HomeMy WebLinkAboutRequest for Additional Information Letter_15-000695DenisLaw-1”tVi_çri-—--October16,2015Community&EconomicDevelopmentDepartmentC.E.”Chip”Vincent,AdministratorPhillipKitzesPKEnterprises23035SE263rdStMapleValley,WA98038SUBJECT:RequestforAdditionalInformationKinkadeCrossingPreliminaryPlat,LUA15-000695,ECF,MOD,PPDearMr.Kitzes:ThePlanningDivisionoftheCityofRentonacceptedtheabovemasterapplicationforreviewonSeptember25,2015.Duringourreview,staffhasdeterminedthatadditionalinformationisnecessaryinordertoproceedfurther.ThefollowinginformationwillneedtobesubmittedbeforeOctober30,2015sothatwemaycontinuethereviewoftheabovesubjectapplication:1.Updatethesubmittedroadmodificationrequest,titled“RoadModificationRequesttoSection4-6-060Li(a&b)toallowaSharedDrivewayServing(2)ResidentialLots(5&6)inaProposed17-LotResidentialSingle-FamilyDevelopment”tospecificallyanswerthedecisioncriteriafoundunderRMC4-9-250D.2.Themodificationdecisioncriterionincludesthefollowingitems:a)SubstantiallyimplementsthepolicydirectionofthepoliciesandobjectivesoftheComprehensivePlanLandUseElementandtheCommunityDesignElementandtheproposedmodificationistheminimumadjustmentnecessarytoimplementthesepoliciesandobjectives;b)Willmeettheobjectivesandsafety,function,appearance,environmentalprotectionandmaintainabilityintendedbytheCoderequirements,baseduponsoundengineeringjudgment;c)Willnotbeinjurioustootherproperty(ies)inthevicinity;d)ConformstotheintentandpurposeoftheCode;e)Canbeshowntobejustifiedandrequiredfortheuseandsituationintended;andf)Willnotcreateadverseimpactstootherproperty(ies)inthevicinity.2.SEPetrovitskyRdisaprincipalArterialwithexistingright-of-way(ROW)widthof72feet,with42feethalf-streetROWwidthonthesitefrontage.TheRMC4-6-060requiredROWwidthonthe5laneprincipalarterialis103feet,with66feetpavedwidth,0.5feetwidecurbs,8feetwidelandscapedplanters,and8feetwidesidewalks.NewinformationfromthetransportationsectionincludesplansforaseparatedpedestrianandbikepathonthenorthsideofSEPetrovitskyRU,whichwouldnotrequireabikelanepavedwidthonthesouthsideofSEPetrovitskyRd.Therefore,staffcansupporta28feethalf-streetpavedwidthalongwith0.5feetwidecurb,8feetwidelandscapedplanter,8feetwidesidewalk,and1footclearwidthbackofthesidewalk,whichwouldrequireahalf-streetROWwidthof45.5feet.TheROWdedicationrequiredalongtheprojectfrontage,basedonthe45.5feethalf-streetROWwidth,wouldbe9.5RentonCityHall1055SouthGradyWay.Renton,Washington98057rentonwa.gov feet,whichissmallerthantheRMC4-6-060requireddedication.Therefore,astreetmodificationrequest’shouldbesubmittedbythedeveloper.3.116thAveSEisaminorarterialwithexistingROWwidthvaryingfrom60feetto66feet,with30feethalf-streetROWwidthonthesitefrontage.RMC4-6-060hasaminimumROWwidthof91feetforminorarterialwith0.5feetwidecurb,8feetwidelandscapedplanter,and8feetwidesidewalks.Sincethetransportationsection’splanforthestreetincludesahalfstreetcrosssectionthatincludesa22feetpavedwidth(including5-footwidebikelane)fromcenterlineoftheROW,0.5feetwidecurb,8footwideplanter,8feetwidesidewalkand1feetclearspacebackofsidewalk.ThiswouldincludeaROWdedicationof10.5feet(9.5ft+1.0ft=10.5ft).Staffcansupportastreetmodificationthatwouldmeettheplanofthetransportationsection.Therefore,astreetmodificationrequest’shouldbesubmittedbythedeveloper.4.Alimitedaccessresidentialstreetwith20feetpavedwidth,withhammerheadsatthenorthendorsouthend,isproposedastheinternalnorth-southsiteaccess(RoadA).A0.5-footwidecurb,a7-footwidelandscapedplanter,and5-footwidesidewalkarealsoshownonbothsidesofthestreet.TheproposedROWwidthforthelimitedaccessresidentialstreetis45feet.Therefore,astreetmodificationrequest’shouldbesubmittedforreducingthe8feetlandscapedplanterwidth.Pleasecontactmeat(425)430-7289ifyouhaveanyquestions.Sincerely,ClarkH.CloseSeniorPlannercc:NordicRidge,LLC/Owner(s)FileLUA5-000695,ECF,MOD,PP1DecisioncriteriafoundunderRMC4-9-250D.2.
