On 8/4/21 Breanne Guyette spoke to you as a Puppyland customer who purchased a puppy that passed
away. She told you that Puppyland hasn’t helped her and refuses to. Attached you fill find all vet notes
and claim notes our team has taken while staying in communication with Breanne. Since our last
communication, Breanne has ceased all communication with us and refuses to provide additional
information for her claim.
We let Breanne know that we were happy to help her with another puppy at no charge, but after reading
vet notes in depth we have decided to not honor that option as we see her home as an unsafe home for a
puppy. The puppy was left unattended to eat objects not meant for consumption, it states that the puppy
presented with all symptoms of THC exposure, and the puppy was left unattended with the customer’s
children. Children have been found to hurt and sometimes kill their pets on accident without telling their
parents. For example, a child can drop a puppy on it’s head on accident resulting in trauma that causes
seizures.

Customer calls vet to tell them that after visit puppy was shaking its head and was unable to walk
straight. Vet mentioned to customer that the pup was very dehydrated and that at this time they couldn’t
rule out neurological episode, seizure, head trauma, or toxin exposure

Customer called to tell clinic she saw her pup eat a dryer sheet she was told to call pet poison help line
No further follow up noted on the status of dryer sheet (Did it pass? What chemicals does it have? What
brand dryer sheet? Some chemicals can cause neurological damage)

Pup hasn’t had seizure since 4/9/21 and was told by regular vet at Banfield to take pup to ER (No
evidence they took pup to ER until 4/24/21 Olympia Vet Emergency)
On this visit Customer declines blood work (This seems unusual given that if seizure is due to metabolic
disease such as a liver shunt it would have been appropriate to know liver values)

Vet notes: No mushrooms in yard. Owner says no THC access (patient really looks quite classic for

Pup seems ataxic and slightly mentally altered in presentation.

“He was initiated on medications and sent home. he has otherwise been doing well at home. He
is bright and apparently healthy.”
Testing came back normal
5/18/21 Explained we need diagnosis to move forward since everything is inconclusive will contact when
liver test is done. Vet recommended "comprehensive work-up to determine a cause of seizures. This
starts by completing the metabolic work-up (bile acids test, fasting serum ammonia testing). If this
comes back normal, we recommend MRI and spinal fluid testing to screen for structural disorders."

Bile acids are normal- no metabolic disorder is present to cause seizures. Vet recommends
comprehensive workup to determine if there is a structural disorder that may be causing seizures.
Informed to continue seizure medication

Called Puppyland Puyallup to notify puppy passed away.

I will need to know if additional testing was done and gather most updated documents. It's relevant to
know if puppy was taken off medication since seizure medication can lead to deadly withdrawals. Ultimate
goal is to find out the cause. Breanne says she will call Monday I will reach out to her and be available for
this.

O called in with concerns regarding P since appt on 3/22. O stated that around 10:30pm last night P
vomited and then began shaking his head. O then said P went to sleep and woke up this morning acting
normal with normal food/water intake. Around 9:50AM this morning P started to shake his head again,
then was unable to walk straight. O is unsure if P could have gotten into something. Reviewed medical
notes and no vaccines were given at appt on 3/22. Spoke to Dr. Gerboth who said P didn't have
anything in the ear at time of exam, but believes the issue could be related to the inner ear. Dr. Gerboth
said P could come in today around 3PM for her to take a look at inner ear for P. Relayed this
information to O. O said that P had since begun gagging as we were talking. Informed O that if condition
worsens before 3pm appt to take to an emergency clinic for evaluation. -KLB

2. Client Education: Discussed exam findings. Went over MLP and long term concern for arthritis/
injury. Also discussed monitoring the hernia. It is very small, but if it persists I rec surgical correction at
time of neuter. O says that pt is not due for any vx today. Discussed the importance of staying on HW
prevention year around. Discussed pet’s vaccine schedule, puppy potty training, puppy nutrition, and
desensitization of the face/feet/paws. Recommended training class. Advised client to avoid dog parks
and other places dogs socialize until their pet is fully vaccinated to reduce the risk of disease
transmission. Discussed when to spay/neuter.
Discussed OWP as follows (O declines today):
* The Wellness package includes preventative care. This is not insurance so if the pet gets ill there may
be additional charges and/ or referral to an emergency hospital.
* The Wellness package is a full year package, will automatically renew, and is non transferable.
* If there are any unforeseen circumstances and you need to cancel the package before the year you will
just pay for the retail value of the services rendered.
Discussed wellness plans with client and which one we would recommend and what the plan offers.
Explained 72 hr cancellation and how they have 72 hours to sign up on the plan and have today's
covered services credited back towards the sign up fee and first month's payment. a/o that OWP is not

Client called to report pet appeared to be having seizures and went on to describe pet would make
strange, twitching facial expressions and would occasionally vomit, and that she had received a call
from her son at home who said pet had started to suddenly shake and twitch and was lethargic. I was
sympathetic to O's concerns and told her that based on pet's described symptoms and the high volume
of sick pets scheduled today I recommend having pet seen at the soonest available ER.

Pet presents for lethargy, shaking head and wobbling. Last night around 10:30 V dinner, food, just the
once. This morning dry heaving, bile in V. Offered breakfast but pet did not eat. No marijuana in the
home, no medications that pet could have gotten into, nothing in the yard that could cause any issues
that O is aware of. No vaccines yesterday but pet went home with SD simparica but O has not given it
yet. No other concerns at this time.

History:
Luna presented today for a neurologic evaluation. Luna has been exhibiting seizure activity since late March, when he
was roughly 12 weeks old. He was adopted from Puppyland with no reported neurologic history. His seizures entail
initial trembling, then his eyes roll back and he loses consciousness for a few minutes. His last seizure was on April
24th, when he was taken to Olympia Pet Emergency during an episode. Regular bloodwork was performed and
returned within normal limits. He was initiated on medications and sent home. he has otherwise been doing well at
home. He is bright and apparently healthy.

Prosencephalon, generalized.
Seizures can be triggered by numerous causes. Therefore, we break them down into three broad categories – Reactive, Symptomatic,
and Primary.
Reactive (Metabolic): main consideration is portosystemic shunting, rarely organic acidemia/uria. Preferred testing - paired bile acids,
+/- serum ammonia testing, +/- urine metabolic screening.
Symptomatic (Structural) disorders: DFDX - neoplasia,encephalitis (immune-mediated vs. infectious), malformation, hydrocephalus
(primary vs. secondary), vascular accident, trauma. Preferred testing - MRI, +/- CSF testing, +/-infectious disease testing.
Primary causes: primary dfdx – Primary epilepsy (ie Idiopathic - younger patients) vs. Cryptogenic (older patients). Preferred testing
- diagnosis of exclusion. Can base diagnosis on results of other testing (best), or based on signalment and history (presumptive
diagnosis).
Goals:
1. Seizure mitigation - appropriate use of anti-seizure medications.
2. Diagnosis underlying cause of seizures and treat directly when possible.

Diagnosis:
Open. Seizure disorder reported. History from primary veterinarian and Olympia Pet Emergency indicate treatment for
seizures and normal blood work. Initiated zonisamide for treatment. Rule out metabolic, structural, and primary causes
of seizures. Comprehensive work-up is indicated. Patient was stable and clinically normal today.
Comments/Discussion:
I recommend a comprehensive work-up to determine a cause of seizures. This starts by completing the metabolic
work-up (bile acids test, fasting serum ammonia testing). If this comes back normal, we recommend MRI and spinal
fluid testing to screen for structural disorders. Primary (Idiopathic) seizures are still possible. This is mainly diagnosed
when other causes are excluded.
Due to the history of cluster seizures, I recommend a daily anti-seizure medication. For now, zonisamide is OK. If bile
acids are normal, I may recommend changing this to phenobarbital. Additionally, as Luna grows, doses will need to be
increased (meds are dosed based on weight). Each month, please check in with your primary care vet for a weight
check and medication adjustment as needed. If you cannot get into your regular vet, please schedule a recheck
appointment here. Call at the next seizure event for guidance.

Sig: Give 1 cap by mouth every 12 hours to treat seizures. Do not crush or break cap.
Refills: Five - 5
Diet: Normal at this time. For dogs that have certain metabolic disorders (ie liver issues), a special diet is needed.
Additionally, there are special diets for dogs with seizures. This would be prescribed as additional information is
gathered.
Exercise: Regular.
Seizure monitoring:
Please monitor for further seizure activity or new neurologic symptoms. These may include change in attitude/behavior
such as hiding, agitation, restlessness prior to seizures, stiffening up of limbs, falling onto her/his side, paddling,
urination, defecation, vocalization, dilated pupils, losing responsiveness to surroundings, and/or change in behavior
after the convulsion. Pets can over-heat if she/he is in direct sun light, thus should be moved away from sun light.
The involuntary body movements can result in injury such as falling off staircase and kicking objects over. If the
convulsion lasts more than 3-5 minutes, wrap the pet in a cool, wet towel and he needs to be taken to the nearest
emergency clinic.
What NOT to Do
Do not place your hands near the pet's mouth. (They do not swallow their tongues.) You are at risk of being bitten.
Techniques such as hitting, slapping, throwing cold water on pet, etc have not been shown to stop seizures. These
can result in unintended harm.
Hyperthermia (elevated body temperature) can occur following seizure activity. You should purchase a rectal
thermometer and be prepared to take body temperature upon termination of seizure activity. Seek veterinary
consultation if temperature is > 104 F (normal canine rectal temperature is 101.5-102.5 F).
Also please begin keeping a log of seizure activity. Record what he was doing immediately prior to onset of activity,
duration of seizure activity, whether loss of consciousness or bowel or bladder occurs, and the duration of time before
he returns to "normal." If possible, video recording is also advisable to confirm seizure activity.
Recheck/Follow-up
Please schedule bile acid testing. 12-hour fast at arrival for appointment. 2-3 hours needed to complete tests.•

Seizures can be triggered by numerous causes. Therefore, we break them down into three broad categories – Reactive, Symptomatic,
and Primary.
Reactive (Metabolic): main consideration is portosystemic shunting, rarely organic acidemia/uria. Preferred testing - paired bile acids,
+/- serum ammonia testing, +/- urine metabolic screening.

