NOTICE OF APPLICATION AND PROPOSED DETERMINATION OF
NON-SIGNIFICANCE-MITIGATED (DNS-M)
A Master Application has been filed and accepted with the Department of Community & Economic Development
(CED) – Planning Division of the City of Renton. The following briefly describes the application and the necessary
Public Approvals.

PROJECT NAME: Runway Blast Wall Replacement Project and 820 Building Demolition Project
PROJECT DESCRIPTION: Applicant proposes to demolish the existing 30,000 sf 820 Building and an
existing 22-foot high blast wall at the Renton Municipal Airport. The project area is located north of W Perimeter Rd and
is generally northeast of the intersection of Airport Way and Rainier Ave N. The 820 Building is located at 820 W
Perimeter Rd, south of the entrance to the airport from Rainier Ave N (APN 0723059007). The demolition would result
in the removal of approximately 800 cy of concrete, asphalt, and native base/foundation bedding rock. Grading would
occur following demolition and would result in filling the site at-grade with approx. 1,400 tons of WSDOT crushed
surfacing base course.
The existing 22-foot high blast wall is located at the south end of the airport (616 W Perimeter Road, APN 0723059007).
Regrading of the infield and grass areas would be required for the project. In addition, limited grading would occur
within the blast pad pavement to provide positive drainage while lowering the end of the existing grade adjacent to the
new blast wall in order to ensure that the new blast wall is below the Future Non-Precision Approach Surface. A new
blast wall, approximately 12.75 feet in height would be constructed in the vicinity of the new wall. Approximately 500
cubic yards of fill would be needed for the project, and would be provided from approved borrow sources.
The site is zoned IM, and is located within the 500-year flood hazard area. There is a landslide hazard area south of the
existing blast wall and a seismic area in the vicinity.
PROJECT LOCATION: 616 & 820 West Perimeter Road
OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has
determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as
permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS-
M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single comment
period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance-
Mitigated (DNS-M). A 14-day appeal period will follow the issuance of the DNS-M.
