RESOLUTION NO. 4311
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, AMENDING THE CITY
CENTER COMMUNITY PLAN.
WHEREAS, the City Center Community Plan was adopted June 6, 2011 by Resolution No.
4098; and
WHEREAS, the plan was developed with extensive public outreach and in conjunction
with residents, business owners/operators, and other stakeholders; and
WHEREAS,the plan sets the goals and objectives for improving the City Center over a 20-
year timeframe; and
WHEREAS,the plan identifies implementation strategies to facilitate the accomplishment
of its goals and objectives; and
WHEREAS, the City seeks to amend one of the plan's implementation strategies to
provide clarity; and
WHEREAS, the proposed amendment is compatible with the intent of the City's adopted
Comprehensive Plan; and
WHEREAS,the Planning Commission held a public hearing on May 3, 2017, considered all
relevant matters, and heard all parties in support or opposition, and subsequently forwarded a
recommendation to the City Council;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO
RESOLVE AS FOLLOWS:
SECTION I. The City Council of the City of Renton, Washington, hereby amends
Implementation strategy 8.3.3 of the City Center Community Plan to add a sentence at the end

of the paragraph titled Additional Details. The sentence is to read, "[t]he City shall not utilize
Eminent Domain in furtherance of this policy," as shown on Attachment A, incorporated herein
by this reference.

B.3.2: Consider zoning changes to properties to allow for small-scale
retail and concessions as a part of the promenade.
Additional Details:Consider the long-term feas�bility of zoning changes
to allow for small-scalo retail and cancessions,as part of the
promenade. Include design standards to ensure that potentiai new
retail develops 1n a manner that is compatible with the surrounding
single-family neighborhood. Incorp�rate this area into the Civic Nade
and ensure tha whole area;e bettor coardinated(di�cu�scd in 3.1).

Additional_Deiails: FuRher refine the conceptual plan with detailed land
assembly intormation,economic data, ecological restoration goals,and
implementation timelines. The plan should also incfude a long-term
strategy to compensate property owners, Strateg�es such as Transfers
of Development Rights(TORs),zoning changes,ar purchases of
property should be considered and evaluated to detetmine the best
approach.The Gitv shal!not utilize Eminent Domain in furtherance of �
this vol�cy_