Symptomatic (Structural) disorders: DFDX - neoplasia,encephalitis (immune-mediated vs. infectious), malformation, hydrocephalus
(primary vs. secondary), vascular accident, trauma. Preferred testing - MRI, +/- CSF testing, +/-infectious disease testing.
Primary causes: primary dfdx – Primary epilepsy (ie Idiopathic - younger patients) vs. Cryptogenic (older patients). Preferred testing
- diagnosis of exclusion. Can base diagnosis on results of other testing (best), or based on signalment and history (presumptive
diagnosis).
Goals:
1. Seizure mitigation - appropriate use of anti-seizure medications.
2. Diagnosis underlying cause of seizures and treat directly when possible.
Lab tests:
Bile acids, fasting: 2.8 (ref 0-10) Normal.
Bile acids, fed: 2.9 (ref 0-10) Normal.
Diagnosis:
Open. Seizure disorder.
Treatment:
Blood sampling performed for bile acid testing.
Comments/Discussion:
No seizures occurred while here. Bile acids are normal. A metabolic disorder has not been identified through blood work.
Structural and idiopathic (primary) causes of seizures remain. A comprehensive work-up is indicated. This would include
MRI and spinal fluid analysis. In the meantime, it is indicated to continue with zonisamide in attempt to control seizures.
Changes to medications would be made if seizures restarted.
Home Care Instructions:
Medications:
Zonisamide: continue giving 50MG twice daily. Dose should be increased to 75MG when she gains 2 additional pounds.
Today she was 15 pounds. At 17 pounds, please increase to 75MG twice daily.
Midazolam: use as directed if needed.
Diet: Regular. No indication to switch at this time.
Exercise: Regular.
Recheck/Follow-up
Please schedule MRI/CSF if elected for comprehensive seizure work-up.•
Please provide update at next seizure event.•

Seizures can be triggered by numerous causes. Therefore, we break them down into three broad categories – Reactive, Symptomatic,
and Primary.
Reactive (Metabolic): main consideration is portosystemic shunting, rarely organic acidemia/uria. Preferred testing - paired bile acids,
+/- serum ammonia testing, +/- urine metabolic screening.
Symptomatic (Structural) disorders: DFDX - neoplasia,encephalitis (immune-mediated vs. infectious), malformation, hydrocephalus
(primary vs. secondary), vascular accident, trauma. Preferred testing - MRI, +/- CSF testing, +/-infectious disease testing.
Primary causes: primary dfdx – Primary epilepsy (ie Idiopathic - younger patients) vs. Cryptogenic (older patients). Preferred testing

O is trying to get reimbursed by Puppyland for visits concerning Luna's Neurological issues. She has been corresponding
with Puppyland and they said they cannot reimburse her due to the fact that Luna does not have an official diagnosis from
DGH. They are asking for proof or a diagnosis that Luna has been having neurological issues from birth that stem from
genetics rather than outside factors/reasons. O is at a loss trying to get Puppyland to see that Luna has been having
seizures since birth and that they were not caused by outside factors and would like to see if DGH can help/write an official
diagnosis of some kind that she can show to Puppyland.

History:
Luna presented today for a neurologic evaluation. Luna has been exhibiting seizure activity since late March, when he was
roughly 12 weeks old. He was adopted from Puppyland with no reported neurologic history. His seizures entail initial
trembling, then his eyes roll back and he loses consciousness for a few minutes. His last seizure was on April 24th, when
he was taken to Olympia Pet Emergency during an episode. Regular bloodwork was performed and returned within normal
limits. He was initiated on medications and sent home. he has otherwise been doing well at home. He is bright and
apparently healthy.

Comments/Discussion:
I recommend a comprehensive work-up to determine a cause of seizures. This starts by completing the metabolic work-up
(bile acids test, fasting serum ammonia testing). If this comes back normal, we recommend MRI and spinal fluid testing to
screen for structural disorders. Primary (Idiopathic) seizures are still possible. This is mainly diagnosed when other causes
are excluded.

are normal, I may recommend changing this to phenobarbital. Additionally, as Luna grows, doses will need to be increased

Please monitor for further seizure activity or new neurologic symptoms. These may include change in attitude/behavior
such as hiding, agitation, restlessness prior to seizures, stiffening up of limbs, falling onto her/his side, paddling, urination,
defecation, vocalization, dilated pupils, losing responsiveness to surroundings, and/or change in behavior after the
convulsion. Pets can over-heat if she/he is in direct sun light, thus should be moved away from sun light. The involuntary
body movements can result in injury such as falling off staircase and kicking objects over. If the convulsion lasts more than
3-5 minutes, wrap the pet in a cool, wet towel and he needs to be taken to the nearest emergency clinic.

Do not place your hands near the pet's mouth. (They do not swallow their tongues.) You are at risk of being bitten.
Techniques such as hitting, slapping, throwing cold water on pet, etc have not been shown to stop seizures. These can
result in unintended harm.
Hyperthermia (elevated body temperature) can occur following seizure activity. You should purchase a rectal thermometer
and be prepared to take body temperature upon termination of seizure activity. Seek veterinary consultation if temperature
is > 104 F (normal canine rectal temperature is 101.5-102.5 F).
Also please begin keeping a log of seizure activity. Record what he was doing immediately prior to onset of activity,
duration of seizure activity, whether loss of consciousness or bowel or bladder occurs, and the duration of time before he
returns to "normal." If possible, video recording is also advisable to confirm seizure activity.

Luna presented today for a neurologic evaluation. Luna has been exhibiting seizure activity since late March, when he was
roughly 12 weeks old. He was adopted from Puppyland with no reported neurologic history. His seizures entail initial
trembling, then his eyes roll back and he loses consciousness for a few minutes. His last seizure was on April 24th, when
he was taken to Olympia Pet Emergency during an episode. Regular bloodwork was performed and returned within normal
limits. He was initiated on medications and sent home. he has otherwise been doing well at home. He is bright and
apparently healthy.

Prosencephalon, generalized.
Seizures can be triggered by numerous causes. Therefore, we break them down into three broad categories – Reactive, Symptomatic,
and Primary.
Reactive (Metabolic): main consideration is portosystemic shunting, rarely organic acidemia/uria. Preferred testing - paired bile acids,
+/- serum ammonia testing, +/- urine metabolic screening.
Symptomatic (Structural) disorders: DFDX - neoplasia,encephalitis (immune-mediated vs. infectious), malformation, hydrocephalus
(primary vs. secondary), vascular accident, trauma. Preferred testing - MRI, +/- CSF testing, +/-infectious disease testing.
Primary causes: primary dfdx – Primary epilepsy (ie Idiopathic - younger patients) vs. Cryptogenic (older patients). Preferred testing
- diagnosis of exclusion. Can base diagnosis on results of other testing (best), or based on signalment and history (presumptive
diagnosis).
Goals:
1. Seizure mitigation - appropriate use of anti-seizure medications.
2. Diagnosis underlying cause of seizures and treat directly when possible.

Dear committee members,
I am Dr. Brandon Sinn, a veterinarian in Southeast Nebraska. I am currently licensed in 12 states
and provide expertise to breeders from the single dog to breeders with over a hundred licensed
breeding stock. I visit kennels, provide expertise and knowledge for all things veterinary related, and
perform health evaluations on much of the breeding stock using Orthopedic Foundation for Animals
(OFA) procedures and databases.
These OFA health clinics have been a source for many breeders to maintain the high standard of
males and females through tests such as hip, elbow, and spinal radiographs, patellar luxation, and
cardiac auscultation to name many of the tests. I have tested over 17,000 dogs and performed over
50,000 individual tests on these dogs in the last 4 years. JAKS values these clinics and has partnered
with me several times to perform these clinics for their breeders.
I have visited many kennels of all sizes, types, and breed of dog. While no one kennel is the
same, they all rely on a kennel owner’s management and attention to detail to work well. I have noticed
breeders do well with many different sizes and types of operations and putting a number on this
number has never worked. When looking at criteria for a good breeder putting a number on their
breeding stock is the last thing I would look at. Dog breeders as with many other industries that thrive
in doing superior work often grow their businesses. The larger dog breeders make their dogs their only
business and spend more time with them and often have access to resources smaller breeders do not
know of or cannot afford.
Brokers play a major role in keeping breeders who are otherwise engaged in the day-to-day
operations of their kennel informed of pertinent information. They spend time engaging in news of the
industry from new vaccines and protocols, cleaners and disinfectants, and supplies and kennel design to
laws and regulations and latest technology. Brokers help funnel information to kennel owners who
would otherwise be unaware of current news and technology in their industry. This empowers breeders
to do what they do best, raise healthy dogs.
Being regulated is important to show compliance of the laws by breeders so consumers can
have trust their puppy was raised in a humane manner and dogs are treated appropriately. Both state
and USDA have regulations our breeders abide by in order to sell puppies. I applaud the verification of
these breeders by their respective state and USDA agencies. These breeders do a wonderful job and
have continued to upgrade their care and facilities as science has shown what is beneficial versus what is
rhetoric.

