There are a lot of moving pieces on this project so want to ensure that construction can commence in a timely fashion while at the same time addressing many of the outstanding issues that still remain. 1. Issuance of Limited Civil Construction Permit – The permit will be limited to onsite work outside of the wetlands and wetland buffers. Offsite work such as signals, beacons, sidewalks and frontage improvements will not be included in this approval. The water tie-ins are covered under a separate water connection permit: Ongoing. City is preparing approved plan set and redline revisions for frontage etc. The approved plans will be provided prior to the pre-construction meeting. 2. Execution of the Springbrook Creek Wetlands Bank Agreement between the Renton School District and the City: Deferred. The limited approval will not allow for any work within the wetlands or wetland buffers until execution of the agreement and written communication from the project Planner Alex Morganroth indicating that the work can commence. Additionally, the wetland buffers shall be fenced off in the field with highly visible orange construction fencing or similar method to ensure that no encroachments occur. 3. Issuance of Corp Permit for filling of wetland: Deferred following completion of Springbrook Creek Wetlands Bank Agreement. 4. Execution of the Water Service Transfer Agreement with Water District 90: Deferred. District 90 main through the site will need to be protected and not impacted until execution of the agreement and transfer of the services occurs. Any impact to the main will require written approval from WD90 and the City water departments. 5. Updated bond quantity worksheet based on final engineering design: This will be used to calculated final review and inspection fees. Provide Written Summary of the Conditions of Approval Are Being Met: Provide. Planning department may have additional requirements based on the land-use conditions of approval as well. 8. DOE NPDES Construction Stormwater General Permit: Complete. City has on file. 9. Authorization of special billing: Provide an email with the name, address and phone number of who will be the special billing contact/who pays the bills. This includes any overtime inspections, if we need 3rd party consultants, use of City vehicles to sweep roads near the site etc. 10. Deeds of Dedication and REETA forms: Provide draft deeds and REETA’s prior to the preconstruction meeting. If dedications will occur on another instrument please indicate so and when that instrument will be provided. 11. Business licenses for the contractor and subs: Provide. 12. Insurance certificates: Received and on file. 13. Public Agency Agreement for Performance: Attached is a draft of the Public Agency Agreement for Performance. This instrument is used in lieu of performance bonds or financial securities. Please review at your earliest convenience and let me know if this can be approved administratively from the District’s end or needs to go to the board. Since the public improvements will be deferred until the full civil permit issuance, we may not need this before the initial precon meeting. 14. Access and utility easements: Provide draft easements prior to the pre-construction meeting. Final easements will need to be recorded prior to occupancy. 15. Stormwater covenants: Provide draft covenants and maintenance agreements prior to pre-construction meeting. Final covenants will need to be recorded prior to occupancy) 16. Lot Combination: Deferred. The lot combination will need to occur prior to occupancy. Please provide the documentation for City review at your earliest convenience. 17.
