The purpose of this letter is to inform you that a Neighborhood Meeting is scheduled to review
and solicit public input for the Chambers-Bagnell Preliminary Plat by Conner Homes. As an
affected property owner within 300 feet, you are invited to attend this meeting to learn more about

Meeting Summary:
Alex Morganroth, City of Renton planner, introduced the project and explained the
purpose of the meeting as an initial opportunity for comment on the conceptual site plan.
An additional opportunity for public comment will occur after the applicant formally
applies for a preliminary plat and letters inviting comment are mailed to households
within 300 feet of the proposed development. After the preliminary plat is reviewed by
city staff, city staff will submit a report to the Hearing Examiner, who will ultimately
review the proposed land action. Finally, public comment can also be submitted at the
Hearing Examiner review.
Aron Golden, developer with Conner Homes, introduced Conner Homes as one of the
oldest, privately held home builders in the Puget Sound region. The founder of Conner
Homes, Charlie Conner, lives in Renton and Conner Homes is excited to be building
homes in housing-constrained Puget Sound.
It was discussed that a plat project by a different developer was recently completed east
of this proposed development and attendees felt that the previous plat process was not
transparent and involved late changes driven by the City. Attendees also voiced concerns
about coordination between the City of Renton and King County during review. Alex
Morganroth advised attendees to submit comments at this meeting and during other
review periods inviting public comment.
Kyle Carrick presented the proposed conceptual plan and plat layout. Attendees
responded to the proposal with multiple comments. Overall, comments focused on three
main areas: traffic, offsite drainage, and neighborhood connectivity.
Several attendees expressed concern for increased traffic volumes and vehicle speeds on
stretches of 156th Ave SE located two blocks east of the proposed development. Street
racing and high speeds were mentioned multiple times, and attendees requested greater
speed enforcement and mitigation measures from the City. Alex Morganroth mentioned
that traffic concerns on 156th are separate from this development, but speed bumps, curb
bulbs, and speed radar are typical calming measures considered by city traffic engineers
in addition to intersection controls such as stop signs and traffic signals.
Regarding offsite drainage infrastructure, attendees living to the southeast of the
proposed development along 154th Ave SE discussed how the recently completed plat
modified downstream drainage patterns. Attendees expressed that the primary
conveyance ditch on the east side of the street is undersized for the recent plat to the east
and that the recent plat’s pond has lowered the existing ditch. Attendees noted that the
ditch occasionally overtops the road, which is not actively maintained by King County.
Alex Morganroth responded by noting that he will work with city reviewers to have the
development to comply with City of Renton drainage standards and will seek to
coordinate with King County to bring existing drainage concerns to their attention.
Lastly, neighborhood connectivity was brought up with attendees concerned about
additional vehicles using the proposed east-west road to travel between 152nd Ave SE and
156th Ave SE. Attendees favored maintaining limited access to the southeast and noted
that the recent plat to the east worked with the City to gate access south to 154th Ave SE.
However, despite gates, some vehicles have still managed to cut through. Attendees also
discussed maintaining sidewalk connectivity along the proposed east-west road. City
preapplication notes and the conceptual site plan both show the southern sidewalk along
the proposed east-west road ending at City limits. Alex Morganroth noted the City is
aware of coordination needs between the City and King County but noted that the City
can only enforce improvements within City limits.
Additional comments raised by attendees included matching existing lighting and
frontage standards of the recent plat to the east, limiting glare from new (and existing)
street lights, relocating the City of Renton sewer main running through the proposed
development, and the proximity of the proposed storm tract to the existing storm tract to
the recent plat to the east. Attendees also invited both the developer and City to tour the
area with them in the near future.