Thank you for taking the time to read my written testimony regarding SHB 1424. My name is Jolyn Noethe. I am the
President and co-founder of J.A.K.’s Puppies, Inc., a USDA and State of Iowa licensed wholesale distributor of
puppies. I strongly oppose this bill as I believe it is based on inaccurate information being given to you by animal rights activists. It will directly affect close personal friends of mine, who are also clients, that own Puppyland – Justin and Kayla Kerr. Due to the length of my testimony, I thought it best to submit it directly to each of you via email.
Animal rights activists are becoming much more aggressive in targeting members of the pet industry. They don’t
understand what, how, or why we do what we do. Instead of trying to work with members of the pet industry to
better the health and quality of the animals being offered to consumers across the United States, they believe that
no one (except people of their own liking) should be able to raise animals for profit. In the past, members of our
industry have kept their heads down and mouths closed (myself included), knowing that no matter what we did it was never good enough. If we speak publicly or catch the public’s eye, our words and actions are twisted to fit the
activist’s agenda. The fear of being physically and verbally harassed, attacked, and tormented is a constant, as is the
case for the Kerr’s and myself. Gone are the days where breeders, brokers, and pet stores can be silent. Now, we
must stand up as an industry and show everyone that we believe in what we do, why we are great at what we do,
and why what we do is necessary for consumers across the United States, specifically, in this case, the consumers of
the State of Washington.
Many industry professionals have been rallied to testify against this bill, with verbal and/or written testimony. I ask that you acknowledge that each of them, including myself, are doing so knowing we could be risking our personal and professional safety, since the probability of being harassed by activists is high. You will hear from veterinarians,
virologists, breeders, brokers, kennel clubs, pet stores, industry workers, and other industry affiliates in the quest to
help detail to you what the pet industry is truly about. Some of those testifying are affiliated with J.A.K.’s and some
are just industry professionals. Every one of them are extremely passionate about their role in this industry, as am
I. This may not be the first time that J.A.K.’s has been thrust at you and I will try to be as brief and clear as I can to
discuss some of the myths that might have been told to you in regards to J.A.K.’s and give you the facts as I know
them to be:
1. First, I’d like to address the Humane Society of the United States’ (HSUS) “Horrible 100” list. I urge you to
realize this is a simple piece of negative propaganda that activists compile yearly in an attempt to shine
the pet industry in a negative light. There is no science or methodology to determine who gets a “spot on the list.” It is compiled by HSUS and I believe it is based on emotion and hatred for those that do not
share their views. That being said you are being shown that in 2019, my company made the list for the first time since its inception in 2009. Although I personally put zero merit in this so called “Horrible 100”
list, I will say that historically the title holders have been those that have been found to be in violation, of
either state or federal regulations, in regards to animal welfare. HSUS uses their own discretion to
determine is one breeder, and not the next, with the same infractions, will make the list. My entry on the
list had absolutely nothing to do with infractions pertaining to the welfare or care of any animals, but
instead J.A.K.’s was placed on the list due to animal rights driven, non-animal related, litigation between the State of Iowa and J.A.K.’s Puppies, Inc.
2. To briefly touch on the aforementioned controversial lawsuit, I want to clarify that J.A.K.’s, past and present, has not been found guilty of any crime or of any of the allegations made by the State of
Iowa. In fact, we maintain that the allegations made were unfounded. The lawsuit ended in a consent
judgment, as J.A.K.’s worked out an agreement with the State. The agreement included a prohibition
against certain activities which we maintain we were not previously doing, and thus, were agreeable to
continue refraining from doing them. It included more transparency for the State – something about which we did not previously object. A lump sum payment to the Consumer Education & Litigation Fund (CELF) was also included in the settlement, but is/was not classified as a “fine.” Between paying our attorneys and fighting the State in what could be endless litigation, the payment to the CELF was deemed
more economical for J.A.K.’s. It was decided that the resources J.A.K.’s would have used in litigating this
lawsuit would be better used to promote and improve the welfare of animals instead. The consent
judgment was agreeable and maintainable for J.A.K.’s and each provision has been and will be upheld.
3. Activists have accused J.A.K.’s of being a “puppy mill” broker, with myself and our breeders being
inhumane. Not only is the “puppy mill” term highly offensive and derogative, it’s an out-right lie. That term is used freely by animal rights activists to stir up emotions and anger. J.A.K.’s has held a violation
free USDA license since November of 2009. We are subjected to unannounced inspections, a minimum of
once a year, but typically more frequently than that. J.A.K.’s has always adhered to, and in many cases
surpasses, all aspects of the Animal Welfare Act (AWA) and all of its amendments. Not only is J.A.K.’s
licensed by Iowa Department of Agriculture And Land Stewardship (IDALS), we are also licensed in the
following states: Pennsylvania, Ohio, Illinois, Wisconsin, Missouri, and Kansas. No regulatory agency has ever found J.A.K.’s in violation of their regulations. J.A.K.’s sets very high standards for our breeders, and we are selective in who we will buy from. We work with our breeders to ensure they are in compliance with all of their governing agencies, as well as help them meet all of our standards. The Kerrs
and I are happy to discuss with any member of this committee these standards and show you, if you have
the time, several of our breeders facilities (please watch the video of some of J.A.K.’s breeder facilities
that was submitted on behalf of Puppyland by their lobbyist). The pictures and videos the activists like to
claim are breeders that source to J.A.K.’s are either outdated (and no longer depict the current
circumstances) or are not a breeder of J.A.K.’s. The pictures of animals shoved in filthy, stacked cages they show you are not of J.A.K.’s breeder’s facilities. Many professions evolve and adapt and improve
with the times and new technology. Activists desire that you believe that professional, commercial
kennels and the pet industry have not evolved, and such assertions are false. The professional
commercial kennels and small hobby breeders that J.A.K.’s sources animals from have evolved and strive
to excel in their craft and profession.
4. The activists claim that the commercially bred puppies that J.A.K.’s places in pet stores are over vaccinated,
over wormed or full of worms (claims that are inconsistent on their face), unhealthy, and “ripped” from their mothers before they are 8 weeks old. These are absurd accusations. To wean puppies too early from their mothers (which I assume is what the activists are referring to by using the term “ripped”) would be careless and of zero benefit to the big picture. Not to mention, J.A.K.’s cannot obtain any
animal under the age of 56 days, which is usually 1-2 weeks after they are fully weaned off of their
mothers. If a breeder feels that a specific puppy is not ready to be in its new home yet, they hold that
puppy in their facility until it is ready to be transferred. As for over or under vaccinating & deworming, in
order for a breeder to source puppies to J.A.K.’s, they must follow a very strict vaccination and deworming protocol developed by the veterinarians and virologists at NeoTech Industries, a leading vaccine developer and manufacturer. J.A.K.’s also follows a protocol for their facility that was established by those at
NeoTech, and approved by our attending veterinarian. Not only do I and J.A.K.’s employees confer and
consult regularly with our attending vet (who is available to us 24/7 as needed), we work closely with
numerous other veterinarians for different consulting purposes. Our facility protocols were and are created
and approved by veterinarians. The same holds true for each of our breeders individually.
5. Another false claim the activists make regarding J.A.K.’s is that we “cram underage puppies into semi’s &
truck them coast to coast.” Again, please note that a licensed USDA transporter or dealer cannot take possession of any animal until it is 56 days old, which discredits their accusations of them being
underage. By the time our puppies are transported to pet stores, they are very close to 9 weeks of age or
older. Also, J.A.K.’s has never owned a semi or used a transporter that utilizes semi’s to transport
animals. J.A.K.’s uses an independent transporter that is also USDA licensed and inspected. The
transporter uses climate controlled Transit vans that have unfettered access from the cab of the van to
the rear of the van. Each van is equipped with everything necessary to get each puppy to its
predetermined location. All drivers are properly trained in the care of the animals during transit and the regulations for transporting animals. No more than 4 animals can be placed in enclosures for transport, and each animal in that enclosure must be able to stand up, lie down, and move around freely. Cramping
animals in cages would be a violation of the laws and regulations regarding the transportation of animals
set in the AWA, and the transporter J.A.K.’s uses has never been in violation. The AWA requires
enclosures to be cleaned daily, animals must be checked on every 4 hours, and offered feed & water
every 12 hours. Our transporter cleans its enclosures several times each trip; the drivers have access to
the puppies at all times but do thorough checks of all animals at a minimum of every four hours (usually
more frequently and it is documented when done). All puppies have food and water at their disposal at all times during transit to the pet stores. J.A.K.’s is located in the Midwest – no animal is in transit typically
for more than 40 hours (start to finish) to its final destination, with exception of rare mechanical and
nature delays. We do not transport animals coast to coast. The transporter owns and operates several
vans weekly to get the puppies to their predetermined pet stores. The company that we use has vans
and drivers used to exclusively transport J.A.K.’s. animals to Washington, greatly reducing the undue
burden of added stress and external contaminants.
6. The claim that our industry is very secretive and J.A.K.’s is cloak and dagger is also false. J.A.K.’s offers full transparency with all of our breeders and pet stores and facilitates the transparency between breeders and pet stores. All of our pet stores have access to our facility and to each of our breeders facilities as
well. Our breeders know that when sourcing puppies to J.A.K.’s we will be bringing stores to tour their
facilities. The Kerrs routinely come to and travel with us across the Midwest to visit J.A.K.’s and our
breeders. They were just here last week and we visited 6 different facilities. Attending continuing
education seminars that J.A.K.’s holds for our breeders and helping facilitate OFA health testing clinics that
we routinely hold for our breeders is another thing the Kerrs are active in. They are very hands on in helping set and hold the standards for our breeders. The insight the Kerrs offer not only J.A.K.’s, but our breeders when visiting with them, helps us all be progressive. When pet stores visit with our breeders, it helps all of us see the others point of view & to see the passion each of us have in what we do. This
makes us all strive to do better and be the best at what we do!
7. The claim that breeders serial breed with no regard to the health of their animals is also an absurd claim, as
is the claim that breeders euthanize the animal once it no longer produces. All of J.A.K.’s breeders have
rehoming resources and practices for placing their retired adults. J.A.K.’s also works with our breeders to
help facilitate rehoming their retirees if needed. 8. If a puppy is found to be unfit it is NOT automatically euthanized as the activists claim. If an animal cannot
be sold, our breeders have people they work with to adopt out those puppies, as does J.A.K.’s All
animals find homes, unless otherwise recommended by a licensed veterinarian. The activists also lay
claim that we just dispose of puppies that can’t be sold – fit or unfit. Again, J.A.K.’s and all of our
professional breeders find homes for EVERY puppy unless a veterinarian recommends differently! There is
no such thing as unwanted puppies – they all find their homes.
9. Activists state there is a pet overpopulation problem in the U.S. There will surely be other testimony to give you researchable data to refute this and show you that puppies purchased in pet stores are a very small, minuscule percentage of the animals that end up in shelters. If there is an overpopulation problem (which I do not personally believe there is or has ever been), commercial breeders, brokers, and pet stores are
not the source of that problem. If this were true, in 11 years, I would have been contacted by at least
one person that obtained one of our puppies from a shelter or rescue. However, I have not.
I think that I have touched base on most of the myths versus facts that the activists claim about J.A.K.’s, other
brokers, professional breeders, and pet stores. If there is any of the points above I can help add more clarity to please feel free to ask and I will do my best to provide you with any additional information (facts) that I can. In summary, this bill would eliminate consumer choice and prohibit further legal, regulated businesses from entering
your great state of Washington. Puppyland and J.A.K.’s agree that legislation should be written and passed that
helps offer more transparency and protection for their consumers, but to carefully not eliminate the consumers right
to choose where their pet comes from or harming any current or future businesses in the State of

