeeMillInvasivesRemovalShorelineExemptionPROJECTMANAGER:AngeleaWeihs,AssistantPlannerAPPLICANT:PatrickDonohue325118thAveSE,#204Bellevue,WA98005PROJECTLOCATION:4101LAKEWASHINGTONBLVDNPROJECTDESCRIPTION:TheapplicantisrequestingaShorelineExemptiontoremoveapproximately500linearfeetoftheClassBinvasive,Bohemianknotweed,withinthetractslocatedintheBarbeeMilldevelopment(Seeexhibit2).TheBohemianknotweedstandsaretypically10to15feetindepth.Theknotweedwillberemovedusingacommercialsprayer(Imazapyr)bythecontractor,AppliedEcology.ThisisoneofthesamecontractorsandherbicideusedbytheCityinMayCreekTrailsPark.Theapplicantisalsorequestingtoremoveother(secondary)invasivevegetation,includingmorningglory,blackberry,buttercup,horsetail,andmiscellaneousweeds,suchasdandelion,herb-Robert,andbittercress,etc.TheapplicantproposestoremovetheotherinvasivespeciesusinghandtoolsandcontinuedquarterlyhighmowingbyBarbeeMill’slandscapecontractor;however,citystaffdoesnotagreethatmowingisanappropriatemethodofcontrollingtheinvasivesandrecommendsaconditionofapprovalthatnomowingshallbeusedtocontrolinvasives,onlyhandgrubbingandcommercialherbicidespray.Theproposedvegetationremovaliswithinthe100footshorelinebufferforMayCreek.TheBohemianknotweedresidesonthebanksofMayCreek.Allfourformsofknotweedareknowntocauseerosionofstreamandriverbanks.Theapplicantisnotproposinganyvegetationremovalatorbelowtheordinaryhighwatermark.Anydisturbancesofsoilbelowtheordinaryhighwatermarkwillbestrictlyavoided.Theapplicantproposestobeginworkimmediatelyfollowingpermitapproval.Asproposed,thevegetationremovalwouldbeaccomplishedinthreephases.Thefirstphasewouldinvolvesprayingtheknotweedwiththecommercialsprayer.Thiswouldtakeapproximately1to2days.ThesecondphasewouldinvolvecleaningupthedownedknotweedaftertheabovegroundstalkshavePagelof3 StreamandApproximateSetbacksAsweunderstandittheintentofWashingtonState’sForestsandFishLawis:toprotect“TreesandvegetationalongstreamsprovidingcriticalshadeandhabitatforWashington’sfishandwildlife.”(takenfromWashingtonForestsProtectionAssociation)Wetrustthatweallsharethisintentincommon.TheshorelinebufferforMayCreekis100feet.Theproposedinvasivevegetationremovalwillbelocatedwithintheshorelinebuffer.Regardingtheexistingsetback,ourBohemianKnotweedresidesonthebanksofMayCreek.AllfourformsofKnotweedareknowntocauseerosionofstreamandriverbanks,whichisasignificantreasonwhyweareseekingtocarefullyremoveit.ItisourplantorefrainfromanymitigationeffortsatorbelowMayCreek’sordinaryhighwatermark.TimeFrameforInitialWorkTheinitialworkhasthreephases.Thefirsttwowillfocusontheprimaryobjective,Knotweed.Thetimingofthefirstphaseiscritical:thatknotweedbesprayedpriortoenteringintodormancy,currentlyestimatedasnolaterthantheendofSeptember2015.Thecontractorwillrequire1to2daystoperformtheinitialspraying.ThesecondphasewillcomprisecleaningupthedownedKnotweed,aftertheabovegroundstalkshavefullydied,currentlyestimatedaslatewinterthroughearlyspringof2016.NoeffortwillbeexpendedonKnotweedbelowgroundlevel.Asathird,minorphase,itispossiblethatsomeeffortwillbeexpendedtrimmingblackberrytothegroundduringthenext12months.EstimatedTimeFrameforyear-to-yearMaintenanceStudiesbyorganizationssuchastheNatureConservancyhaveshownthatthreetosevenyearsarerequiredtoassuredestructionanddecayofestablishedknotweedstands.Inthesecondandperhapsthirdyear,knotweedwillbemitigatedbyasecondorthirdapplicationofImazapyr,ifnecessary.“Ifnecessary”appliestostandsgreaterthan50stems.Ifstandsof50orfewerstemsremain,andareaccessible,theywillbecontrolledthroughinjectionofa4-6%solutionofGlyphosate.ThepreparerofthisnarrativehasbeentrainedandcertifiedbyKingCountyinGlyphosateapplication. Removalofroots/rhizomesisbothverydifficultandunwise,astheyextendto7feetverticallyandupto23feethorizontallyfromthestem.OncesprayedandtheImazapyrmigratestotheroots/rhizomes,therebykillingtheentireplant,whatisbelowgroundisbestlefttodecayinsitu.AsIunderstandit,thatwouldbeatleasttwoyears,likelylonger.ItisbothimpracticalandinappropriatetoconsiderreplacementplantingsuntiltheKnotweedrhizomeshavedecayed.Followingthefirstand/orsecondyearofKnotweedcontrol,andasbudgetandmanpowerareavailable,Barbeewillbegintoaddresstheabovenotedsecondaryinvasives.ProposedMeasurestoPreventErosionOurplanspecificallyexcludesdiggingordisturbingtherootstructureofKnotweed.ItisalsoimportanttonotethatweplantoavoiddisturbinganysoilbelowtheordinaryhighwatermarkonMayCreek.Eventualimplementationoftheremovalofsecondaryinvasivesmayinvolveminorsoildisturbanceduetoshallowdiggingwithhandtoolstoremovetherootsofmorningglory,blackberry,buttercup,horsetailandothers.ThisportionoftheprojecthasnotyetbeenaddressedbytheBarbeeMillHOA;wearesimplyseekingpermissiontoaddsecondaryinvasivestotheprimaryproject:removingknotweed.Inthatcapacity,weagainwillavoiddisturbingbelowtheordinaryhighwatermark.NewPlantingsTheareabetweenourBarbeehomesandMayCreekhadbeenplantedbythebuilder,ConnorHomes,inaccordancewithplansestablishedatthetimeofconstruction.ThoseplantsincludednativesNootkarose,groundstrawberry,salal,andtreessuchasredandyellowtwigdogwoodandvinemaple.Itisourplan,followingdecompositionoftheKnotweed,toreplantprimarilywithstrawberry,salalandoccasionalNootkarose.PlentyofnativetreesaboundalongtheborderofMayCreek;inourestimation,nofurthertreesneedtobeadded.
