It has come to my attention that despite recent legislation that prohibits future businesses from selling puppies, the City
of Renton is still allowing existing businesses to sell puppies. These puppies are being sold for up to $8,000 and buyers
are being locked into loans with up to 200% interest. Without a doubt, these puppies are being shipped in from
Midwestern "factory-farm" puppy mills where dogs are exploited over and over to provide this endless supply. Then
they are sold to buyers who are paying up to a shocking price-gouging $8,000 and are also falling prey to predatory
lending.
Please do what you can to stop these morally wrong and ethically irresponsible/ borderline illegal businesses from
continuing to operate in Renton, WA.

would prevent pet stores from partnering with commercial breeders to sell unaltered puppies and kittens in our city.
Not only would this stop the puppy mill to pet store pipeline in our city, but it would protect my neighbors from
potentially buying sick puppies and getting locked into predatory loans with high interest rates.
An ordinance like this would still allow reputable breeders to sell their animals directly to the public and animal rescue
organizations to find dogs and cats homes through adoption. Lastly, this solution would help ensure that local shelters
don't bear the burden of pet store sales gone wrong when these animals are abandoned or surrendered.
Please consider supporting a humane ordinance that would prevent pet stores from selling puppies and kittens from

The general consensus is dismay that Puppyland is sourcing puppy mill puppies to sell to
local residents at high prices and interest rates of reportedly almost 36% in some
cases.

My name is Cathleen Powell. I live in Renton City Limits. I am a 14 year volunteer with South County Cats
and Rescue Chair of the Pacific Crest Keeshond Club and long-time companion pet advocate.
Let me ask you....If you are buying a designer purse and found out it is made with child labor, would
you still buy it? You could tell the store you require transparency about where their purses come from.
But what if they buy the purses from a middleman who hides the fact that the purses are made by
children? Could you live with the fact that your expensive purse was made by children?
Likewise, what if you found out that the adorable, expensive puppy came from dogs forced to breed,
often in filthy conditions and without adequate veterinary care or human touch? You could require the
store to provide transparency about where the puppies come from. But what if they buy the puppies from
brokers that then buy puppies from these dismal and heart-breaking puppy mills? Could you live with the
fact that your expensive puppy was bred by caged and uncared for dogs?

What people don't think about when they buy that adorable puppy is the dogs left behind. The moms
and dads and all the dogs that were not sold when they were cute puppies....left to languish at a puppy
mill.
Let me tell you about one of those caged, uncared for dogs. My dog, Lewis, is a puppy mill survivor. At
1 year of age (we think) when rescued, he had no name – just a number – and he was terrified, no date of
birth, underweight, full of intestinal parasites, stinky and matted, fearful, and had no use for people -
basically he was a feral dog. It several years for Lewis to learn that people are good, gain trust and
confidence knowing he has a safe home and regular meals, he knows the feel of grass under his feet, and
he doesn’t have to sit in his own urine and feces.
He came from Marjorie’s Kennel, which sounds harmless enough. She started as a backyard breeder in
New York State, but eventually had an inventory of over 200 dogs. Initially her puppies were sold via a
local publication, but as more and more litters were born, she began selling to brokers like
JAKS. Marjorie’s Kennel even had the not-so-lofty designation of being 1 of the 100 worst puppy mills in
the United States according to the Humane Society of the United States for many years.
When required by the state to reduce her kennel size, 50 dogs were euthanized due health or
aggression issues and 50 sold at auction to perpetuate the puppy mill industry, and 60 dogs, including my
Lewis, were released to breed rescue.
This is our chance, right here in Renton, to stop the puppy mill pipeline and do the right thing, the moral
thing, the ethical thing for these innocent lives and pass a Humane Retail Pet Sales Ordinance.
Marjorie's Kennel Rescue Report and Photos, Suncoast Keeshond Rescue:
Rescue efforts have resulted in the release of 60 dogs who have been found to be
suffering from the following: 36 dogs with Giardia, 21 dogs with Coccidia, 55 dogs with
roundworms, hookworms, whipworms, and/or tapeworms, 12 dogs with bacterial
infections, 11 dogs with fungal or yeast infections, 2 dogs with demodectic mange, 3
dogs with systemic bacterial infections, 27 dogs with bite wounds, 2 dogs with frostbite
injuries, 4 dogs with untreated torn cranial cruciate ligaments and severe patellar
luxations, 41 dogs with patellar luxation of grades 1-4, 29 dogs with abscesses, 2 dogs
with hip dysplasia, 2 dogs with malformed limbs or patellar fusion, 1 dog with mammary
cancer, 1 puppy with a large burn, 2 dogs with sarcoptic mange, 60 dogs frightened of
human beings and completely unsocialized. More than 50 sick dogs were euthanized and
50 more are believed to have been sent to or sold at a dog ‘auction’ in Ohio following
the inspection.