My name is Jenna Waymire. I have been employed full-time by J.A.K.S’s
Puppies, Inc., located in Britt, Iowa, since July of 2015. I started in the office
with general clerical duties and have since been promoted to the kennel as a lead
animal technician that works directly with the puppies. I would like to offer this
as my official testimony in opposition of WA HB 1424.
In recent years, my employer has come under fire by animal rights activists
making erroneous accusations about the care that we and our breeders provide
for the animals in each of our charge. I’ve seen the CAPS video with footage of
breeders utilizing dilapidated buildings that house grossly neglected
animals. “Puppy mills” are against everything we believe in and this video
absolutely does not reflect our breeders who work tirelessly with the dogs that
they love and who strive to raise happy, healthy puppies. We work closely with
our breeders and hold them to high standards of care. As employees, we have
all been to various breeders of various sizes (large scale and small scale) to tour,
learn, and help them meet our standards. Employees, myself included, have
firsthandedly witnessed the passion our breeders have in regards to the specific
breeds they raise. Regardless of the number of animals they have, each of our
breeders knows their dogs personalities and it is evident that their breeding dogs
are handled and cared for on a daily basis. J.A.K.’s breeders ensure that each
puppy is well socialized and healthy, by giving each of them the specific
vaccinations and dewormings that are required before we pick them up. Often
times, our breeders call and check on the welfare of their puppies to make sure
they are transitioning well.
The activists exaggerated claim that our puppies are in cramped, dirty cages and
left to fend for themselves for 3-5 days is disgusting and insulting. Between
myself and my co-workers, we spend several hours, every day, with the puppies
that are in our kennel. They have human interaction 10-12 hours out of each
day. They have plenty of room to run around, play, & stretch their legs. All
puppies are removed from their cages several times a day for individualized
care, human socialization, and for proper cleaning/sanitzation of their cages,
blankets, & toys, which is done daily. The daily care that each puppy receives
while they are in our kennel is quite extensive.
Employees of J.A.K.’s are expected to maintain and promote the health of each
puppy. One thing that helps us ensure each puppy’s health is to keep them
groomed and clean. The grooming process helps us to do thorough hands on
daily examinations of each puppy. While doing so, we pay close attention to
their personalities and their health to ensure they are ready for their journey to
our stores. We make daily observation notes to help communicate with
coworkers who come in at different times of the day to make sure nothing is
overlooked and every puppy is consistently monitored. These observations are
shared among all staff members and with our veterinarian who comes to our
kennel each week to examine every single puppy. She is very thorough and
easily accessible to answer any questions we may have. Our vet has worked
with our bosses and all employees to ensure that everyone is trained on
everything we need to know pertaining to general care and treatment of puppies
8 weeks of age or older. But the love and extra care each of us gives our puppies
isn’t something that can be taught. It is for these reasons I feel that brokers,
specifically the one I work for, plays an essential part in ensuring that all of their
puppies will thrive and easily transition to the pet stores.
I have personally purchased 3 of my own dogs from J.A.K.s and I have a retired
breeding dog from one of our breeders. My dogs are happy and healthy. When
they were brought home, there was no issues or adjusting needed. I have other
friends and family who have also obtained puppies from J.A.K.’s and have said
the same thing. They continue to look to us in adding additional puppies to their
homes and homes of their loved ones. Not only do we provide people with
happy, healthy puppies but we make sure they get their complete medical
records, microchip forms, and the lineage for their dogs. They have peace of
mind in knowing they are acquiring quality and professionally bred puppies.

to understand how this bill will negatively affect animals and people in your

Bob Page, DVM and his vaccine company have been producing vaccines for dogs for over 30 years. Dr.
Page and I (Ben Hatler, Ph.D. of NeoTech, LLC) attend multiple canine educational meetings a year. At
these meetings we present seminars pertaining to various strategies to promote the health of dogs and
puppies raised in kennels. These health promoting strategies have been designed and revised
throughout Dr. Page’s 40-plus years of consulting with kennel all across the country. These seminars
include a wide range of topics but focus mainly on raising healthy puppies that will become good
candidates for vaccination. Representatives of JAK’s Puppies are fixtures at these seminars. It was
through these seminars that NeoTech, LLC and JAK’s Puppies forged a relationship.
Representatives of JAK’s Puppies noticed that many successful breeders were using NeoTech, LLC’s
vaccines. Therefore they sought our advice as to how NeoTech vaccines could be used in their business.
We explained that the best way to minimize contagious disease outbreaks at the broker’s facility and
pet stores is to properly vaccinate the puppies prior to arriving at the broker’s facility or pet store. So
we designed a vaccination strategy for JAK’s Puppies’ breeders. Through my many consulting sessions
with JAK’s Puppies and their breeders, I know JAK’s Puppies holds the breeders accountable for the
execution of this vaccination program. JAK’s Puppies will not accept puppies from breeders that have
not strictly followed the vaccination program and JAK’s Puppies require documentation.
Dr. Page and I have had many conversations with JAK’s Puppies’ representatives on the factors that
prevent vaccine-induced immunity. The #1 factor that prevents vaccine-induced immunity in young
puppies is the presence of intestinal parasites. Intestinal parasites cause inflammation in the gut,
suppress the immune system, make the puppy more susceptible to intestinal viral and bacterial
infections and less likely to develop immunity after vaccination. JAK’s Puppies’ representatives
appreciate that the intestinal parasite load must be minimized prior to vaccination. Therefore JAK’s
Puppies require that breeders administer dewormers, anti-giardia drugs and coccidiastats. These
medications are administered early and frequency in the puppy’s life to ensure they have a healthy gut
and will respond to vaccination. JAK’s Puppies holds the breeders accountable for this anti-intestinal
parasite program. They know the anti-parasite and vaccination program go hand-in-hand. JAKS’s
Puppies will not accept puppy from breeders who do not document their strict adherence to the anti-
parasite program.
When I travel to various dog breeder seminars, I have the opportunity to visit with different types of dog
breeders with various sized operations. Breeders range from small show breeders that raise a few
puppies a year to large scale commercial breeder that sell over 100 puppies a month. In my experience
most large scale commercial breeders are USDA licensed. Generally speaking the USDA licensed
breeders are very knowledgeable concerning preventative health measures. USDA licensed breeders
are required to have a program of veterinary care for each and every scenario that may arise. USDA
licensed breeders are required to document administration of medications and treatments. USDA
licensed breeders are required to keep track of the expiration dates of all medications. USDA licensed
breeders are also required to document health abnormalities and any environmental conditions that
may be detrimental to the dog’s health. USDA licensed breeder are also required to sanitize and
disinfect their facility on a routine basis. Furthermore, USDA licensed breeder are subject to surprise
inspection. This basically ensures that the USDA breeder adheres to a higher level of animal husbandry
as required by the Animal Welfare Act.
In my experience working with breeders, I believe that larger kennels tend to a high level of medical care
than small scale operations. Larger kennels have record keeping systems that are crucial in organizing,
scheduling and executing the necessary task. Larger kennels also require more interactions with
veterinary professionals that create learning opportunities and kennel visits and inspections. Larger
kennels also rely on hired employees or family members to help with daily kennel operations. This
creates a scenario where different individuals are caring for the dogs each day and reduces the chance
that an abnormality will be accepted as typical. Larger kennels also tend to have full time employees
who are not distracted by other vocations. As opposed to small scale operations, larger scale operations
tend to be structures that were specifically designed for raising dogs. These structures incorporate
manure removal systems, HVAC systems, appropriate lighting, surfaces that are easily sanitized and
disinfected and dedicated areas for treatment and quarantine of dogs. In summary it is my opinion that
larger facilities provide a higher level of care than smaller facilities. Time and time pet store operator
have fewer health issue from large scale USDA licensed facilities than small part time breeders. The idea
that a facility with more than 50 dogs cannot properly care for animals is contrary to my observations.

Hi Kayla, Thanks for your note regarding the sale of dogs and cats.
Unfortunately, the animal rights groups are not being completely honest with their intentions in this bill.
There are legitimate dog breeders, some near you, that raise and train dogs for hunting as well as working dogs for
livestock. This bill would make it illegal for these dogs to be sold in some venues including at an event in our small communities.
The unintended consequences (or intended consequences) are that an animal shelter will have almost exclusive
ability to sell pets. This will also drive more breeders undergound and create situation where many will just simply
breed and sell their animals without any oversight because the regulations will become unreasonable.
Will these groups next steps be to eliminate livestock auctions for our cattle, horses, hogs and sheep? Many of these same groups have publicly stated they want to end animal agriculture. Our rural communities continue to die by a thousand cuts and this is just another one of those cuts.

