Capital Projects Manager

City of Renton

Renton, WA 98057
Subject: Fee Proposal for City of Renton Senior Center Bocce Court Improvement
Permitting
Dear Mr. Wyatt:
WSP USA is pleased to provide the following proposal to provide professional
environmental permitting services to the City of Renton (City, i.e. project proponent). This
proposal is for the City of Renton Senior Center Bocce Court Improvement Permitting Project
(Project) located along the Cedar River in Renton, Washington. Proposed improvements include
the removal and replacement of existing shrubs, new concrete pads for benches, the addition of a
corn hole court and metal tennis table, replacement of current benches, pour-in-place rubberized
surfacing, a pour-in-place checkerboard, and improvements to make the court flush with existing
concrete pavement.
SCOPE OF WORK
Task 1. Project Management
WSP will manage the project budget, track the current project status, address unresolved issues,
and coordinate invoicing. Invoices will be prepared in conformance with the billing rates and
classifications approved in the contract. Included on all invoices will be amount invoiced to date,
period invoice, balance remaining on the invoice, and description of services invoiced.
Task Deliverables
Monthly invoices and progress reports
Task 2 – Shoreline Substantial Development Permit
WSP will prepare and submit a Shoreline Substantial Development Permit (SSDP) package and
Land Use Permit application on behalf of the City for the Project. The SSDP review will be a
Type II administrative review process that could be completed in an estimated timeframe of six
to eight weeks. The application fee for a Shoreline Substantial Development Permit is $2,835, to
be paid by the City.
Mr. Alan J. Wyatt
15 March 2022
Page 2
According to City of Renton (COR) Maps, a portion of the bocce court is located within the 100-
year flood plain of the Cedar River, therefore a flood hazard study would be required to be
submitted with the application to demonstrate that the proposed improvements would comply
with the compensatory storage requirements for the floodplain. As part of the SSDP package,
WSP will address the Flood Hazard Data requirement by providing a plan that shows the
location of the floodplain and a memorandum that concludes that the work within the floodplain
would not reduce the storage volume of the floodplain and require compensatory storage.
Task deliverables
Draft and Final SSDP Package which includes all items listed below as both Draft and
Final versions:
o Land Use Permit Master Application Form
o Project Narrative
o Environmental Checklist
o Affidavit of Installation of Public Information Sign(s)
o Plans
Neighborhood Detail Map
Landscape Plan
Site Plan
Vegetation Replanting Plan
o Flood Hazard Data
o Biological Assessment
o Letter of Understanding Geologic Risk
o Drainage Review (Simplified Erosion Control Plan)
Assumptions
An informal pre-application meeting will be held with the COR to determine the SSDP
submittal requirements that will be waived for the Project.
o The table below summarizes the items from the Submittal Requirements for the
Shoreline Substantial Development Permit1 that we assume will be waived:

The City will pay the $2,835 application fee.
The City will provide the Plat Certificate or Title Report as required by the Submittal
Requirements for the Shoreline Substantial Development Permit.
The City will provide all project design plans and drawings in CAD format.
A simplified Vegetation Replanting Plan will be developed. This plan will identify
hatched areas for revegetation and a suggested plant mix. Specific planting plans,
including irrigation design, are not included. Any vegetation planted as part of this
project will be maintained by the Senior Center as part of the landscaping program. No
additional monitoring or maintenance of vegetation is required.
The drainage review can be fulfilled by a standard construction temporary erosion and
sediment control plan.
Mr. Alan J. Wyatt
15 March 2022
Page 4
City comments on all documents will be limited to one round of review.
The project footprint is located within previously disturbed areas at the Senior Center.
Proposed project activities will not require compensatory mitigation.
Tribal coordination will not be required.
There are no in-water project elements that are anticipated. Therefore, a No Effect Letter
will be prepared to complete the Biological Assessment required by the City.
The City of Renton can provide the geotechnical report for the SSDP Checklist, if
required.
A site visit will not be required.
SCHEDULE
WSP will submit the final application package to COR within 10 weeks of NTP. The COR
typically takes six to eight weeks to review an SSDP package and issue a permit. The schedule
leading up to application submittal is as follows:
We propose to hold the informal pre-application meeting within two weeks of notice to
proceed (NTP).
We will complete the Draft SSDP Package within six weeks of NTP and the City will
have two weeks’ time to review the draft package.
WSP will complete the final SSDP package within two weeks of receiving City
comments on the Draft.
FEE
We propose to perform this work on a time-and-materials basis for a maximum fee of $22,356
(Twenty-Two Thousand Three Hundred and Fifty Six Dollars). We will not exceed this fee
without your approval. Our summary of fees is included as Attachment A.
CLOSING
We appreciate the opportunity to continue providing permitting services to the City. Please call
Grace Roberts at (253) 320-6624 (mobile) or email her at grace.roberts@wsp.com should you
have any questions regarding this fee proposal
