RESOLUTIONNO.4465WHEREAS,HB1329providesthatifalocal,state,orfederalagencyhasdeclaredanemergencyandthepublicagencydeterminesthatameetingcan’tbesafelymadeopentothepublicinperson,themeetingmaybefullyremotewithacost-freeoptiontoattendthemeetinginrealtime,eitherbytelephoneoranotherreadilyavailablealternative;andWHEREAS,theCOVID-19pandemiccontinuestoposeriskstopublichealthandsafety,andtheGovernorhasnotliftedProclamation20-28;andWHEREAS,CityHallhasnotyetfullyreopenedtothepublic,andtheCity’scouncilchambersareundergoingrenovationsthat,whencomplete,willbetterenabletheCitytoconductCouncilmeetingsinpersonandopentothepublicwhilecontinuingtoprovidethepublicwithenhancedremoteviewingopportunities;andWHEREAS,duetoongoingrenovationsoftheCity’scouncilchambers,Councilandotherpublicmeetingscannotyetbesafelyorpracticallyfullyopenedtothepublicinpersonandtheregularmeetinglocationforwhichthepublicmayattendmeetingsshouldremainvirtualatleastuntilrenovationsarecompleteandmeetingscanbereliablyandsafelyopenedtoallwhowishtoattend;andWHEREAS,priortorenovationsbeingcomplete,theCityhaslimitedspaceandresourcestoaccommodateCouncilmembersandsomeCitystaffwhowishtoattendthevirtuallybroadcastmeetingsphysicallyatCityHall;andWHEREAS,astheCitycompletesrenovationsandcontinuesitstransitionofopeningmoreofCityHalltothepublic,theCitymaybeabletosafelyaccommodatesomemembersofthepublictoattendvirtuallyheldmeetingsatCityfacilitiesbeforeitissafetofullyreturntheregularlocationofsuchmeetingsfromvirtualbacktoaphysicallocation;and2 RESOLUTIONNO.4465WHEREAS,pursuanttotheongoingthreatCOVID-19poses,accesstoCityHallremainslimitedtothepublicnecessitatinghybridelectronicandin-personCityCouncilmeetings,publichearings,CouncilCommitteemeetings,boardsandcommissionsmeetings,andhearingexaminerhearings;NOW,THEREFORE,THECITYCOUNCILOFTHECITYOFRENTON,WASHINGTON,DORESOLVEASFOLLOWS:SECTIONI.TheCityCouncilAuthorizesRemoteMeetingsandHearings.A.PursuanttoSection4.1ofCouncilPolicy800-02,theCouncilestablishesthe“otherlocation”forregularbusinessmeetingsoftheCityCouncilwherethepubliccanattendmeetingsasthefollowingphonenumberandmeetingidentificationnumber:1-253-215-8782andenter84938072917andthenenterthepasscode156708.Inadditiontosuchlocation,theCitywillpublishadditionalmeansofviewingandlisteningtothemeetingsinthemeetingagendas,whichmeansmayincludevideoteleconferencesand/orinternetstreaming.TotheextentCitystaffdeterminesphysicalattendancebythepublicatmeetingscanbesafelyandpracticallyaccommodatedincompliancewithapplicableregulations,theCitymayalsopublishtheavailabilityofphysicallocationsatwhichthepublicmayattendvirtuallyheldmeetings.Theprovisionofsuchalternativemeansofattendingvirtualmeetingsshallnotservetochangetheofficialmeetinglocationfromthevirtuallocationidentifiedherein.Staffmaylimitthenumberofattendeesatanyalternativephysicallocationasdeemedprudentornecessary.Suchlimitsshouldbeclearlycommunicatedinanynoticeannouncingtheavailabilityofthephysicallocationtoattendvirtualmeetings.3