Im writing you to share my thoughts regarding Puppyland operating this type of
business in Renton. This business model entails obtaining very young puppies to sell that
are sourced from puppy mill breeders and puppy brokers in other parts of the country.
Though they claim that is not the case, the evidence says otherwise:
They claim "we need to source dogs from 100s of breeders in order to supply our stores"
AND "my hands are on every parent dog."
If one does that math how is that even possible considering they have imported
approximately 1800 pups so far this year to the Puyallup and Renton stores combined.
1800 pups, with each mom producing 4 pups per litter (Puppyland sells a lot of small
breed dogs and those moms tend to produce smaller litters) = 450 litters/moms + the
dads. Even if all the puppies from every litter are sourced exclusively to Puppyland (and
they probably aren't as the puppies are desired by other retail pet stores nationally as
well), then how can he say he is putting his hands on potentially 900 dogs?
It was also implied that the "protesters" (that would be me) are committing vandalism
and harassing other tenants in their shopping center. I'd like to tell you a little bit about
the "protesters" that I know.
Four of us Renton residents became involved with Bailing Out Benji/Puppy Mill Free WA
in late-winter 2021. We are women in our 50s and 60s. We are not Activists but
Advocates for companion pets.
Two women have volunteered with Purrfect Pals for over 10 years and have successfully
setup adoption programs at Petsmart and Petco local to Renton, managing a staff of
volunteers, caring for cats, and working with the prospective pet owners. These women

have also volunteered and staffed South County Cats non-profit booths over the years at
Renton River Days and the Renton Farmers Market.
The other two women have volunteered with South County Cats for over 10 years. I'm
very active in TNR (Trap Neuter and Return) of community cats in Renton, which
reduces the population of unowned cats and unwanted litters of kittens. South County
Cats often gets calls for help from Renton Animal Control to assist in these situations. I
personally have trapped cats from East Renton Highlands to Skyway and Newcastle to
Fairwood. The efforts of this all-volunteer cat welfare group has saved the City of Renton
10s of $1,000s of dollars in animal care and control costs over the years.
South County Cats recently started partnering with Feral Cat Spay Neuter Project and is
offering a low-cost/no cost spay/neuter clinic in Renton weekly. One of the "protesters"
has volunteered at that clinic every week for 8 months and participated in many
community outreach events.
So, you can see we are all working together to better the lives of companion animals.
We join together to point out to the City that the puppies being sold at Puppyland are
from questionable sources, which involve substandard conditions for the dogs left
behind.
I presented my own personal experience with my dog when he was rescued from a
puppy mill at 1 year of age when I spoke to the Planning Commission on 8/18/2021
I hope you will give the opposition to the Puppyland business model serious
consideration, and hear that the majority of Renton residents who have spoken and
emailed their opinions convey that this business model is not appropriate for Renton, or
even one that should be utilized in this era of preventing animal cruelty.
Additional regulations on this business does not stop the supply of puppies from puppy
mills. Inspecting the store does not get to the root of the problem, which is dogs being
sold for profit, profit to the Puppy Miller/Breeder, profit for the Broker and profit for
Puppyland.
As Jill Servais so aptly said at one of the Planning Commission meetings, "you can't
pretend you don't know where these puppies come from" if Renton decides to go ahead
with proposed D-194: Retail Pet Sales Ordinance.

