CityofRentonDeportmentofCommunity&EconomicDevelopmentWSDOTNOISEVARIANCEHEXREPORT_SR900.TukwiloNCCSR167WCPR_1S-SR900/TUKWIMNCLTOSR167WYE-CONCRETEPAVEMENTREHABILITATIONLUA5-000709,V-HReportofOctober19,2015Page4of6constructionactivities,andthenoisewouldnotoccurintheentirecorridorforthedurationofconstruction.Theworkwouldbeconductedover2.71linearmilecorridor.Theimprovementstotheroadwaywouldultimatelyincreasepublichealth,safetyandwelfare.Therefore,staffbelievesthatthenoiseimpactswouldbeofalimiteddurationandintensity,andwouldnotbemateriallydetrimentaltothepublichealth,welfare,orsafety.Propertyand/orimprovementsintheareawouldnotbeundulydamagedastheworkwouldbelimitedtothepublicright-of-way,andthenoisegeneratedwouldnotdamagepropertyorimprovements.Staffpostedandmailedanoticetoresidentswithin300feetoftheprojectcorridor.Nocommentswerereceived.3.Thatthevariancesoughtistheminimumvariancewhichwillaccomplishthedesiredpurpose.StaffAnalysis:Theworkwouldoccurover9monthson34non-consecutivenights.Theworkwouldimpactdifferentportionsofa2.71milecorridor,andwouldnotbeundulyburdensomeonanyonelocation.Mitigationmeasuresareproposedbytheapplicanttodiminishtheimpactonthesurroundingarea.Staffbelievesthattherequestistheminimumneededtoaccomplishthenecessaryreconstruction,repair,andmaintenance.4.Thatthevariancecontainssuchconditionsdeemedtobenecessarytolimittheimpactofthevarianceontheresidenceorpropertyownersimpactedbythevariance.Thevarianceapprovalmaybesubjecttoconditionsincluding,butnotlimitedto,thefollowing:a.Implementationofanoisemonitoringprogram;b.Maximumnoiselevels;c.Limitationontypesofequipmentanduseofparticularequipment;d.Limitationonback-upbeepersforequipment;e.Requireduseofnoiseshieldsorbarriers;f.Restrictionstospecifictimesanddays;g.Specificrequirementsfordocumentationofcompliancewiththenoisevarianceconditions;h.Specificrequirementsfornotificationtonearbyresidents;i.Requiredcashsecuritytopayforinspectionservicestoverifycompliance;j.RequiredaccesstotheprojectbytheCitytoverifycompliancewiththenoisevarianceconditions;k.Specificprogramtoallowfortemporaryhotelvoucherstoeffectedresidents;I.Requirementsforwrittenverificationthatallworkersunderstandthenoisevarianceconditionsfortheproject;andWSDOTNOISEVARIANCEHEXREPORT_SR900.TukwilaNCL.SR167WCPR_15-000709v.2 DDTheprojectwillincludenighttimeworkwherethezoningvariesfromresidentialandmultiresidentialcomplexaswellaslightindustrialzoningdesignation.TrafficLimitationsTheprimaryreasonforconductingnighttimeworkistoavoiddaytimetrafficcongestiononSR900/MartinLutherKingBlvd.withinthecityofRenton.Daytimefullandpartialclosuresalongthiswell-traveledrouteareexpectedtocausedisruptionintheurbancirculationaswellasincreasetraveltimesforthecitizensofRenton.Partialclosuresmayimpactcommercialandbusinesstrafficduringbusinesshoursaswellasdelaystoschoolroutesandnormalroadusers.Furthermore,datashowsthatdaytimeclosurescouldincreasetrafficaccidentsandcompromisethesafetyofworkersandthetravelingpublicwithintheconstructionzones.AttachmentIliststheproposedlaneclosuresfortheSR900highway.ConstructionEquipmentandpredictednoiseimpactsduringnighttimeoperationsTheconstructionequipmentisdescribedinTable2includedinAttachment2alongwiththeestimatednoisepredictiontonearbyreceiversapproximately50’aswellasproposedmitigationmeasurements.ProposedNighttimeNoiseMitigationWSDOTwillrequirethecontractortoadheretothefollowingnoisereductionmeasures:1.Allvehiclesshallbeequippedwithambientsensitivebackupwarningdevices.TheContractormayuseback-upobserversinlieuofback-upwarningdevicesforallequipmentexceptdumptrucksincompliancewithWACChapter296-155-610and296-155-615.TheContractorshalluseback-upobserversandback-upwarningdevicesfordumptrucksincompliancewithWACChapter296-155-610.2,Trucktailgatebangingisprohibited.Alltrucksshallbesecuredtopreventexcessivenoisefrombanging.3.AlltrucksperformingexporthaulshallhavewellmaintainedbedlinersasinspectedandapprovedbytheEngineer.4.Acopyofnoisevarianceshallbekeptontheprojectsiteatalltimes.5.Constructionandstationaryequipment,suchaslightplants,generators,compressors,andjackhammersmustutilizeWSDOTapprovednoisemitigationshields,noiseblankets,skirts,orothermeansavailableasapprovedbytheEngineerwhenfeasible;
