Removal of an existing concrete patio, along the eastern façade of the Super Supplements retail store. The striping of the five diagonal stalls immediately adjacent to the structure along with new landscaping to frame the new parking stalls. b. Striping of 8 diagonal parking stalls immediately abutting Rainier Ave S adjacent to the existing restaurant building. c. Removal of the five most southerly stalls abutting the eastern façade of the restaurant building. d. Striping of the three new stalls south of the restaurant building Analysis of Request The following table contains an analysis of the criteria outlined in RMC 4-9-200I: Criteria Criteria Met The adjustment does not involve more than a ten percent (10%) increase in area or scale of the development in the approved site plan; or X The adjustment does not have a significantly greater impact on the environment and facilities than the approved plan; or Partially Met City of Renton Department of Community and Economic Development Administrative Modification Request Report & Decision SS RETAIL PARKING REDESIGN LUA14-000385, MOD Report of April 8, 2014 Page 2 of 3 Modification Report Staff Comment: Per RMC 4-4-080F.9.d the width of the drive aisle width is required to be 20-feet for 45° head-in parking using a two way circulation pattern. The proposal for the removal of the 90° head in parking stalls along the eastern façade of the restaurant would provide sufficient area for 7 of the 8 proposed diagonal parking stalls along Rainier Ave S if striped with “no parking” signage. However, the most southerly stall proposed along the eastern boundary of the site would not have adequate area to back out irrespective of “no parking” signage. Therefore, staff recommends as a condition of approval the applicant be required to submit a revised site plan depicting: “no parking” striping and signage in place of the removed 90° head in parking stalls depicted on Exhibit A and the removal of the southerly most diagonal stall along Rainier Ave S. The revised site plan shall be submitted to, and approved by, the Current Planning Project Manager, prior to building permit approval. Per RMC 4-4-070 landscaping shall be dispersed throughout the parking area and shall include a mixture of trees, shrubs, and groundcover. The submittal includes a depiction of new landscaping, along the eastern façade of the Super Supplement retail building, consistent with existing landscaping. However, a landscape plan was not provided with the submittal. Additionally there appears to be an opportunity to provide landscaping in the area formerly used for 90° head in parking stalls (approximately 12-feet in width). Therefore, staff recommends the applicant submit a detailed landscaping plan depicting the following: approximate type and location of existing vegetation, proposed planting schedule, and an increase in the landscape island abutting the restaurant according to Exhibit A. Landscaping may include hardscape such as rock outcroppings, fountains, or plant containers. The landscape plan shall be submitted to, and approved by, the Current Planning Project Manager prior to building permit approval. The adjustment does not change the boundaries of the originally approved plan. X DECISION The proposal satisfies 3 of the 3 criteria listed in RMC 4-9-200I. Therefore, the Super Supplements Retail Parking Redesign Site Plan modification, Project Number LUA14-000385, MOD (as shown in Exhibit 1), is approved and subject to the following conditions of approval: 1. Prior to Building Permit approval, 3 full size copies and an 8 ½ x 11 inch reduction of a revised site plan shall be submitted to the Current Planning project manager. 2. The applicant shall be required to submit a revised site plan depicting: “no parking” striping and signage in place of existing 90° head in parking stalls along the eastern façade of the restaurant and the removal of the southerly most diagonal stall along City of Renton Department of Community and Economic Development Administrative Modification Request Report & Decision SS RETAIL PARKING REDESIGN LUA14-000385, MOD Report of April 8, 2014 Page 3 of 3 Modification Report Rainier Ave S. The revised site plan shall be submitted to, and approved by, the Current Planning Project Manager, prior to building permit approval. 3. The applicant shall submit a detailed landscaping plan depicting the following: approximate type and location of existing vegetation, proposed planting schedule, and an increase in the landscape island abutting the restaurant according to Exhibit A.