Dear Mayor Pavone and Council members,
My name is Claire Wilkinson and I live in the Benson/Talbot area of Renton. As a seasoned
animal shelter volunteer, humane treatment of animals is very important to me.
The very antithesis of humane treatment is the puppy mill industry. As the name implies, these
are large-scale operations with profit versus wellbeing being the top priority. The breeding
mothers are exhausted and not cared for. They are simply machines that produce puppies that
are often not very healthy.
Please consider passing a city ordinance banning the selling of puppies at any business in
Renton. Word has it that a business that buys puppies from large-scale puppy mills where the
mothers languish in ill health and are unloved is planning to open in downtown Renton near the
high school.
Renton has a reputation of being a compassionate and caring community. By passing an
ordinance banning the selling of puppies by pet stores, you prove that Renton truly cares for its
two-footed and four-footed residents. Loving families will still have access to puppies through
shelters, rescues, and reputable breeders.
Please join the more than 370 other localities nationwide and pass a humane pet store
ordinance.

The puppy mill industry is struggling to hang on to their huge profits. They have been losingsome battles. I think that is why we have been seeing cutthroat lobbyists enter the picture.
Citizens on both sides of the political spectrum abhor the images of puppy mills.Sick,weak,underfed moms give birth to puppies in filthy,oppressive conditions.These
conditions allow contagious diseases to flourish. Sick puppies are then sold to unsuspectingfamilies.
If we must proceed cautiously because of real concerns about being sued,let's craft a bill withsome teeth. There needs to be oversight and consequences for noncompliance.
More than 300 cities across the U.S have banned puppy mill pet stores, and there are a fewpuppy mill pet stores who have transitioned successfully into selling pet supplies and food.
Once again it goes back to profits. We really need oversight of this business because we haveexperienced over and over how much lying is done in this industry.
We in Renton should expect more from our businesses. They should be good citizens andenhance the community.

I am reaching out to you today to ask the Council to please pass a humane pet store ordinance. Currently,
Renton has no puppy-selling pet stores within city limits. By passing an ordinance now, you will protect your
constituents from purchasing a potentially sick animal as Washington puppy selling stores are sourcing from
puppy mills. You will also protect your constituents from the high interest pet loans that these puppy-selling
stores offer. Consumers will still have the option to adopt from their local shelter or rescue or visit and
purchase from a reputable breeder.
I would love to see Renton, the city I call home, join the more than 370 other localities nationwide and pass a
humane pet store ordinance.

I am writing to request the Planning Commission to strongly recommend the closure of Puppyland in Renton. I
am 100% opposed to the retail sale of animals—specifically dogs or cats—for profit. This practice presents a
clear and present danger to animals and the potential for abuse as well as lack of consumer protections. USDA
regulations are lax and do not assure even minimal standards of care for puppies offered for sale--see
summary examples below.
Abuse/neglect potential: dogs can be housed in cages that are only 6” larger than the dog’s
body. Exercise and socialization are not required. USDA inspections, which are “risk based,” are
conducted only every 2-3 years (and that was pre-COVID). Breeders produce large numbers of
puppies for the retail sale market, frequently under sub-optimal conditions. Maximizing profit is the
goal.
Lack of consumer protections: for-profit retail sellers such as Puppyland often offer few protections for
consumers. Again, the goal of the seller is to maximize profit, not care for the animals or ensure
transparency to the buyer. Puppies for sale are frequently seriously overpriced and turn out to have
long term health issues. Retailers’ financing plans can approach predatory lending, with interest rates
above even those of payday loans.
Potential buyers are often attracted (understandably) by the idea of purchasing a cute little
puppy. Unfortunately, this may be an impulse purchase. They may not have considered or be prepared for a
future in which the puppy has grown up. Puppies become adult dogs that need attention, socialization, regular
veterinary care, good food and exercise. Nonprofit animal shelters and breed specific rescuers in our area are
left to pick up the pieces when people neglect, surrender, or even abandon now-adult dogs they no longer
want to care for or cannot afford.
This situation is just plain wrong. For-profit puppy sales need to be banned in Renton. There are already far
too many dogs (and puppies) waiting in shelters for new homes. If people are looking for a puppy, please don't
buy. Adopt from a reputable nonprofit organization!