What Do You Know About Puppyland?
Justin & Kayla Kerr had a vision for creating the finest pet experience in the “Best Friend” industry
and opened their first store in 2018. Kayla’s experience comes from working for a puppy store in
California for many years. The one thing she considered often was a way to make it more of an
experience and choosing the best puppies she could for her customers.
Her focus became knowing who the breeders were, what they did to better themselves, and how
well they took care of their puppies. She made it her top priority to make sure the store had the
highest cleaning standards and understood the importance of taking care of their customers long
term, as this leads to healthy, happy puppies that are a part of their forever home. Finally, she
wanted to be supportive and involved in the day-to-day operations of the puppy store, as well as
involved in promoting the industry and making it better! These factors are what truly sets
Puppyland apart from the rest of the pack!
Where Our Puppies Come From
Puppyland puppies come from licensed and professional breeders that love what they do and
have clean inspection reports for a minimum of two years. We look for things like exercise,
socialization, veterinary care, and retirement programs when we choose which breeders to work
with.
In addition to these breeder requirements, we partnered with a company named JAKS to ensure
we are receiving the healthiest puppies from our top-notch breeders. After working with NeoTech
closely, our companies have implemented a strict deworming and vaccination protocol that has,
essentially, eradicated viruses from being spread or entering our stores. Each breeder must also
follow this protocol in addition to the many standards for their puppies to be a part of Puppyland.
Together, both JAKS and the Kerr’s attend continuing education seminars with our breeders and
assist hands-on with veterinarians that perform OFA health testing on the parent dogs. All
Puppyland breeders must be willing to participate in this health testing. This helps to ensure to our
customers, and the general public, that our breeders love their dogs and only want to produce
healthy puppies!
Once a breeder is chosen by Puppyland, we reserve the puppies within weeks of them being
born. All the puppies that we get for that week go to JAKS’s central holding facility, or “broker”, to
be vet checked, microchipped, vaccinated, and to have their paperwork turned into a digital copy
that can be imported into our software system. They are in this holding facility for a few days to
complete the above and make sure they are ready for transport to our store.
Our transport system is like no other! On the outside, it looks like a normal sprinter van, but on the
inside, it is built out to provide the best of comfort with unique ventilation and temperature control
systems. The puppies’ safety and comfort are our top priority while transporting our precious
cargo. These transport vehicles have kennels that are secured in place and puppies have
unlimited access to clean food and water.
For the health and safety of our puppies, our transport even drives straight through so that our
babies are not in transit longer than they need to be! The cab and carrying part of the vehicle is
open so the trained kennel technicians can keep an eye on the puppies, feed them wet food when
needed, make sure their water and kibble are topped off, and clean up their potty pads as
needed. Once the transport arrives our kennel team meets them at any time of day or night to
ensure our puppies come into our store as quickly as possible to decompress from their journey
and get settled into their new space.
Puppy Care In-House
Puppyland has three main teams - cleaners, kennel, and sales. Each team is vital to our operation
and without one we would not be able to operate!
Early every morning before anyone else comes into the store, the cleaners completely break
down everything you see in the store and disinfect it. All puppies are taken out of their enclosures,
and the enclosure is deep cleaned and filled with fresh bedding and water. The Puppyland
meaning of DEEP CLEANING is that every speck of poop particle, paper, and even dust must be
removed, and the area disinfected. This preventative protocol allows us to keep our puppies
healthy and eliminates the spread of any kind of cross-contaminants.
In addition to having an in-depth cleaning regimen as mentioned above, Puppyland also has a
special ventilation system installed to keep our puppies healthy! The main space and each wall
kennel are connected to this system to ensure all air is pulled up and out of the building to allow
for fresh, clean air.
Our kennel team exclusively takes care of our puppies. Each puppy gets a head-to-toe check
daily and their information is logged on their chart. Our kennel team proactively works with our
veterinarian, so they are protected to the best of their ability when they go home with their new
family. Our kennel team feeds, cleans, bathes, grooms, facilitates playtime, and is the backbone
of our store in providing healthy, happy puppies.
Finally, the sales teams’ responsibility is to find our sweet puppies their new fur-ever homes! They
work with and counsel our guests to make sure the breed they are looking for is the right fit for
them. They openly listen and assist with educating the clients on puppy care, breed,
temperament, size, and various training topics. This helps to ensure that our customers are happy
with their new puppies and understand how, why, and what they need to provide the best care for
their new furry member of the family.
We Want Happy Customers
Many will ask what makes Puppyland so different, or better, than other pet stores or breeders. We
can proudly answer because we care about our puppies and our customers. We believe in
forming a partnership from the very beginning with them so that we can be a lifelong resource. To
accomplish this, we first believe in an experience that allows the guest to feel as if they are heard
and understood from the time they walk in the door, to the time that they take their new fur-baby
home. We believe in our breeders and have implemented some of the best health guarantees in
the industry to show our customers we are confident in the health and breeding of our puppies. If
our customers are not happy, we will do anything in our power to rectify the situation! Doing the
right thing is the most important thing to us. We are good people before we are business owners.
When our puppies go to their new homes, it is our truest intention that it will be there for a lifetime.
However, like many other life circumstances, issues sometimes arise, and their forever family
needs to find their puppy a new home. This can be quite stressful for both the family and the
puppy as there was an emotional attachment and the puppy was a part of their lives. We truly do
not want to happen is to contribute to shelter overpopulation. Because of this and how much we
care about our puppies, we created the Furever-A-Home re-homing program to prevent our
puppies from being surrendered to an animal shelter and our customer can have peace of mind
knowing that they can fall back on us if they need to.
Let’s Get Involved and Better the Industry!
Kayla and Justin are continually active in legislation and bettering the pet industry. They advocate
for higher standards to be required on a state level so that consumers are protected and so that
other stores are not promoting bad breeders. Using Puppyland’s breeders and their rigorous
policies the Kerr’s can educate legislators and fight pet sale bans across the country. But it’s not
just about the bans, it’s about pushing legislation to implement higher standards for the sales of all
animals. This is just another of the many reasons Puppyland is above the rest.

standards are being met, their guests are receiving the best experience possible, and that their

