Highlands 435 Zone Reservoir and Emergency Electrical Generator Replacement Project
Project Location
The project is located on the lot with address 3410 NE 12th Street, Renton, WA 98056 and King County
Tax ID of 0423059186. It is located in the SE quarter of Section 04 of Township 23 North, Range 05 East.
The lot size is 204,400 square feet.
Land Use Permits Required for Proposed Project
The proposed project will need a Hearing Examiner Conditional Use Permit approval, Hearing Examiner
Site Plan Review approval and a SEPA Environmental Review approval.
Zoning Designations
The property is located within the Residential Medium Density (RMD) land use designation and the
Residential 10 dwelling unit per acre (R-10) zoning classification.
Current Use of the Site and Existing Improvements
The site is currently used for public drinking water utility (City of Renton), public telecommunication
(City of Renton) and private telecommunication (Verizon, T-Mobile, Sprint and Clearwire) purposes.
Existing site improvements include the following: 750,000 gallon (750 KG) elevated water storage tank,
2.0 million gallon (2 MG) partially buried water storage tank, 1.5 million gallon (1.5 MG) partially buried
water storage tank, 3,900 gallon per minute water booster pump station, re-chlorination building, a
metal shed for a portable emergency electrical generator for the booster pump station, one slab
mounted radio cabinet and antenna (mounted on water tower) for the drinking water radio based
meter reading system, three wooden sheds for public telecommunications equipment, two antenna
towers and antenna for public telecommunications, four slab mounted telecommunications cabinets
and associated antenna (mounted on water tower) for private telecommunications, water mains and
storm drainage lines and appurtenances.
Special Site Features
Sloping berms on partially buried water storage tanks.
Soil Types and Drainage Conditions
The site soils are defined by the USDA Soil Conservation Survey as ‘Arents, Alderwood material (AmC)”
with slopes ranging from 0 to 6 percent. The erosion hazard for these soils is slight. Therefore, the site
would be classified as ‘low erosion hazard (EL)’. Borings encountered topsoil and 2 to 5 feet of loose to
medium dense silty sand at the surface, underlain by dense to very dense sand with varying amounts of
silt and gravel. The site is well drained.
Proposed Use of the Property and Scope of the Proposed Development
The proposed use of the property is for public drinking water utility (City of Renton), public
telecommunication (City of Renton) and private telecommunication (e.g., Verizon, T-Mobile, Sprint and
Clearwire) purposes.
The proposed development will consist of replacing the existing 125 KW emergency electrical generator
with a new 275 KW emergency electrical generator, including automatic start and automatic transfer
switching, load bank and 2,165 gallon fuel tank and constructing a 6.3 million gallon reinforced concrete
partially buried water storage tank. Other components of the project include: remodeling a room in the
existing re-chlorination building to house City owned radio equipment, replacing and relocating a City
owned UFH radio antenna to the top rail of the existing water tower, replacement and relocation of 8
individual electrical power meters with a new meter bank with power bus and meters and the removal
of 5 unused electrical services, construction of approximately 3,150 linear feet of 24-inch diameter
ductile iron water main from south side of the site along NE 12th Street to the intersection of NE 12th
Street and Edmonds Ave NE (replacing old 16-inch and 10-inch water mains), construction of a
stormwater detention vault with variable speed pump to pump to an on-site structure, construction of a
wet well with variable speed pump to pump to a wastewater interceptor line manhole at NE 12th and NE
Sunset Blvd (to drain water from water storage tank for maintenance and to inadvertent tank
overflows), construction of approximately 1,350 linear feet of 12-diameter ductile iron pipe from the
wet well to the interceptor, construction of miscellaneous water mains and valves, buried electrical
conduits and conductors, buried signal conduits and conductors, and stormwater conveyances on-site,
replacement and relocation of the fence and vehicle gates along the southern border of the property,
and miscellaneous landscaping, including trees planted for the purpose of screening.
Project Schedule:
Part 1 – Emergency Generator Replacement and Radio Relocation – Includes the emergency
generator replacement, remodeling for radio room, relocation of the City of Renton UFH radio
antenna equipment, power meter relocation, fence replacement and the planting of trees for
visual screening on the inside of the relocated fence along NE 12th Street. This part of the
project will go out for bids soon after a conditional use permit has been granted and
construction is expected to begin within one month of bid opening.
Part 2 – Construct Water Storage Tank - Includes all of the remaining work not included in part
one – including the 6.3 MG water storage tank, the street improvements, detention vault, utility
work, landscaping other than that along NE 12th Street, etc. Design of this part of the project is
expected to begin within two months of the granting of a conditional use permit. The design
and bid process is expected to take one year with construction beginning within two months of
receipt of an acceptable bid.
For information purposes only: This project is the first phase of a multi-phase plan for the use of the site.
The next phase will be the demolition of the existing 1.5 MG and 2 MG reservoirs after the reservoir at
the Mount Olivet site has been replaced. Other future phases include: replacement of the existing
booster pump station, replacement of the existing elevated water storage tank and the construction of
an additional partially buried water storage tank.
Access
Access to the site will remain the same – through two drive ways with vehicle gates off of NE 12th Street.
Proposed Off-Site Improvements
Two feet of the south side of property to be converted to right-of-way via dedication. Proposed street
improvements: 5 foot sidewalk, 8 foot planting strip with grass and street trees, curb and gutter with
storm drain line and drop inlets (storm line to be extended to west to tie into the existing storm
drainage system), 11 traffic lane and 5 foot bike lane. Existing utility poles to remain.

Fill and Excavation – Estimated Quantities
Area of Site: 204,400 SF. Area of work: 110,000 SF. Import volume: 3,000 CY (5,700 tons). Export
volume: 20,000 CY (38,000 tons). Import source: to be determined by construction contractor.
Description of Tree Removal
Approximately 99 trees of 116 trees will be removed. Additionally approximately 73,800 SF of grass turf
will be removed for construction of the water storage tank and access road during Part 2 of the project.

Explanation of Land to be Dedicated to the City of Renton
The City of Renton, owner of the property, may need to dedicate to itself two feet of the southern edge
of the property for the purpose of right-of-way along the northern edge of the right-of-way for NE 12th
Street. This would occur if the code modification request is not approved.
Job Shack
The will be a portable building / trailer for a temporary field office for the construction contractor
located on the property