2021 August 18 Renton Planning Commission Meeting
Thank you Planning Commission Members for this opportunity to share my point of view on the
proposed Retail Pet Sales recommendations versus an Humane Ordinance. My name is Gina
Cari and I am a Renton resident.
I would like to say “Not in my backyard!” Please do not allow the sale of puppy-mill puppies
here in Renton. The proposed retail pet sales recommendations do not provide for real
regulation, funding of enforcement, or repercussions should Puppyland fail to meet these
minimum standards. It does not fix the problem or get to the root of the issue. It also
potentially adds a burden to our Animal Control department that is already stretched to
capacity.
I have been wading through the information on both sides of this issue. There is a plethora of
information available from a variety of responsible organizations about puppy-mill puppies and
I hope you agree with me, it is disgraceful that people are making a profit off of the production
of puppies. Let me repeat that. It is disgraceful that people are making a profit off of the
production of puppies.
We all know the horrors occurring in puppy mills as it has been well-documented. It breaks my
heart that there are humans in this world that can do such unspeakable things to any animal. I
do not want this type of behavior to be rewarded inadvertently by unsuspecting Renton
consumers. When I read, “Puppy mills exist because the public is funding them. Dogs are
suffering because the public doesn’t do their research before they buy.” It breaks my heart.
We’ve done the research, now let’s fix the problem. Currently, we have professional breeders
as well as rescue dogs available for adoption. Let’s support them.
What I am reading from Puppyland are pretty words with no substantiation of their words nor
transparency of their business practices. What I’m hearing is that you can’t get in the door
without allowing them to take a photo of your ID. If this is really true, I hope as leaders of our
community you see the dangers of this practice and feel a need to protect our consumers from
possible identification theft whether on purpose or accidentally due to no security practices in
place to protect Rentonite’s personal information.
Also, the copies of Puppyland agreements being shared by past consumers indicate
exceptionally high interest rates that again, as business leaders I hope you would want to
protect Rentonites from predatory loans. If this is untrue, please Puppyland, share your loan
documents online as well as the prices of your puppies online so folks will know what to expect
before they walk in the door.
Puppyland also sells other pet-related products and there isn’t a quality pet store in that area.
Puppyland could easily be a viable business without selling puppy mill puppies. There are 89.7
million dogs owned nationwide and it is big business. Washington State ranks 14th in pet
ownership with 67.2% of households having a pet. According to the latest survey, 80% of pet
owners consider their pet as a family member.
2021 August 18 Renton Planning Commission Meeting
Next door, Kitsap County and some other nearby cities have already passed an humane
ordinance versus retail pet sales regulations. We should be leading this effort rather than
following it. I’m counting on you to choose to pass an humane ordinance. I’m hoping you will
do the right thing and outlaw the sale of puppy-mill puppies here in Renton. Let’s be on the
front-end of this movement and do the right thing now!

Please accept my apology for being unable to contribute to tonight’s meeting.
I volunteer for four dogs rescues in the area and had rescue obligations . And that right there is why this Issue is so
important to me and to others that give of their time and money to rescue dogs that need good homes, while the
Puppyland franchise makes money by supporting people who use dogs to breed more dogs with many of those dogs
ending up being surrendered or used by unethical people as backyard breeders.
Attempting to regulate these businesses, has failed year after year. The USDA authorized JAKS to regulated breeders
and we now know what a horrible job they have done , accepting money to look the other way and supplying Puppyland
with product direct from PuppyMills that use and abuse dogs for profit.
The only way to help the only humane action to be taken here is to make it illegal to sell animals in stores. Please pass a
humane ordinance , as many other cities and states have already done, that does not allow stores to sell dogs, cats or
rabbits.
Please, The animals cannot help themselves, we must stand strong for them.

Good Evening Commissioners, my name is Jessie Friedmann and I am a Renton resident here to encourage a
strong humane pet store ordinance. I moved to Earlington Hill about a year ago with my partner, and he and I
have loved getting to know and explore our Renton community.
Unfortunately, having to drive by Puppyland sign twirlers almost daily has been incredibly depressing. In
thinking both about the future of this store and my future in this city, I’m hopeful that Renton leadership
chooses to make decisions based on evidence instead of anecdotes.
The facts here are fairly clear, based on findings from animal welfare and veterinary experts. The findings are
this:
According
to the Humane Society, USDA accreditation is not enough to ensure that animals are
bred in a way that is humane.
Second, dogs sold from pet stores, like Puppyland, experience worse health outcomes, and more
frequent
behavioral problems. A quick Google search shows recent parvo outbreaks, premature death
outcomes, and research findings on heightened aggression in pet store puppies from sources including
the
Humane
Society, the
American
Journal for Veterinary Medicine, and even
Psychology
Today.

