The hearing that you requested to contest the validity of both Code Compliance Violation
Findings dated March 23, 2017, as referenced above has been scheduled for Tuesdav,
May 9, 2017, on the 10:00 a.m. docket. The hearing will take place in the Council Chambers on
the seventh floor of Renton City Hall. The address is 1055 S Grady Way in Renton. Please note
that more than one hearing will be held starting promptly at 10:00 a.m. If your case is called

Corrective Action: ft has 6een reported that an addition to the patio cover has recentfy been constructed.
In this regard, immediately stop construction and apply for a building permit within 25 calendar days of the
date of this notice.
Respond to a(I plan review comments within 15 calendar days of request.Obtain the building permit within 15
calendar days of permit approvaf.
Call for inspection within 15 calendar days of permit issuance.Respond to all correction notices within 15
calendar days of notice and call for re-inspection.
Obtain additional permits as needed.

No Building Permit
October 20, 2016: After receiving a complaint on our code compliance hot line
regarding concerns about a new patio cover extension without permits, I drove out to
the property and took photos of what I could see from the fronting street.
A Warning of Violation, CODE16-000700, was issued to the property owner, Donna
Maytum at the address provided by the King County Tax Assessors address of record, for
violating the International Residential Code, as adopted by the City of Renton. An
addition had been constructed onto the patio cover without obtaining a permit. The
compliance date was November 4, 2016.
November 3, 2016: A site visit with the Donna Maytum verified that the patio cover was
enlarged without a permit and that it didn't meet the minimum provisions of the
Building Code. Donna agreed to have a representative go to City Hall and discuss the
requirements for obtaining a building permit. I agreed to allow until November 22, 2016
for permit submittal.
November 23,2016:A records search showed that the City had not received a permit
application for the work performed at the violation address, as agreed too. The
Warning of Violation #2 was mailed out via USPS Tracking. USPS Tracking verified
delivery of the Warning of Violation #2 on December 1, 2016 at 4:50 pm. The new
comply by date was December 9, 2016
December 9, 2016 Activity Report Entry: I called Linda and asked her what was going
on, as she had not submitted an application for the patio cover. She said that she
wasn't going to get a permit until she had a chance to talk to my boss. I gave her Craig's
number. She continued to talk about how she didn't think it was fair because it's been 3
years since the roof was build and there should be a limitation on how far back we can
go on permit enforcement. I told her there was no maximum time or statute of
limitations. She went on to say that this is a vendetta from her neighbor who she sued
in regards to a property line dispute 4 years ago. I told her that I don't care and I have
no choice but to enforce our codes regardless of the past history between neighbors. I

told her I wouid extend the WV-2 for 1 week to allow her time to talk to Craig, and at
that point I expect her to cail me with a timeline for submittal of a permit application.
December 19,2016 Activity Report Entry: I received a yellow envelope this morning
dated 12-16-16. Inside is a copy of a {etter to Rick Lee regarding plans and sketches she
is subrnitting for review. Also enclosed is a copy of a building permit application and a
personal check made out to the city of Renton. I talked with the permit techs this
morning and as of that time, they had not seen any application for the property. I will
check in again tomorrow, as maybe it is in transit?See the documents in the document
attachments.
January 24, 2017 Activity Report Entry: I sent an email to Qonna requesting an update
on her progress regarding the building permit submittal.
January 31, 2017 Activity Report Entry: From Permit Tech Adrian Alexander to Donna
Maytum:
Mrs. Maytum,
We have received your application for review. However, we cannot route it until we
received payment in person. The Plan Review fee is $130.00. Once received we can
route your plan for review. During review, if we need you to change something or we
need additional information, we will email you a list of things we need. You then would
re-submit the documents needed and they would go back through review. Once the
permit is approved we will ask that you come down and pick up the approved permit
and pay the balance. Afte�you get the permit, you call us out to insect the patio's
construction.

February 13, 2017 Activity Report Entry: Donna Maytum submitted a building permit
application and plans along with the fees. It is currently being routed for review.

March 1, 2017 Activity Report Entry: A records search showed that the building plans
have been approved. There were comments by the Planning Department regarding the
site plan that need to be addressed. I will extend an additional 2 weeks and check the
status again.
March 15, 2017 Activity Report Entry: I mailed the following email to Donna Maytum:
Hi Donna,
It's that time again where I am required to update my code case. I checked into the
status of your permit and it appears;that the building plans have been approved, and
the city is waiting on a revised site plan for review and approval. I have attached a copy

of the review comments by Mona Davis. Mona is very helpfu) and nice, I'm sure if you
have any questions she would be more than happy to clarify anything on the review.
If you can please shoot an email back with what you think your timeline will be for
submitting the revised site plan, I would really appreciate it.

