CityofRentonDepartmentofCommunity&EconomicDevelopmentAdministrativeVarianceReport&DecisionSCLOVERHEADCRESTON-TALBOTFIBERPROJECTVARIANCELUA15-000710,V-AReportof:Novemberl7,2015Page2of6LB.PROJECTDESCRIPTION/BACKGROUND:TheapplicantisproposingtocollocateanewfiberopticlineonexistingoverheadtransmissionstructureswithinaSCLutilityeasementratherthanunderground.TheSCLutilitycorridorislocatedwithinresidentialandcommercialzonedesignations.Theproposedall-dielectricself-supporting(ADSS)fiberopticlinewouldextendapproximately5milesintotal,betweentheCrestonNelsonsubstationinSeattletotheTalbotHillsubstationinRenton,withapproximately2.5mileswithinCityboundaries(Exhibit3).Thenewfiberopticcableisacommunicationslinethatprovidesinformationfromtheelectricalgrid,asecuritysystem,andapathwaytocontrolelectric‘traffic’flowbetweendifferentutilitiesthatusetheelectricinfrastructure.MajoroverheadcrossingsincludeBurlingtonNorthernrailroadarea,theInterstate405freeway,andstreetrights-of-way.Thenewlineisproposedatasimilarheightasotherexistingcablelinesontheoverheadstructuresatapproximately40feetandabove(Exhibit6).TheCity’sundergroundingregulations(RMC4-6-090G)requiretheinstallationofnewelectricalorcommunicationfacilitiestobeinstalledunderground.Therefore,theproposednewlineshouldbeundergrounded.TheportionoftheproposednewoverheadcablewouldbeginneartheintersectionofS130thand84thAveS(Exhibit4).ThecablewouldthentravelinasoutheasterndirectiontowardtheCityViewChurchparkinglot,northoftheintersectionofSWLangstonRdandHardieAveSW.ThecablewouldthencontinuesoutheastacrossSWSunsetBlvdandthroughtheRentonFredMeyerShoppingCenterparkinglot.ThecablewouldcontinuesoutheastacrossRainierAve5,SGradyWay,and1-405beforeturningdueeast.TheremaininglengthoflinewouldthentravelupthehillandterminateattheTalbotHillsubstation.Theproposeddesignwouldattachthecabletoexistingsteelpoleandlatticetransmissionlinestructures.Aconstructioncrewwouldaccesseachtransmissionstructuresitetoattachthecableandrequiredhardware.Theanticipatedworkareaaroundeachexistingsupportstructuresitewouldbeapproximately150radialfeetinworkareastheutilityhaspreviouslyused.Collocatingthenewcableoneachstructurerequiresspecialvehicles,equipment,andtrainedlinemen.Theproposedoverheadlinewouldcrossgeologicandothercriticalareas.WaterfeaturesundertheexistingutilitylinearethestreamclassificationsThunderHillsCreekTypeNp,RollingHillsPipedCreekTypeNp,andCulvertTypeNsalongRentonAve5,andtheFloodHazardAreaintheRentonVillageShoppingCenterarea.Geologicalfeaturesalongtheexistingutilitycorridorandunderestablishedsupporttowersaremoderateandhighlandslideareas,highandmoderatecoalmineareas,seismicarea,andsensitiveandprotectedslopes.L:EXHIBITS:Thefollowingexhibitswereenteredintotherecord:Exhibit1:StaffReport,datedNovember172015Exhibit2:LegalDescriptionofSCLEasementandAssociatedParcelsExhibit3:SitePlanExhibit4:RequestforVarianceExhibit5:ConstructionMitigationDescriptionExhibit6:PlanandProfileExhibit7:CriticalAreasMapsExhibit8:ZoningDesignationsMapVarianceReport_15-000710 CityofRentonDepartmentofCommunity&EconomicDevelopmentAdministrativeVarianceReport&DecisionSCLOVERHEADCRESTON-TALBOTFIBERPROJECTVARIANCELUA15-000710,V-AReportof:November17,2015Page3of6D.FINDINGSOFFACT(FOF):Havingreviewedthewrittenrecordinthematter,theCitynowmakesandentersthefollowing:1.Request:TheapplicanthasrequestedanadministrativevariancefromRMC4-6-090GtoinstallanewcommunicationutilitylineonexistingSCLoverheadutilitysupportstructuresforanapproximate2.5miledistancewithinCityofRentonboundariesinsteadofundergroundingtheline.2.AdministrativeVariance:Theapplicant’sadministrativevariancesubmittalmaterialscomplywiththerequirementsnecessarytoprocessavariancerequest.Theapplicant’sproposedplanandprofileareprovidedasExhibits