Puppyland, Puyallup, WA
●Offered pet leases, prompting the passage of SHB1476. Continues to offer high interest loans and 90
days same as cash financing through Credova, Easypay Finance, and Lending USA. States they will
discuss ‘other financing options’ if consumers do not get approved.
●Imports from a large USDA broker called JAKS Puppies Inc out of Britt, Iowa. This broker previously
operated a sham rescue and nonprofit in order to sell the same commercially bred puppies as ‘rescues’
- a clear act of consumer fraud. JAKS pulls puppies from hundreds of Midwest puppy mills, many with
violations or appearing to be unlicensed and then transports these puppies to pet stores across the
county. Appears in the 2019 HSUS Horrible Hundred Report.

●Consumer complaints have allowed us to connect Puppyland to the following breeders.
●Lucas & Rhoda Miller - Indiana. Does not appear to be USDA licensed.
●Mike Decker - Iowa. 105 adult breeding dogs, 56 puppies.
●Francis Wagler - Indiana. 36 adult breeding dogs, 27 puppies.
●Angeline McDuffee/AJ’s Angels - Minnesota. 758 adult breeding dogs, 509 puppies.
●Gary & Victoria Simmons - Missouri. 54 adult breeding dogs, 50 puppies.
●Lester Troyer - Missouri. 76 adult breeding dogs, 52 puppies.
●John Lambright - Wisconsin. 33 adult breeding dogs, 36 puppies.
●Reuben Schrock - Wisconsin. 48 adult breeding dogs, 6 puppies.
October-December 2018: 214 puppies imported.
2019: 972 puppies imported.
2020: 1,081 puppies imported.
Puppyworld, Olympia, WA (Olympia pet store ordinance in effect as of 9/15/20)
●Offers predatory lending such as high interest loans and 90 days same as cash financing through
Credova. States they will discuss ‘other financing options’ if consumers do not get approved through
Credova.
●Imports from JAKS Puppies Inc out of Britt, Iowa. JAKS was involved in 2 lawsuits for creating
fraudulent rescues and committing charity fraud. JAKS supplies pet stores in 12 states and pulls from
Midwest puppy mills, many with violations or appearing to be unlicensed. Appears in the 2019 HSUS
Horrible Hundred Report.
2020: 648 puppies imported.
Fairwood Pet Center, Renton, WA
●Offers predatory lending such as high interest loan and 90 days same as cash financing through
Easypay Finance & Credova.
●Fairwood Pet Center’s primary puppy supplier is Ida’s Toy Box, located in Graham, WA. Owned and
operated by Ida Lewis, co-owner of Fairwood Pet Center. Ida Lewis canceled her USDA license April
2020, shortly after her August 2019 inspection report was released, which indicates 5 dogs died from
extreme weather conditions. Records obtained from Pierce County Animal Control indicate animal
welfare concerns in 2014, 2015, & 2016. Appears on the HSUS 2020 Horrible Hundred report. Ida
Lewis continues to operate her breeding operation and sell to Fairwood Pet Center as recently as
December 2020. 118 adult breeding dogs, 79 puppies
●Three out of state breeders sell puppies to Fairwood Pet Center.
●Sherrye Swenson - Minnesota. 45 adult breeding dogs, 23 puppies.
●Karen Highland - Missouri. 81 adult breeding dogs, 81 puppies.
●Scott Wheatcraft - Missouri. 125 adult breeding dogs, 78 puppies.
2018: 162 puppies imported.
2019: 45 puppies imported from out of state, 242 puppies sourced from Ida’s Toy Box.
2020: 98 puppies imported from out of state, 175 puppies sourced from Ida’s Toy Box.
Farmland Pets & Feed, Silverdale, WA (Kitsap county ordinance in effect as of 7/22/20)
●Imports from BJ’s & Guys out of Menlo, Kansas. BJ’s & Guys has a history of animal welfare violations
in 2014, 2015, 2016, & 2017. Appears on the 2017 HSUS Horrible Hundred Report.
580 adult dogs, 383 puppies.
2018: 200 puppies imported.
2019: 342 puppies imported.
2020: 229 puppies imported.
Puppy sales during COVID-19 Pandemic
Washington was under a strict stay at home order April-May 2020. ‘Non essential’ businesses were required to
close. Puppyland’s sister store Puppyworld continued importing puppies during this time, despite being told to
close as they only sold puppies, not supplies. Farmland Pets & Feed was exempt from closing as they are also
a pet supply store but continued importing puppies, a non essential service. This is a clear lack of concern for
consumer and employee safety and a direct disregard of state regulations issued by the Governor. These non
essential transports put transport drivers, store employees and consumers at risk of contracting and spreading
COVID-19.
Puppyworld, Olympia, WA: 137 puppies imported.
Farmland Pets & Feed, Silverdale, WA: 72 puppies imported.
Conclusion
In 2019, 1,359 puppies were imported from out of state puppy mills. In 2020, 2,056 puppies were imported
from out of state puppy mills. A total of 7,247 puppies have been sourced from puppy mills (both in state and
out of state) over the last 2 years. This number will continue to increase the longer we allow pet stores to
operate as they currently are.