same since our family dog Bamba passed away almost 4 years ago on March 11th,
2016. We had Bamba for 16 years. She was like our first child rather than a dog. A year
after she passed we rescued a poodle, we named Bolt, that was two years old. It was
the worst experience we ever had to train a dog, as Bolt was not obedient, would run
away, chew on our carpets, pee everywhere, and flooded our upstairs bathroom when
he chewed on the braided hose connected into the toilet.
In 2018 we knew that we wanted a family dog. We started doing some research on
where to rescue or purchase a dog here in Puyallup. We knew that we wanted a puppy
due to our experience with Bolt. Many of our acquaintances were buying dogs online
and having horrible experiences either with people stealing their money, or them getting
puppies that were very sick. We looked online for dog shelters to see if we could find a
poodle, Maltese or Bichon Frise breeds, but we had no luck. We meet some people at
our daughter’s school that purchased a Maltese from a breeder here in Puyallup. They
warned me not to bother purchasing from them since their puppies had a list of health
problems that cost them a lot of money in veterinarian bills.
I continued to do research to buy a puppy from another state. After six months of
looking, we bought our first puppy from Puppyland in February 2019. No one ever told
us about Puppyland. We had no idea that there was a local puppy store where we
could purchase our new little family member. We drove down the street and saw a lot of
people with large signs saying something about Puppyland. Thanks to the protesters
we were aware of the store! At first, we thought it was people advertising for the store.
It’s like G-d answered our prayers to have a puppy store so close to home. We fell in
love with our Malshi, Maltese Poodle mix. Puppyland owners were so patient with our
girls and welcoming us into their store to spend time with all of their puppies. We felt so
comfortable in such a clean and beautiful store. We did not feel pressured at all to buy
a puppy. I really wanted a Maltese, but our daughters wanted a Shih-tzu. To our luck
the puppy that we fell in love with was a Maltese and Shih-zhu breed. That day we
brought Fluffy home.
Puppyland provided us Fluffy’s health records, genealogy and breed information. They
also gave us information for veterinarian, a kit with food, vitamins, probiotics, a folder
with the puppies eating habits, times and care instructions. Fluffy was already
Microchipped, had multiple vaccinations already provided, and we were reminded that
we had 3 days to schedule Fluffy’s first veterinarian appointment. They also provided
us with information on how to get Fluffy trained or participate in dog shows.
In our first veterinarian visit, the vet was so impressed with how healthy Fluffy was,
including having her first series of vaccinations already taken care of, that she was
already microchipped, and was in great health. They ran some fecal test to check for
worms, and three days later they called us to let us know that Fluffy was healthy and
there was no evidence of any worms. For preventive measures they prescribed some
additional medication to ensure that no new symptoms would be present?
We were very happy and pleased with our new puppy and we couldn’t have bought
here from a better place that meet all of our requirements to bring a new family member
into our home. The process was so easy, professional and we never felt pressured to
make a purchase. We feel that every penny we spent on our dog was worth it because
we bought such a beautiful healthy well behaved easy to train puppy. Puppyland made
our dreams come true and made our family complete and made our two little daughters
extremely happy.
It wasn’t long after that we let our friends and acquaintances know that we had a new
little puppy in our home. My children, wife and I could not believe the negative backlash
we received from several people when we told them that we bought Fluffy from
Puppyland. There are people going around spreading lies about Puppyland making
them seem that they are horrible to the puppies, and that the dogs are unhealthy and
mistreated. We went on yelp and read some of the reviews. It was sicking! Some of
these people have never been to Puppyland and they were making up all these lies.
We as consumers have even felt the backlash of all these false accusations, about
Puppyland. Even in our children’s elementary school, the kids are shaming our
daughters for owning a store purchased puppy. Acquaintances of ours have also given
us the third degree for purchasing an expensive puppy and making Puppyland rich,
instead of saving the money and adopting a shelter dog. I think as a consumer we are
all entitled to do what we want with our own money, to purchase a puppy from the store
or a shelter if we choose to. We rescued our previous dog, Bolt, which we had a
horrible experience trying to train, and it cost us a lot of money to repair all the
damages to our home. It is so sad how one person, and a group of people, have a
vendetta against Puppyland to go to such extremes to badmouth them in so many
different ways, where the consumers are feeling the backlash of their harassment
towards Puppyland.
As consumers we are somewhat afraid to tell people now where we purchased our
puppy, even to different veterinarians, as they also make us feel uncomfortable once
they find out that our puppy comes from Puppyland. For example, when Fluffy needed
to get surgery to get spayed, we noticed that quotes for the surgery would go up more if
we told the veterinarian that we purchased Fluffy from Puppyland. My friend took her
dog, named Pipper to the veterinarian one week before I did. Pipper was spayed for
$120 and the surgery went well without any complications.
My wife and I took Fluffy to several other veterinarians and once we explained that
Fluffy was purchased from Puppyland they started pressuring us to get health care
insurance, and other services. With or without the insurance the quotes we received
were in excess of $1000 for spay and another $800 for tooth extraction services. My
friend told us to go to her veterinarian and not to disclose that we purchased Fluffy from
Puppyland, in order for us to get a low-cost quote. Fluffy was spayed by the same
veterinarian as Pipper for only $325 which included the tooth extraction.
As a consumer we have also felt harassed, we only can imagine how the Puppyland
owners must feel. We purchased Fluffy in February 2019. We were so impressed with
Puppyland’s customer service and we are so happy with our Mal-shi Puppy, that we
decided to go back to purchase another puppy to love. We love how Puppyland
advertises on social media even though there are always people trying to leave
negativity. We didn’t let that affect us. We kept looking on Facebook at the new arrivals,
and we stopped periodically in the store to see if we can find our newest family
member. My wife and the girls fell in love with a Bichon teddy bear that was on
Puppyland’s Facebook page. We went in November 2019 several times to see the
puppy. We were the lucky ones to ask about the new Bichon, and they actually had her
in the back in her own little playpen with a staff member present because she was
recuperating after having a little surgery due to an umbilical cord hernia. After playing
with her several times we knew that she was the one. We asked Puppyland if we could
purchase her and take her home even though we noticed she had a little incision in her
belly that was still healing. We were so ready to make her ours and take care of her.
Puppyland wanted to make sure that Bella-Mia was cleared by the vet and had met all
the prerequisites before releasing her to us. Although we were saddened that we
couldn’t take her home that night we appreciated how professional they were, and that
they wanted to make sure that the puppy was healthy, had healed correctly, and had
the clearance from the vet, had her shots before they would let us purchase her.
They asked us to wait about a week for the veterinarian to release her. The veterinarian
had to administer a few more vaccinations along with inspecting how she was
recovering from her hernia procedure. Throughout that week the staff and the owners
from Puppyland were so accommodating to us that they would welcome us to come
and spend time with our new puppy, which we named Bella-Mia, so she could get
acquainted with us. They would let us play with her and visit her and they took great
care of her to make sure that she healed quickly.
We were so grateful and so thankful to Puppyland for making us so incredibly happy to
have such healthy puppies. We took Bella home, and on the third day we took her to
the Vet. To no surprise we had another healthy little puppy. Bella-Mia has a huge
appetite and was growing very rapidly. The vet told us to monitor her feedings due to
her having a previous hernia surgery, and that it was common in puppies for them to
need a second hernia surgery. On Bella’s third vet visit the vet noticed that although
she was healthy, but her hernia had opened up a little bit and recommended surgery to
be scheduled in the month of January 2020 which we could do at the same time of
doing her spay surgery.
We went back to Puppyland to purchase a kennel for Bella-Mia since she had already
outgrown her previous kennel that we purchased on Amazon. We are so content with
Puppyland that they provide healthy beautiful puppies, but also have other Dog related
merchandise such as dog carriers and kennels for the puppies. As we were talking to
the owner about how our puppies were doing, my wife mentioned that Bella-Mia will be
needing a second hernia surgery. To our surprise, Kayla the owner, told us that she was
sorry to hear that, and not to worry about the cost. That she would be happy to
reimburse us once Bella-Mia had her surgery.
If that is not great customer service, then I don’t know what else these people want
from Puppyland. I know our puppies are expensive, but they are worth every penny. As
a consumer you get what you pay for, and we should have the freedom to spend our
money wherever we like. Here are some pictures of our happy family thanks to
Puppyland.

I’m writing on the behalf of Puppyland who is facing being banned as a pet store. I understand
there may be pet stores that are not up to state standards. But that is not the case of
Puppyland. They provided me with a puppy that has completed our family.
A year ago, my teenage son was struggling with anxiety and depression. He was asking for a
puppy and we have never had a pet and had no desire to own one. I did a lot of research and
talking to others to find the right dog for our family as a breeder we trusted. When a
coworker shared, she had got a similar breed we wanted at Puppyland, I started asking
questions. The things she shared about the company made me feel this wasn’t a regular pet
store. I reached out to Puppyland and they were professional and answered all my questions.
Then we did a visit and I was impressed in the cleanest of the store and the expectations of
those coming into the store. The owners and workers were making sure their puppies were
protected.
Our son fell in love with our Mini Goldendoodle, Louis. Puppyland knew all about this little
guy from eating habits to potty schedule. We were given details of our puppy’s history and
current veterinarian visits for shots and check-up as well as the next steps for him. Puppyland
knows the details of their breeders. They shared and provided the basics our puppy would
need to be healthy. They went over the expectations of our puppy getting checked out in the
next couple of days of taking him home. And the paperwork we did to even be eligible for our
puppy was thorough. I left Puppyland feeling confident that my puppy was well taken care of.
Puppyland has continued to follow up on the care of Louis.
Louis has not only been therapeutic to my son, but also to me and my husband. We both lost
our fathers and Louis has brought us so much joy and love. We couldn’t imagine our lives
without him. And we know that he was in good care before we got him and Puppyland
continues to make sure Louis is being well taken care of. To me that isn’t a pet store that is
foster care system. Making sure is dog is proper cared for until they have found the perfect
home. With that said, please do not take away the gift Puppyland is providing for families.
They love these animals and want the best for them just like you. We need more places like
them because they are more than a pet store.

I have lived in the state of Washington since 1991. I have been a pet owner for much of
that time. I have always applauded the ethic treatment of animals to include clean living
quarters and prompt medical care. In 2013, I finally succumbed to injuries incurred while
serving in the U.S. Air Force. The year before I had lost my son due to muscular dystrophy. A
few months after my son’s death, I started to consider getting a pet for companionship. My
family and I spent the next 5 years looking for suitable pets in our state.
The “rescues” we encountered were filthy, poorly managed and many of the animals were
either unsuitable as a pet because they were not as described, or the rescue was so filthy we
wouldn’t go into their house. It was never an actual facility. Some looked as bad as some of
the cases depicted on “Hoarders” which is extremely sad. We rescued 3 cats at the “best”
one, a groomer that always has rescue kittens and puppies. Come to find out, in front of my
family member, she made up the adult cats shot record. She claimed all the animals had
been wormed. She also stated the adult had recently had a cesarean section to my family
member but kept changing the story. We later found out that other folks have outed her
grooming store as a pet mill where she breeds “rescue” animals. The kittens died while we
were arranging vet care. Fortunately, the cat that had been used to breed rescues survived
and is a loved member of my family.
I bring this story up because the few folks who keep trying to shut down Puppyland claim
that the public should only be allowed to have rescues as pets. They claim it’s in the pets’
best interest. Really? Unlike my cat, which was underweight and wormy, my Puppyland
puppy saw a vet the day I picked her out. I saw the vet at the facility and waited until he
gave her a clean bill of health. I then followed up with my personal vet who was impressed
with my pet’s health. The facility she was kept in was clean, comfortable and she was
playing with other puppies when we arrived. I have been in health care for over 20 years and
Puppyland is cleaner than most of the health care facilities that house our elderly in this
state. My puppy was already micro chipped and AKC already knew about her. Unlike my cat,
hidden in a back room, producing “rescue kittens”. Funny, I don’t see the protester out in
from of the groomer’s complaining that she is selling pets, yet a facility such as Puppyland
that is selling healthy animals is somehow evil? I have the right as a responsible adult to
decide for myself what is the most suitable pet for me. It is my right to choose. I choose a
happy, healthy puppy. I reject the notion that I can’t make this decision for myself and that I
somehow need some oversight from Olympia to do it.
I am so pleased with my pet’s wellbeing that once her one on one training is complete; I
plan to purchase from Puppyland again. I look forward to seeing my dog’s breed at
Westminster Dog show in the future. I look forward to buying another healthy puppy from
Puppyland.