3through6.3.ExistingLandUse:ThesubjectSCLutilityeasementcorridorisapproximately2.5mileswithinCityofRentonboundariesthatarelocatedonresidentialandnon-residentialpropertiesandpublicrights-of-way(Exhibit8).4.Zoning:Thesubject2.5milesofeasementiswithintheResidentialMulti-Family(RMF),Residential-8(R-8),Residential-lU(R-1O),CommercialArterial(CA),andCommercialOffice(CO)zonedesignations(Exhibit8).5.Topography:Theeasementcorridorvariesintopography,withrelativelyflatareasneartheRentonShoppingCenterandRainierAveScrossingtomoresteepslopedareaswherethelinecomesintoRentonfromunincorporatedKingCountyandwherethelinecrossestheInterstate405freewayandheadseasttoTalbotHill(Exhibit7).6.LotsandBuildingSize:TheproposedcablelineiswithinanSCLeasementcorridorapproximately2,640,000squarefeetinarea.Thenewlinewouldextendapproximately2.5mileswithinRentonandbecollocatedonexistingSCLtransmissionsupportstructures.E.CONSISTENCYWITHVARIANCECRITERIA:RentonMunicipalCodesection4-6-090G.2“UtilityLines—UndergroundInstallation—VarianceProcedures”liststhreecriteria(a,b,andc)thatthePlanningDirectorisaskedtoconsider,alongwithallotherrelevantinformation,inmakingadecisiononanAdministrativeVarianceapplication.Theseincludethefollowing:Undergroundrequirementsmaybewaivedbyavarianceonlyiftheutilityowner,user,oranyotheraffectedpartycandemonstrateanunduehardshipintheplacementoffacilitiesunderground.Thecriteriatodetermineifthereisanunduehardshipare:a.Thereisatechnologicaldifficultyassociatedwiththeparticularfacility,ortheparticularrealpropertyinvolved,or:Theapplicantcontendsthatpracticaldifficultiesexistinconsideringundergroundingtheproposednewutilityline.Theapplicantstatesthattoinstallthefiberopticlineundergroundwouldrequiredirectionalboringunderdeveloped/improvedpropertiesincludingparkinglots,streets,andhighways(Exhibit4).ThesestreetsandhighwaysincludeInterstate405,RainierAve5,andSWSunsetBlvd.Theapplicant’sproposeddesign(Exhibit6)istoinstallanattachmentpointontheexistingsupportstructuresandstringthecablethroughhangers.Theapplicantcontendsboring2.5milesundergroundofdevelopedpropertieswouldrequirespecializedmachinesandcouldcauseproblemsorconflictswithexistingundergroundknownandunknownutilities.VarianceReport_15-000710 CityofRentonDepartmentofCommunity&EconomicDevelopmentAdministrativeVarianceReport&DecisionSCLOVERHEADCRESTON-TALBOTFIBERPROJECTVARIANCELUA5-000710,V-AReportof:November17,2015Page4of6Staffhasreviewedtheapplicant’sresponsetoreviewcriteria“a”andconcursthatexplorationof,andboringofanewundergroundutilityrouteforasinglenewcablecouldcauseconflictswithexistingknownandunknownutilitieswithinthehighlydevelopedCityCenterarea.Additionally,thesinglelineifrequiredtobeundergrounded,wouldrequirecrossingmultiplecriticalareasincludingsteepslopesandastreamalongInterstate405(Exhibit7).b.ThecostofundergroundingsuchafacilitywhichisdeemedbytheAdministratortooutweighthegeneralwelfareconsiderationimplicitinundergroundinstallation,or:TheapplicantcontendsthattheexistinglevelofimprovementsanddevelopmentwithinRenton,wherethenewcablewouldbelocated,wouldaddsignificantcosttoundergroundingascomparedwithundergroundingwherethelandhasnotbeenimproved(Exhibit4).Thecosttoundergroundcomparedwithcollocationasproposedissignificantwhere“estimatesputitroughly8to11timesmore[cost]thantheconstructioncostforstringingitoverhead”(Exhibit4).Theapplicantstatesthatcostsrelatedtoundergroundingwouldincludecompletingasubsurfaceutilityexplorationtolocateexistingutilitiesandobstructionsalongtheroute,directionalboringoftheroute,installationoftheconduitandcable,repairsoftheborelocations,andcleanup.TheintentoftheproposalistohaveSCLdotheoverheadstringinginhousewhereundergroundingwouldrequirespecialconstructioncrewforasignificantcostincrease.Staffhasreviewedtheapplicant’sjustificationofreviewcriteria“b”andconcurswiththeiranalysis.Basedontheinformationsubmittedbytheapplicant,staffanticipatesthatanewungroundedsinglecablelinewouldmultiplycostsoftheprojectupwardsofeighttimesorgreaterthecostoftheproposedcollocationalternative.c.Thegrowthpatternoftheareahasnotbeensufficientlyestablishedtodeterminetheultimateservicerequirementsofmajorserviceroutes:TheapplicantcontendsthattheproposedcablelinewouldprovideavitaldatacommunicationlinkforSCL’scurrentandfutureneedsandfortheneedsofneighboringutilities(Exhibit4).Additionally,theapplicantstatesthattheproposal:.SupportssecurityandredundancytotheestablishedSCLtransmissionline,.Providesapathwaytoyieldusageforotherutilities,and.Providestechnologicalprogresswiththeuseoffiberopticstomaintaintheelectricalgrid.Staffhasreviewedtheapplicant’sjustificationoftoreviewcriteria“c”andalthoughtheapplicantdidnotdirectlyaddressthegrowthpatternofthearea,theapplicantdidprovideresponsethatthenewlinewouldsupporttheexistingSCLelectricgridsystemwiththetechnologicalupgrade.VarianceReport_f5-000710 EXHIBIT4September24,2015ChipVincentDepartmentofCommunity&EconomicDevelopmentAdministratorCityofRenton1055SouthGradyWayRenton,WA98057SCLOverheadCreston-TalbotFiberProjectWrittenRequestforVariancefromUndergroundingUtilityLineDearMr.Vincent,SeattleCityLight(SCL)isproposingtoinstalla5-mileinstallationofnewoverheadall-dielectricself-supporting(ADSS)fiberopticcablebetweenCrestonNelsonandTalbotHillsubstationsnearRenton,Washington.Approximately2.5milesofthenewlinearewithintheCityofRenton.TheproposedADSScablewouldbeinstalledonexistingtransmissionpowerlinestructureswithintheexistingtransmissioncorridorbetweenthetwosubstations.ThisnewADSScablewouldprovideavitaldatacommunicationlinkforSCL’scurrentandfutureneeds,alongwiththeneedsofneighboringutilities.HDREngineering,Inc.(HDR)isprovidingengineeringandpermittingservicestoSCLforthisproject.HDRstaffattendedaPre-ApplicationMeeting(PRE15-000517)withtheCityofRentononJuly23,2015.Atthismeeting,weweredirectedtoprepareawrittenrequesttotheAdministratorforavariancefromundergroundingtheproposedutilityline.Theletterservesasourwrittenrequest,andprovidesjustificationandresponsetoapplicablereviewcriteriafoundinRentonMunicipalCode(RMC)4-6-090G.2.DetailedProjectDescription:TheportionoftheproposedoverheadADSSalignmentthatwouldrunthroughtheCityofRentonwouldbeginneartheintersectionofS130thStreetand84thAvenueS.TheADSScablewouldthentravelinasoutheasterndirectiontowardtheCityViewChurchparkinglotnorthoftheintersectionofSWLangstonRoadandHardieAvenueSW.TheADSScablewouldthencontinuesoutheastacrossSWSunsetBoulevardandthroughtheRentonShoppingCenterparkinglot(addressof365RentonCenterWaySW).ThecablewouldcontinuesoutheastacrossRainierAvenue5,SGradyWay,and1-405(neartheChrysler,Hyundai,andMazdadealerships,andRoxyCinema)beforeturningdueeast.TheremainingstretchoffiberwouldthentravelupthehillandendatTalbotSubstation.ThetotallengthofoverheadfiberwithinRentonCitylimitswouldbeapproximately2.5miles.SeetheattachedmapfortheproposedalignmentoftheoverheadADSSfiberopticcable.Aesthetically,thenewcablewillbegenerallyinlinewithSCL’sexistingtransmissionlines(seeattachedPlanandProfileformoreinformation).SiteImprovements:TheprojectisbeingdesignedtoattachthenewADSScableonlytoexistingsteelpoleandsteellatticetransmissionlinestructureswithinSCL’seasement.Therefore,itisanticipatedthatnositeoraccessimprovementswouldbenecessaryandgrounddisturbancewouldbeminimal.ConstructionMethodology:AconstructioncrewwillneedaccesstoeachtransmissionstructuresiteinordertoattachtheADSScableandrequiredhardware.Retrofittingthecabletoeachstructureincludestheuseofspecialvehicles,equipment,andtrainedlinemen.Theanticipatedworkareaateachstructure1