March 23, 2017 Activity Report Entry: Due to lack of response from the violator, Donna
Maytum, and after discussing it with my lead, Donna Locher, It has been determined
that a Finding of Violation must be issued.
March 23, 2017:A Finding of Violation#1 with a $100 fee was issued for violating the
International Residential Code, as adopted by the City of Renton. The Finding was
mailed out via USPS Certified Return Card. USPS Tracking and Signed Return Card
verified delivery of the Warning of Violation #2 on March 25, 2017 at 3:23 pm.

No Building Permit
October 20, 2016: After receiving a complaint on our code compliance hot line
regarding concerns about a new patio cover extension without permits, I drove out to
the property and took photos of what I could see from the fronting street.
A Warning of Violation, CODE16-000700, was issued to the property owner, Dcinna
Maytum at the address provided by the King County Tax Assessors address of record, for
violating the International Residential Code, as adopted by the City of Renton. An
addition had been constructed onto the patio cover without obtaining a permit. The
compliance date was November 4, 2016.
November 3, 2016: A site visit with the Donna Maytum verified that the patio cover was
enlarged without a permit and that it didn't meet the minimum provisions of the
Building Code. Donna agreed to have a representative go to City Hall and discuss the
requirements for obtaining a building permit. I agreed to allow until November 22, 2016
for permit submittal.
November 23, 2016:A records search showed that the City had not received a permit
application for the work performed at the violation address, as agreed too. The
Warning of Violation #2 was mailed out via USPS Tracking. USPS Tracking verified
delivery of the Warning of Violation #2 on December 1, 2016 at 4:50 pm. The new
comply by date was December 9, 2016
December 9, 2016 Activity Report Entry: I called Linda and asked her what was going
on, as she had not submitted an application for the patio cover. She said that she
wasn't going to get a permit until she had a chance to talk to my boss. I gave her Craig's
number. She continued to talk about how she didn't think it was fair because it's been 3
years since the roof was build and there should be a limitation on how far back wve can
go on permit enforcement. I told her there was no maximum time or statute of
limitations. She went on to say that this is a vendetta from her neighbor who she sued
in regards to a property line dispute 4 years ago. I told her that I don't care and I have
no choice but to enforce our codes regardless of the past history between neighbors. I

told her I would extend the WV-2 for 1 week to allow her time to talk to Craig, and at
that point I expect her to ca11 me with a timeline for submittal of a permit application.
December 19,2016 Activity Report Entry: I received a yellow enveiope this morning
dated 12-16-16. Inside is a capy of a letter to Rick Lee regarding plans and sketches she
is submitting for review. Also enclosed is a copy of a building permit application and a
personal check made out to the city of Renton. I talked with the permit techs this
morning and as of that time,they had not seen any application for the property. I will
check in again tomorrow, as maybe it is in transit?See the documents in the document
attachments.
January 24, 2017 Activity Report Entry: I sent an email to Donna requesting an update
on her progress regarding the building permit submittal.
January 31, 2017 Activity Report Entry: From Permit Tech Adrian Alexander to Donna

Mrs. Maytum,
We have received your application for review. However, we cannot route it until we
received payment in person. The Plan Review fee is $130.00. Once received we can
route your plan for review. During review, if we need you to change something or we
need additional information, we will email you a list of things we need. You then woutd
re-submit the documents needed and they would go back through review. Once the
permit is approved we will ask that you come down and pick up the approved permit
and pay the balance. After you get the permit, you call us out to insect the patio's
construction.

site plan that need to be addressed. I will extend an additional 2 weeks and check the

It's that time again where I am required to update my code case. I checked into the
status of your permit and it appears that the building plans have been approved, and
the city is waiting on a revised site plan for review and approval. I have attached a copy

have any questions she would be more than happy to clarify anything on the review.

morning dated 12-16-16. Inside is a copy of a
letter to Rick Lee regarding plans and sketches
she is submitting for review. Also enclosed is
a copy of a building permit application and a
personal check made out to the city of Renton.
I talked with the permit tech's this moming and
as of that time,they had not seen any
apptication for the property. i will check in
again tomorrow,as maybe it is in transit?See
the documents in the document attachments.

However,we c;annot route it until we received
payment in person. The Plan Review fea is S1
30.60. Once received we can route your plan
for review. Du!ring review,if we need you to
change something or we need additional
information,w�will email you a list of things
we need. You then wauid re-submit the
documents needed and they would go back
through review. Once the permit is approved
we will ask that you come down and pick up
the approved permit and pay the balance.
After you get the permit,you call us out to
insect the patio's construction.