My name is Jennifer Cole, and my husband Jeffery and I have visited Puppyland
many times since they opened in Puyallup, WA. We've rescued many dogs and
cats over the years, but we wanted to add a Boston Terrier to our family. When
we visited to see one, however, one wasn't available, and we ended up falling in
love with a little Pug instead. Rygel (or Dominar Rygel XVI, as he's papered) is
easily the goofiest, silliest, squishiest, lovable dog we've ever had. He's healthy
and happy, and we cannot picture our family without him.
Once he was about 8 or 9 months old, we went back to Puppyland to see a little
Boston girl who had recently arrived. It was love at first sight, and we knew she
was going to be ours. She hadn't had her full vet workup yet, however, and
Puppyland advised she'd need to stay with them until they could have her
checked out, and ensure her health was perfect. She got the stamp of approval
the next day, and came home with us. Molly (Molly's Moody Blue) is a precious
little girl, who loves to sit on your chest to be snuggled, and give you kisses. She
loves her brother, and they're inseparable. We're not sure where we'd be without
both of our babies. Rygel is 15 months old now, and Molly is 8 months old.
The folks at Puppyland were patient, kind, were able to answer all of our
questions, and we wouldn't hesitate to go back to them for another dog. The
store is always immaculate, there are stations to sanitize your hands so that you
don't spread any unwanted germs to the precious puppies, and the areas where
the puppies are kept are clean and safe. They don't even want the puppies
picked up if they're sleeping, as puppies need their rest, and they want to make
sure they don't get overly tired. I've never seen such care for animals, even at a
shelter.
Both of our Puppyland dogs are very well-adjusted, and great family pets. I trust
Puppyland and would love to see them continue to provide wonderful pets for
such a pet-friendly state. Here's hoping they're around in the future when we look
for our next family member.

Dear WA State legislators,
I am writing to you to give you, as one of your constituents, my outlook on your pending
legislation concerning the sale of puppies in pet stores. Your proposed legislation is deficient
on several grounds. First, your bill contains factual errors of how retail stores operate and
where they obtain their puppies. While regulation of puppy mills may be problematic, small
retail outlets do not rely on them. It is also false that “no legitimate breeder” would sell
animals through a retail outlet. In fact, many breeders are assisted with selling their animals
through small retail stores because it removes the burden of doing their own advertising and
marketing. My personal experience highlights this. I purchased an Irish Setter through a
Puppyland retail store in Puyallup in 2018, that was directly from a breeder. My puppy had
thorough veterinary checkups, came with 4 OFA health certificates on the parents for issues
like hip dysplasia, and even a pedigree line from the breeders. I was even able to contact the
breeders as a follow up to verify these documents. My dog is registered under AKC and her
line verified. Puppyland had thorough follow up in the days and weeks following our take
home day of our fur-baby, to check on our puppies’ health and to make sure there were no
issues with our purchase.
Secondly, your legislation is too restrictive to a legitimate service provided to our
community. The criticisms of these stores seems to stem from an activist base that wants to
stop all sale of animals in stores as if this is a modern day slave trade. Their position is to
restrict purchase to only breeders or through the adoption process at shelters. This position is
extremely limiting and short sighted. Although breeders can be one source of buying a pet,
they often have limited availability locally to certain breeds and waiting for a litter can take
months or years of waiting for the dog you feel your family wants. Again, my experience was
an excellent one at Puppyland’s retail store. I looked for months to find an Irish Setter
through breeders. None were available in my state and the possibility of transporting a puppy
across the country without ever having met the animal didn’t appeal to my family. Puppyland
had the breed I was looking for, allowed several interactions with our puppy in an extremely
clean and safe environment and they were very forthright about the cost and commitment
that went with the care of our dog.
Lastly, your legislation attempts to solve a problem that doesn’t exist. Again, I would
point out the activist nature as the basis of many of the arguments outlined in your
legislation. One of the activists interviewed in the Tacoma News Tribune said, “Pet stores
have no policies in place to ensure their puppies are going to a qualified home. They have no
application process and allow anyone and everyone to purchase a puppy.” I find this
statement insulting and arrogant. It is not the job of activists or government, or even the pet
store to determine who has the right to own a pet. This draconian attitude that we need gate
keepers to our purchase is not in line with economic free trade nor American liberty. If the
activists had their way, they would have stopped my family from having a new family member
we love. Breeders and shelters were not an option for us, yet your legislation would restrict
my choice and the choices of others in our community. Putting safety requirements might be a
viable alternative but an outright ban should not be a consideration.
In summary, your proposed legislation does not consider all the facts, is too restrictive
and panders to an activist ideology that should not be determining our laws. As a satisfied and
informed consumer, I encourage you to either abandon this course or severely alter your
legislation to find a course forward that allows small businesses to thrive in WA.

I do not support this new bill. I would like to continue to support
breeders that deeply care about safe breeding and the bloodlines
rather than those that do not. I have both adopted from a shelter
and purchased a puppy from puppy land, and I hope that the
choice to buy a pure bred puppy in a store would not be banned.
Knowing your dogs breed , bloodlines, and its breed needs is a
great way to know how to best care for your family member, and
supporting those that do careless breeding is not something I
wish to ever support.

Dear Washington Legislator,
Puppyland is a great place to have because they care for their puppies.
The first time I ever walked in I was greeted with kindness. They do not
push animals on you and they let you decide if you want a puppy or not.
They care for their animals with the highest amount of care that I have ever
seen.
I got a shiba inu puppy from there over a year ago and she has been the
greatest dog that a person could ask for. If it was not for them I would not
haven been able to find the puppy that I wanted. I understand that y’all
want everyone to adopt and not shop but please understand some people
would like to buy their dream dog and most times you can not find them at
a shelter.
I am someone who personally has bought a puppy but I also have rescues
and I believe that puppyland should be able to stay because they bring in
something that other places can not give you! Please do not ban them for
something that they love to do. Everyone that works there loves these
puppies and makes sure they have no problems! These people are caring
not only to their puppies but also to every person that walks in the door.
Please do not shut them down with out walking in there atleast once to
see that they have a great atmosphere and are cleaned then the animal
shelters!

I would like to introduce myself. I am Nancy Magnusson. I am a full-time breeder that has a kennel of
over 50 dogs. I am the president of the Iowa Pet Breeders Association, secretary of the national
organization Breeder Leadership Council, breeder adviser to the Canine Care Program at Purdue
University and committee member to Pet Industry Joint Advisory Council (PIJAC) in Washington, DC. I
am extremely passionate about animal care and welfare. I have been USDA & State licensed kennel for
over 20 years with a clean record of no non-compliances. I am a full-time breeder which means I do not
have another job. My husband and I along with 3 employees see to the day-to-day operation of our
kennel. I spend 10 to 12 hours per day in my kennel. I do many tasks with the help of my employees,
from socialization of dogs and puppies, meeting their medical needs, paperwork, phone calls and
meetings with the organizations I volunteer for.
I want to address bill HB1424 Sec. 2
I am concerned on the 50 dogs per kennel limit you have placed in this bill. I need to stress that low
numbers do not equal better care. There are many instances of neglect from people owning 1 animal.
The ability for a person to care for animals is not based on a number, but the knowledge of that
individual. A professional licensed kennel should be given preference over a hobby kennel. If you really
care about the welfare of animals, a better solution would be to require a breeder to have CEUs,
(continuing education units).

My name is Michelle Russell. I am a professional breeder, licensed by the USDA and the Great State of
Kansas. I currently serve as President of Kansas Pet Professionals and I also serve on the board of
various other breeder groups.
Being a breeder is a labor of love, our dogs are priority, they are our life. My day begins sometime
where the night before left off. Meaning that I am not on a time clock, I do what needs to be done
every day; from caring for my animals, to staying up all night with a whelping momma. We sacrifice
much of our personal life for what we do, we miss family events, and our circle of friends has slowly
disappeared. A vacation is something we dream about. We do all this for the love of the breeds we
raise and for the smiles and happiness that we bring to the families that we provide pets for. We do
this by different avenues, we home our puppies through our own marketing as well as using brokers and
pet stores. Our customers are just as satisfied regardless how they choose to purchase their new puppy.
In my state, I am required by law to hold an animal breeder license. I am also required to be USDA
licensed. To meet these qualifications the number is irrelevant. The animals I have all require the same
standards of care, including housing, veterinary care, and exercise requirements. We, along with most
every USDA Licensed breeder, exceed all of the requirements that you have included in HB 1424.
I am going to elaborate a little on what it means to hold a USDA License. Our inspectors give no notice
as to when they will inspect or how often they will come. It is always a surprise inspection. Our
kennels must meet the requirements each time. Cleaning and sanitizing is an ongoing, every day
process. The care of our animals comes before everything. We do grooming 4 times a year, we have
our adults teeth cleaned depending on breed, both twice a year or yearly. Each dog has its own vet
care plan. This includes a thorough, head to tail physical by their veterinarian which includes:
heartworm checks, fecals, body score, teeth, coat, eyes, rabies vaccinations and heart sounds. Every
puppy that leaves our facility also receives a similar examination that also includes a hip and patella
exam. We do DNA Genetic testing on our adults as well as OFA certifications. We believe by doing this
we are bettering the breed by reducing the risk of genetic disabilities. It is our desire to make the best
effort humanly possible to produce the healthiest and most amazing puppies possible!
I would ask that you consider HB1424 and vote No. Breeders, Brokers and Pet stores are a reliable
team for families wishing to purchase puppies. They provide pets that have a known history, a known
medical program, and are regulated and inspected. I belive the people of Washington should have the
right to choose where their next pet comes from.

