CityofRentonDepartmentofComity&EconomicDevelopmentAdctrativeShortPlatReport&DecisionLUNDSHORTPLATIILUA15-000859January11,2016Page6of14requiredsetbacks.Compliancewithsetbackswouldbeverifiedatthetimeofbuildingpermitreview.BuildingStandards:TheR-8zonehasamaximumbuildingcoverageof50%,amaximumimpervioussurfacecoverageof65%,andamaximumbuildingheightof2storieswithawallplateheightof24feet.StaffComment:Buildingheight,buildingcoverage,andimpervioussurfacecoverageforthenewsinglefamilyresidenceswouldbeverifiedatthetimeofbuildingpermitreview.Landscaping:TheCity’slandscaperegulations(RMC4-4-070)requirea10-footlandscapestripalongallpublicstreetfrontages.AdditionalminimumplantingstripwidthsbetweenthecurbandsidewalkareestablishedaccordingtothestreetdevelopmentstandardsofRMC4-6-060.Streettreesand,ataminimum,groundcover,aretobelocatedinthisareawhenpresent.SpacingstandardsshallbeasstipulatedbytheDepartmentofCommunityandEconomicDevelopment,providedthereshallbeaminimumofonestreettreeplantedperaddress.Anyadditionalundevelopedright-of-wayareasshallbelandscapedunlessotherwisedeterminedbytheAdministrator.Wherethereisinsufficientright-of-wayspaceornopublicfrontage,streettreesarerequiredinthefrontyardsubjecttoapprovaloftheAdministrator.AminimumoftwotreesaretobelocatedinthefrontyardpriortofinalinspectionforthenewSingleFamilyResidence.StaffComment:AConceptualLandscapePlan(Exhibit3)wassubmittedwiththepreliminaryshortplotapplicationmaterials.Thelandscapeplanwasstampedbyaprofessionalengineer,notalandscapearchitectorcertifiednurserymanasrequiredbyCompliantifRMC4-8-1200.12.Thesubmittedlandscapeplandepictsa10-footonsitelandscapeconditionofstripaswellasthreeexistingbittercherrytreescurrentlyplantedwithintheright-of-approvalisway.Thelandscapeplanindicatesthatatotalofthreeredosierdogwoodorbarberrymetshrubs,twomagnoliatrees,andKentuckybluegrasswouldbeplantedwithinthesite’s10-footonsitelandscapestrip.Inaddition,Kentuckybluegrasswouldalsobeplantedwithintheright-of-way.TheCity’slandscapingregulationsrequireamixoftrees,shrubs,andgroundcoverwithinthe10-footonsitelandscapestrip.Staffrecommends,asaconditionofapproval.thatadetailedlandscapeplanbesubmittedatthetimeofutilityconstructionpermitreviewtoincludemoretreesandshrubswithintheonsitelandscapestrip.Inaddition,thelandscapeplanshallcomplywithRMC4-8-1200.12andshallbepreparedbyalandscapearchitectorcertifiednurseryman.ThedetailedlandscapeplanshallbesubmittedtotheCurrentPlanningProjectManagerforreviewandapproval.StaffhasreceivedcommentsfromtheCity’sCommunityServicesDepartmentexpressingconcernsregardingthespeciesofexistingstreettrees.Itisrecommendedthattheexistingtreesbereplacedwithlargematuring,non-maplespecies.Specimengradeonly.Staffrecommends,asaconditionofapproval.thatthedetailedlandscapeplanincludethereplacementoftheexistingstreettreeswithlargematuring,non-maplespecies.Specimengradeonly.TreeRetention:TheCity’sadoptedTreeRetentionandLandClearingRegulationsCompliantifrequiretheretentionof30percentoftreesinaresidentialdevelopment.conditionofapprovalisSignificanttreesshallberetainedinthefollowingpriorityorder:metPriorityOne:Landmarktrees;significanttreesthatformacontinuouscanopy;significanttreesonslopesgreaterthantwentypercent(20%);SignificanttreesAdminReport CityofRentonDepartmentofComity&EconomicDevelopmentAdrjstrativeShortPlotReport&DecisionLUNDSHORTPLATIILUA15-000859January11,2016Page7of14adjacenttocriticalareasandtheirassociatedbuffers;andSignificanttreesoversixtyfeet(60’)inheightorgreaterthaneighteeninches(18”)caliper.PriorityTwo:Healthytreegroupingswhoseassociatedundergrowthcanbepreserved;othersignificantnativeevergreenordeciduoustrees;andOthersignificantnon-nativetrees.PriorityThree:Aldersandcottonwoodsshallberetainedwhenallothertreeshavebeenevaluatedforretentionandarenotabletoberetained,unlessthealdersand!orcottonwoodsareusedaspartofanapprovedenhancementprojectwithinacriticalareaoritsbuffer.Aminimumtreedensityshallbemaintainedoneachresidentiallyzonedlot.Fordetachedsinglefamilydevelopment,theminimumtreedensityistwo(2)significanttreesforeveryfivethousand(5,000)squarefeet.Thetreedensitymayconsistofexistingtrees,replacementtrees,treesrequiredpursuanttoRMC4-4-070F1,StreetFrontageLandscapingRequired,oracombination.StaffComment:Atreeretentionworksheet(Exhibit6)wassubmittedwiththeprojectapplication.Therearenoexistingtreesontheprojectsite;thereforetherearenotreesrequiredforretention.However,inordertocomplywiththeminimumtreedensityrequirements,aminimumoftwotreesarerequiredtobeplantedoneachlot.Theconceptuallandscapeplan(Exhibit3)includesonenewtreeoneachlot.Staffrecommends,asaconditionofapproval,thatthedetailedlandscapeplanincludeaminimumofoneadditionaltreeoneachlotinordertocomplywiththeCity’sminimumtreedensityrequirements.Parking:Parkingregulationsrequirethataminimumoftwoparkingspacesbeprovidedforeachdetacheddwelling.Drivewaycutsarerequiredtobeaminimumof5feetfrompropertylinesandnewdrivewaysmaybeamaximumof16feetinwidthatthepropertyline.Maximumdrivewayslopesshallnotexceedfifteenpercent(15%);provided,thatdrivewaysVexceedingeightpercent(8%)shallprovideslotteddrainsatthelowerendwithpositivedrainagedischargetorestrictrunofffromenteringthegarage/residenceorcrossinganypublicsidewalk.StaffComment:Drivewayandparkingrequirementsforthenewlotswouldbeverifiedatthetimeofbuildingpermitreview.However,thereappearstobeadequateareaavailableonsiteforcompliancewiththeparkinganddrivewayrequirements.16.DesignStandards:ResidentialDesignandOpenSpaceStandards(RMC4-2-115)areapplicableintheR8zone.TheStandardsimplementpoliciesestablishedintheLandUseElementoftheComprehensivePlan.CompliancewithSiteDesignStandardsmustbedemonstratedpriortoapprovalofthesubdivision.CompliancewithResidentialDesignStandardswouldbeverifiedpriortoissuanceofthebuildingpermitforthenewsinglefamilyhomes.Theproposalisconsistentwiththefollowingdesignstandards,unlessnotedotherwise:LotConfiguration:Oneofthefollowingisrequired:Compliance1.Lotwidthvariationof10feet(10’)minimumofoneperfour(4)abuttingnotyetstreet-frontinglots,ordemonstrated....2.Minimumoffour(4)lotsizes(minimumoffourhundred(400)grosssquarefeetsizedifference),orAdminReport
