permitwillbeapplicableandthefeesarepayablepriortoissuanceoftheconstructionpermit.4.AConstructionStormwaterGeneralPermitfromDepartmentofEcologyisrequiredfortheprojectsincetheclearingandgradingexceedingoneacre.5.SystemDevelopmentCharge(SOC)feeisrequiredatthetimeofissuanceoftheutilityconstructionpermit.Thecurrentfeeis$1350persinglefamilyhouse.TheSDCfeethatiscurrentatthetimeofutilityconstructionpermitwillbeapplicableontheproject.PLAN-PlanningReview-LandUseVersion1IOctober19,2015EngineeringReviewCommentsContactRohiniNair4254307298jrnair@rentonwagayTRANSPORTATION/STREET1.Paymentoftransportationimpactfeeisapplicableonthesinglefamilyhouses.Thecurrenttransportationimpactfeerateis$2,214.44pernewlot.Thetransportationimpactfeethatiscurrentatthetimeofbuildingpermitwillbelevied.Paymentofthetransportationimpactfeeisdueatthetimeofissuanceofthesinglefamilybuildingpermits.2.SEPetrovitskyRdisaprincipalArterialwithexistingRightofway(ROW)widthof72feet,with42feethalfstreetROWwidthonthesitefrontage.TheRMC46060requiredROWwidthonthe5laneprincipalarterialis103feet,with66feetpavedwidth,0.5feetwidecurbs,8feetwidelandscapedplanters,and8feetwidesidewalks,.AsperinformationfromTransportationsection,thereareplansforaseparatedpedestrianandbikepathonthenorthsideofSEPetrovitskyRoad,whichwillnotrequirebikelanepavedwidthonthesouthsideofSEPetrovitskyRoad.Therefore,staffcansupporta28feethalfstreetpavedwidthalongwith0.5feetwidecurb,8feetwidelandscapedplanter,8feetwidesidewalk,and1footclearwidthbackofthesidewalk,whichwillrequireahalfstreetROWwidthof45.5feet.TheROWdedicationrequiredontheprojectfrontagebasedonthe45.5feethalfstreetROWwidthis9.5feet,whichissmallerthantheRMC46060requireddedication.Therefore,astreetmodificationrequestshouldbesubmittedbythedeveloper.3.116thAveSEisaminorarterialwithexistingROWwidthvaryingfrom60feetto66feet,with30feethalfstreetROWwidthonthesitefrontage.RMC46060hasaminimumROWwidthof91feetforMinorArterialwith0.5feetwidecurb,8feetwidelandscapedplanter,and8feetwidesidewalks.SinceTransportationsection’splanforthestreetincludesahalfstreetcrosssectionthatincludesa22feetpavedwidth(including5feetwidebikelane)fromcenterlineoftheROW,0.5feetwidecurb,8footwideplanter,8feetwidesidewalkand1feetclearspacebackofsidewalk.Iftherequiredstreetfrontageimprovements,includingthe1feetclearspacecanbeincludedinthe9.5feetofROWdedicationthentheproposedROWdedicationof9.5feetisacceptable.However,iftherequiredstreetfrontageimprovements,includingthe1.0feetclearspaceneedsmorethan9.5feetofROWdedication,thentheROWdedicationgreaterthan9.5feetwouldberequiredtomakesurethatthe1footclearspacebackofsidewalkisalsowithintheROW.StaffcansupportastreetmodificationthatwouldmeettheplanoftheTransportationsection.Astreetmodificationrequestshouldbesubmittedbythedeveloper.4.South177thPlaceisaresidentialstreet.TheeastwestextensionofSE177thPlacefromtheexistingdeadendlocatedatthewestofthesite,toconnectwith116thAveSEisproposedtomeettheeastwestsiteaccessrequirements.Tomeetthecitycoderequirements,a53feetwideROWwidthwith26feetwidepavedwidthwith0.5feetwidecurbs,8feetwidelandscapedplanters,and5feetwidesidewalksarerequired.5.Alimitedaccessresidentialstreetwith20feetpavedwidth,withhammerheadsatthenorthendorsouthend,isproposedastheinternalnorthsouthsiteaccess.0.5feetwidecurb,7feetwidelandscapedplanter(modificationrequestshouldbesubmittedforreducingthe8feetlandscapedplanterwidth),and5feetwidesidewalkarealsoshownonbothsidesofthestreet.TheproposedROWwidthforthelimitedaccessresidentialstreetis45feet.Thehammerheadturnaroundshouldmeetwithfiredepartmentrequirementsalso.Parkingisnotallowedonstreetswith20feetorlesspavedwidth.,NoParkingsignswillberequiredtobeprovidedbythedeveloper.ThesitedoesnotgaindirectaccessfromSEPetrovitskyRoad.AprivateaccesstractisproposedtoprovideshareddrivewayaccesstoLots4,5,and6.RMC46060saysthattheshareddrivewayshouldnotbecreatedbyasubdivisionOf10ormorelots.Thisprojectisasubdivisionof17lots.Theapplicanthadsubmittedamodificationrequestfortheshareddriveway,whichcannotbesupportedbystaff.Therefore,theshareddrivewayisnotappropriate.Eitherextendthelimitedaccessresidentialstreetfurthertothesouth,sothatalllotsgainaccessdirectlyfromthepublicstreet,oranyotheraccessoptionthatfollowsthecodeshouldbeproposed.AlleyaccessaspercoderequirementsshouldbeERCMitigationMeasuresandAdvisoryNotesPage3of5