My name is Angie McDuffee, I am the proud owner of AJ’s Angels Inc. which is a large
commercial breeding facility in Minnesota. I am writing today to testify on how this bill can affect mine
and other people’s lives negatively.
Let me first tell you a little more about myself. I am 40 years old and have been working in the
commercial dog breeding business for almost 18 years. When I was younger my family was huge into
pets of all different sorts from horses to rabbits! My mother and father raised us to always take the best
care of our animals because they cannot care for themselves. Our father would make sure that our
animals’ chores where properly done before dinner, if they were not done, he would hold off on dinner
so that we would finish them properly. He would always say, “The animals are hungry and waiting,
therefore, you will wait to eat as well until your chores are done. They depend on you.” At that time,
being a child, we were not quite sure why we could not eat before we fed our animals, but as we got
older, we understood. If you are going to have an animal, they always come first for caring and welfare,
as a parent does for their own child. That was one of the amazing lessons in life that our parents
instilled in us.
At the age of 22 trying to find my place and passion in the workforce I ended up running into an
ad that was looking for an animal caretaker. I thought this just may be my calling after all the years of
trials and tribulations of places of work that just were not a fit for me. After the interview I was offered
the job! All I knew about the job was that it was working with dogs and puppies and who would not
want to play with dogs and pups all day! On my first day, another employee at the time had said to me,
“Angie, when you walk through these doors you will see a lot of dogs that are excited to meet you!” I
was not sure what she meant until I walked in and saw all the dogs and how happy they were! I fell in
love right at that time with my new job, it was not just a job anymore it was total love and passion for
these dogs. Just like a lot of people that are not familiar with this business, I thought, how is it possible
for them to care, love and give these dogs everything that they deserve and need to live a happy and
healthy life? As weeks passed my passion for the dogs grew, I learned that there is a system that we all
need to follow a certain way to make sure that they would stay happy and healthy! I finally found the
place where I belonged!
As the years passed my passion for these dogs kept growing and I also figured out that I was
falling in love with my boss’s son! After 8 years of working with Jason we found ourselves walking down
the aisle to say, “I do!” What a perfect life! The man of my dreams and the career of my dreams! As the
years went by things happen, life changes, regulations change and my mother-in-law, Wanda was ready
to sell her business. I cried for a week trying to figure out something that we could do to save the
business and my love for these dogs. I realized that maybe this was the time for me to step up and take
over the family business! We had talked about it as a family then my mother-in-law and I worked out a
business arrangement so my dream of working with my dogs could go on! That night AJ’s Angels Inc was
born! I was excited to take on the next journey in life!
In early 2016, we had our pre-licensing inspection with the USDA, we passed all the
government’s requirements, and everything went great and we were on our way. AJ’s Angels is licensed
under my name with the USDA, Morrison County and the State of Minnesota. It does not matter if you
are a large or small commercial breeder all government rules and regulations apply. We are regulated
and are incompliance with each of them. Since the beginning of the breeding industry, things have
come along way with changes in the rules and regulations for the protection of our animals. We, at AJ’s
Angels continue to strive for the best care and treatment of our animals.
Currently, we have 14 employees that take care of all our dogs. We provide care seven days a
week much like a dairy farmer. They also know the dogs well enough to spot a problem by either their
physical or personality change. Each one of my employees have a passion and love for those dogs just
like I do! I could not be prouder of them!
Our dogs have the freedom to choose to go inside or outside through self-activated door as
they please. All enclosures accommodate each animal’s height and length. The dogs always have food
and water in front of them 24/7. The food and water are always kept on the inside of the building
where it is temperature regulated. The housing units are cleaned daily inside and outside as well.
Our pregnant mommas get groomed and moved into what we call a puppy room 2 weeks before
their possible due date. Each puppy room is heated and cooled with their own thermostat to regulate
the temperatures for the comfort of mom and pups. In that pen they have a heated basket in which
they will comfortably have and raise their babies. All pens and trays are cleaned daily. Our pups get
weaned at the age of 6 weeks and then are measured and split into two pens to meet federal
regulations and give them more room to run and play!
I will now go over with you some of the things that we do to better our dogs and puppies that
some people may not aware.
• Each of our adult dogs has a microchip for proper identification.
• Each our dogs have their own personal names in which they respond to. They are not just a
number to us they are our fur babies and personalization is huge to us!
• We are hands on with our dogs and pups daily. Proper socialization is also extremely important
to us and our animals.
• This is achieved by daily chores, treatments, grooming and just a good old petting! We have had
may compliments from inspectors and pet stores on how friendly and happy our adults and
puppies are!
• Our veterinarian is physically at our facility once a week and is on call 24/7 just in case of
emergencies. By federal regulations, our vet only must be on premise once a year. We believe
that having our vet once a week at our kennel is better only because she then can also make
sure that the animals are happy and healthy!
• Annual veterinarian protocol regarding care of the dogs. This let us know how to medically treat
a dog that may just not be feeling well or something nonemergency. We document these non-
emergencies in what we call a vet book in which our vet also looks at weekly. Obviously, if a dog
has a bigger problem going on we call our vet and bring them up to the vet’s office right away!
• Veterinarian care is done on a weekly basis. This includes puppy wellness check. Proper state
veterinarian and federal paperwork is gone over and signed for the pups to leave the property.
This also includes a review of the vet book and checking for any issues.
• All our dog’s nails get trimmed once every 3 weeks or more if needed.
• Our dogs have a dental plan set up to be cleaned once every 18 months or more if needed and
completed by a veterinarian.
• This past year we have had all our dogs examined by our veterinarian and certified by the
Orthopedic Foundation Association. This certification is for a dog’s knees and hearts. It is not a
mandatory certification. We just try to go up and beyond for our customers.
• All the adult dog’s shots are kept up to date per UDSA and our veterinarian guidelines.
• New breeders must have a brucellosis test done by a vet. Once that first test comes back and it
is negative that animal will then be quarantined for 45 days. After the 45 days the vet will do
another test, at that time if negative the dog gets to go out with the other breed stock. There is
absolutely no tolerance of any animal to be brought into our kennel for the safety of our
breeders.
• Anytime we rehome one of our breeders they must have a brucellosis test done and cleared by
our vet. Thankfully, we have never had any problems with brucellosis do to our own strict
regulations.
• We have taken the time to take pictures of our adult dogs and provide them to brokers should
their customers want to see the parents of the pup they may be getting.
We do some showing of some of our males through American Canine Associations (ACA) shows. All our
purebred adults and pups are registered though ACA. Most of our adults are also dual registered with
American Pet Registry. I love to show some of our breeders! It is a great time, and we got some
champion blood lines now! The males that we show took first in their breed and my schnauzer Hershel
took best in show! I am super excited and proud of my boys and how well they did. I even had some
people come up to me because they could not believe that these were not house dogs! I look forward
to showing again once COVID is under control.
We do allow the stores that purchase our puppies to come and look at our facility. We want them to be
comfortable and be able to see how their pups are raised and how our adults are happy, healthy and
clean! Being knowledgeable about the pups that you are selling is a key factor. I want them to sell our
pups with confidence in knowing how they are raised with their own two eyes and not by what I just tell
them. I do have stores that only feel comfortable buying our puppies. To them it does not matter how
many or little breed stock you own it is how social and healthy the adults and pups are. The owners of
PuppyLand whose names are Justin and Kayla Kerr have been purchasing our pups since they had
opened in 2018. Just this past summer they came out to our facility with the broker, Jolyn Noethe,
which is the owner of J.A.K.S Puppies. I was more then happy to show them around and how our day-
to-day chores and care are done. I was more then pleased to find out that they were amazed on how
clean the facility is and how happy and well socialized our adults and puppies are! Being a larger
breeder unfortunately we are attacked by animal activists, media, and social media.
I do believe that rules and regulations need to exist, but all in all there needs to be a line
between regulations and we as American people to have the freedom of choice of where and whom we
want to purchase our animals from as long as they are federal and state licensed. In California they have
already passed a law that all pet stores are banned for any licensed dog breeder and they can only go
through rescue organizations. The rescue organizations are not licensed federally and not regulated has
hard as we are, quite unfortunate and sad if you ask me. I do agree that not everyone should be in the
commercial breeding business due to their lack of real love, passion, and healthy welfare of the animals,
but that is not the case for us.
This proud family business has been around for over 40 years and with trials and tribulations as
all businesses have, we strive for better for our animals. Our adult breeders and pups do have more
hours of healthy interaction with the employees each day then most 9 to 5 average American workers
do with their own pets at home, and I am proud of that!
If I could help the world see what true love and work that go into all my dogs I would.
Unfortunately, that is near to impossible to ever change a person’s mindset. All I can do now is to pour
my heart out and help you see that changing the regulations in Washington only shows people that is ok
to teardown other people’s dreams just because they may not understand. We larger breeders have
been stereo typed for many years by being called Puppy Mills which is very offending. There are
breeders out there that have under 50 breeders and may not take as well of care of them as I do with
my larger number of dogs. It should never be about the quantity is all about the quality of the animals.
All I can do now is to hope and pray that this testimony may have helped you understand what
hard work and love can equal out to be one woman’s passion in life.

I just wanted to take a moment to urge you to oppose HB 1424.
My name is Allison. I, along with my husband and two children, raise puppies at our USDA licensed
kennel.
I grew up on a dairy farm, developing my love for animals at a young age. Growing up around cows,
calves, horses, cats and dogs; I knew I wanted my future to involve animals. I went to school to become
a veterinary assistant. I was able to work in that role for 6 years until 2016 when our son was born.
Since then I have been a stay at home mom giving my time to care for our children and our animals.
Raising dogs does take commitment. We have a sun porch on our house where our new moms are able
to care for their puppies with me within earshot to assist if any such need arises. Being close also allows
our children to interact with the puppies from a young age, exposing our puppies to a wide variety of
sights, sounds and stimulations prior to leaving our home.
I could take this time to tell you about some of the hardships of being a breeder; but I would rather tell
you that not only do I love what I do, I am proud of what we do. We spend many hours every year to
attend continuing education classes. In our program, the animals come first. We focus on the health
and wellbeing of our dogs and puppies. Providing them with climate controlled facilities built with their
happiness, comfort and enrichment as priority. Veterinary care is a top priority for us. We have our
dogs checked by a veterinarian on a regular basis as well as having them pass OFA examinations for
breeding soundness. We feed a quality food as well as offer a variety of treats and chews to provide our
dogs a healthy diet. Health, happiness and enrichment for our dogs and puppies is not simply a goal for
us, it is a standard that we work to exceed.
I encourage you to think of me and my family when you are listening to the opposition tell you how
horrible I am and falsely tell you how poorly I treat my animals. I realize that they may not be talking
directly about me, but when they refer to where the puppies come from, it is me or others like me.