Lastly, as has been demonstrated tonight, Puppyland engages in predatory financial practices,
including
mandatory non-disclosure agreements, exorbitant interest rates, and inflated costs.
What wasn’t spoken to today were the 71,362 animals that entered shelters in Washington state in 2020, 13
thousand of which were in King County alone. This doesn’t even touch on the 1,498 animals that were
euthanized.
Often, when pets are surrendered it is because of behavioral problems. Given that dogs from pet stores often
have higher rates of behavioral problems, the existence of these stores increases the number of animals in
shelters - many of which will be difficult to adopt and more likely to be put down.
I appreciate you all taking the time to hear community feedback tonight. I urge you to continue to do your own
research on this topic, and listen to experts over non-local business owners. Your work can make Renton a
better place to live for all of us.

I am one of the citizens who spoke to you on May 5 regarding the pet store in Renton thatrecently opened. I am beyond disappointed that absolutely nothing has been done.
As you know, this pet store has 100% been proven to get their puppies from puppy mills.
Since I spoke to you in May, they have been importing an average of 45 dogs a week- that’sclose to 300 just since I addressed your committee. That may sound like a lot, but some of
these puppy mills have in excess of 500 breeding pairs of dogs….
By the time you have your next planning commission meeting, they will be approachingimporting puppy number 1,000. All of this in 5 short months. All because RENTON is
allowing it to happen. Without this store, the pipeline would dry up.
I know all of you know the horrors of puppy mills. They are well documented, and a quickonline search will show you all the evidence you need to recognize Renton should not be
supporting this. As I stated in May, over 300 towns and cities have banned the sale of puppiesand kittens in pet stores. It is time for Renton to DO THE RIGHT THING.
Please, please, please, I implore you to do some research and make this issue a priority at your
next planning committee meeting. Every day, across America, states and municipalities aretelling the puppy mill industry that we do not condone the inhumane, cruel treatment of dogs.

You are at a point where you can’t really say you don’t know what the business model is for this store. You can
decide not to do anything about it, and continue to condone and support Puppyland. But you cannot in good
conscience pretend that you are not aware of the horrors of where these 657 puppies came from and will
continue coming from, as there is documented proof that has been provided to you and that is available to the
public through the Department of Agriculture.
Please pass the humane ordinance so Renton and its citizens do not continue to sanction the greed and
callousness that drives the puppy mill business model. I have great hope that Renton will follow the lead of
over 400 cities and municipalities nationwide which have passed humane ordinances.

As a homeowner in Renton, I love to see the ongoing investments in the community, from bike lanes to park upgrades.

. He was sweetest boy ever but he was very limited in what he could physically do. He was used as the stud because he
was so handsome but he never got to see daylight or grass much. Just potties in his small cage and ate only when he was

As residents of Renton, we are writing to express our concern about the current sale of puppies in Renton from existing
businesses. It is our understanding that state legislation prevents future businesses from selling puppies, but not existing
businesses. Our family bought our dog from a local breeder to ensure that our puppy was not the result of the animal
exploitation that takes place in a puppy mill. The prices for puppies at pet stores also can take advantage of customers
through price-gouging, costing several thousand dollars more than the price offered by a breeder.
We believe that our city should uphold the rights of living creatures in human care, not just humans themselves. We also
believe that our city should protect customers from price-gouging. As such, we hope that City Hall will consider banning
the current and future sales of puppies in Renton pet stores.

