n•1CityofRentonDepartmentofCommunity&I±LnomicDevelopmentEnvironmentalReviewCommitteeReportHIGHLANDSRESERVOIR&EMERGENCYGENERATORLUA15-000864,EDF,CU-H,SA-H,MODReportofJanuary25,2015Page4of5TheearthworkwithintheNE12thscorridorconsistsofthestreetimprovementsalongthe3410NE12thpropertyandundergroundinstallationofnewandreplacementpipes.Anewconnectiontothecitysewersystemisproposed.Anew12-inchpipewouldconnectawetwellatthereservoirfacilitytoamanholeinSunsetBlvdNEandwouldbeapproximately1,350feetinlength(Exhibit12).ThesubjectproposalalsoincludesreplacementofwatermainsinNE12thwithapproximately3,150linearfootlengthof24-inchdiameterductileironwatermain(Exhibit12).ThesubmittedGeotechnicalReportprovidesrecommendationsregardingsitepreparation,excavations,permanentslopes,foundationconsiderations,floorslabsupport,subgradewalls,andhydrostaticuplift.StaffrecommendsthattheapplicantcomplywiththerecommendationsasoutlinedinthesubmittedTechnicalMemorandumReviewofExistingGeologic,Hydrogeologic,andGeotechnicalInformation,preparedbyRH2Engineeringlnc,datedDecember19,2014andGeotechnicalReport,preparedbyZZATerracon,datedJanuary19,2009(Exhibit8).MitigationMeasure:1.TheapplicantshallcomplywiththerecommendationsincludedinTechnicalMemorandumReviewofExistingGeologic,Hydrogeologic,andGeotechnicalInformation,preparedbyRH2Engineeringlnc,datedDecember19,2014andGeotechnicalReport,preparedbyZZA-Terracon,datedJanuary19,2009(Exhibit8).Nexus:SEPAEnvironmentalRegulations,RMC4-4-060Grading,ExcavationandMiningRegulations.2.Watera.AquiferProtectionAreaImpacts:TheprojectislocatedwithintheCityofRentonWellheadProtectionZone2area(Exhibit11).Approximately3,000cubicyardsoffillwouldbebroughttothereservoirsiteandfillisalsoanticipatedwiththeassociatedNE12thcorridorimprovements.TheoverallpurposeoftheaquiferprotectionregulationsistoprotectaquifersusedaspotablewatersupplysourcesbytheCityfromcontaminationbyhazardousmaterials.Someusesarerestrictedthatstore,handle,treat,use,orproducesubstancesthatposeahazardtogroundwaterquality.Sincefillisproposedforprojectdevelopment,afillsourcestatementwouldberequiredtobesubmittedtotheCitytoensurecleanfillisused.Thefillsourcestatementshallbesubmittedwiththeconstructionpermitapplication.ImpactstotheWellheadProtectionAreaarenotanticipatedasaresultofthesubjectproject.MitigationMeasures:Nofurthermitigationrequired.Nexus:Notapplicable.b.StormWaterImpacts:ATechnicalInformationReport(TIR),preparedbyRH2EngineeringInc,datedNovember2015,wassubmittedwiththeprojectapplication(Exhibit7).ThesubmittedTIRaddressesconstructionofthesubjectnewstoragetankandincludesplanninginformationforfuturephasesofthewaterutilitysystemexpansion.Theproposeddevelopmentwouldcreatestormwaterrunofffromthesitedevelopmentat3410NE12thfortheproposedwaterstoragetank,generatorshelter,fuelstoragetankandloadbank,andaccessroad.Theexistingimpervioussurfacecoverageofthe3410NE12thpropertyisapproximately33percent.Followingdevelopmentofthenewwatertankandassociatedimprovements,thepropertywouldhaveanapproximate69percentimpervioussurfacecoverage(Exhibit4,page7).Newimpervioussurfaceswouldbecollectedandconveyedtotheproposedon-sitestormwaterdetentionvaultsandthenbereleased(Exhibit12).Waterfromwithinthenew6.3gallonstoragetankwouldbereleasedaspartofmaintenanceandinemergencysituations.Thenewwastewater/sewerinterceptorpipeinNE12thswouldbeusedfordrainingwaterfromthenewwaterstoragetank(Exhibit4,page9).ThisuseoftheinterceptorisanticipatedtoERCReport15-000864