I am disappointed that the Renton Planning Commission chose to introduce language to
try and regulate pet stores, specficially Puppyland located in Renton instead of
prohibiting retail sales by passing an ordinance. Puppyland will still be able to import
puppies if they meet minimal requirements. This does NOT address the existing
problem of the cruelty puppies suffer at the hands of puppy mills.
Puppyland sources their puppies from puppy mills. Puppy mills exploit innocent puppies
by continuously breeding dogs for sheer profit. These puppy mills ignore medical, social
and physical needs of these animals. Puppies often carry contagious diseases and/or
suffer from congenital defects needlessly causing undue suffering of hundreds
of puppies.
Puppyland is in business to optimize profits. Pet stores charge exorbitant prices
sometimes up to $8,000 for a puppy. Additionally, Puppyland offers financing at
extremely high interest rates considered to be usury.
Seven Washington cities and one county have already passed humane ordinances that
required existing businesses to stop selling puppies.
I am looking to City of Renton to also pass a humane ordinance to stop this cruelty to
animals. And, putting a stop to the pipeline of puppies from puppy mills into
Washington.

Dear Renton City Councilmembers and members of the Renton Planning Commission,
It has come to my attention that the Renton Planning Commission will be discussing retail pet sales during their meeting on
August 4, 2021. I have reviewed the agenda and read the staff analysis, and as the prime sponsor of HB 1424, I wanted to
provide you with some insight on the legislative intention of the bill.
Specifically, I would like to respond to the following statement in the background section of the meeting materials:
“The State’s adoption of HB 1424 precludes the City from adopting regulations to not allow the sale of cats and dogs at the stores
that sold them prior to the effective date of the legislation because it explicitly allows existing stores to continue their business.”
HB 1424, as introduced, stated that no new stores in Washington state could sell cats and dogs and it also contained many
consumer protections provisions for the current stores that do sell cats and dogs. In an effort to compromise with the
opposition (retail pet stores selling puppies) we dropped the consumer protection pieces related to sourcing and transparency
and kept the language that said there could be no more new stores. As you may know, there are many egregious puppy-selling
chains looking to locate in states without bans, and there are puppy-selling stores in our own state looking to expand by
opening new locations. The compromise bill that passed ensured that no new stores can open in Washington. However, we
continue to work on this issue at the state and local level.
To be clear, the bill does not contain any preemption language preventing local jurisdictions from enacting their own bans, and
in fact, the goal of the compromise bill was to allow local jurisdictions to enact their own bans on the retail sale of pets, as
many counties and cities in Washington have already done.
HB 1424 was uniquely crafted to ensure the puppy mill-to-pet store-pipeline problem in Washington state did not get any
worse with the opening of additional puppy-selling pet stores, and in the meantime, it allows local communities to decide
whether or not they want these types of businesses in their communities.
At one point during negotiations there were efforts to include language in the bill that would prohibit local jurisdictions from
enacting bans, and I was very clear that I would not accept that amendment as it worked directly against the intention of the
bill.

Puppyland - please not in my town
Hello Danielle and the entire Commission
I'm concerned about the allowance of a Puppyland store to open in Renton. Their reputation of supporting puppy mill
production of pet animals is something I do not want in my town, state and country.
Please think about the consequences and go visit a Humane Society facility now. Then after a year of a Puppyland
operating around that Humane Society facility and the results are in-humane.
A proper breeder takes good care of the breeding pair and it's puppies, kittens, etc. and finds good homes for their
puppies.
Puppyland has a bad reputation of supporting puppy mills, sometimes from outside our country.
Window shopping for a cute puppy on a spur of the moment as the 5 year old son or daughter throws a fit and says " . . .
oh Mom, oh Dad can I get one, I want that puppy . . . ." . A high percentage is the puppy's new home will not be
adequate and the puppy is no longer wanted a year later. We don't need to support puppy mills and more unwanted,
homeless pets in Renton a good pet home requires preparation, budget and room to prosper. It is not like buying a
teddy bear for a child.

Please stop allowing dogs or cats to be sold in stores in our area. Selling pets in shops enables large-scale breeding
operations, and since these breeders cannot operate legally in Washington state, pets sold in our stores are crated here
from long distances away, Large scale breeders focus on making profits, and the pets that they produce are born from
confined parents. They are not socialized when they are young, which leads to behavioral problems. These pets often
have medical issues due to inbreeding. Because large scale breeders produce too many pets, millions are euthanized
every year. By allowing businesses to sell these animals in our area, we are funding these inhumane animal mills. We
cannot allow this to happen.
