Dear Eric:
As the lobbyist representing Puppyland, we concur with this statement and would advise our client to pursue litigation
to prevent the recommendations or enactment of ordinances that hinder their ability to properly conduct their business.
It is unfortunate although we sought to combat a false narrative with facts; the facts would appear to be wholly or in
part ignored.
In such matters those whose rights would be subjugated must seek legal redress.
For the record:
‐Puppyland is not a puppy mill.
‐The owners do not source from puppy mills.
‐Their breeder video are displayed on LCD’s in their stores.
‐They provide substantial history on their puppies who are cared for by store employees and local vets.
‐They have increased their healthcare guarantees.
‐The owners have also offered to work with local shelters.
It’s clear each time we meet the goal—the post moves.
I’m confident if litigated, our clients will have a fair opportunity to present the facts.

Please see attached email from Puppyland’s attorney and his legal opinion on why this ordinance should not be
proposed. Puppyland has made their public statements about who we are, what we do and alternative approaches to
the current proposed regulation.
As mentioned in previous statements, all committee members are welcome to reach out directly, but so far none have
chosen to show an interest in hearing our side of this situation past our allotted 3 minute public testimonies.
Puppyland and its representatives oppose any attempt to propose an ordinance as currently written.
Thank you,
Justin Kerr

Puppyland and city of Renton December 15, 2021
We oppose the City’s proposal for multiple reasons which include the following:
1. Puppyland and it’s counsel did not receive proper notice of this hearing.
2. The Board’s proposal exceeds it’s statutory authority and it’s authority under the city of Renton’s municipal
code.
3. The City’s proposal does not properly cite governing laws or rules in support of either it’s authority or its
proposed action.
4. The City’s proposal constitutes an arbitrary and unsupportable regulatory taking in violation of Puppyland’s
constitutional rights.
5. The City’s proposal constitutes a violation of Puppyland’s constitutional rights under the interstate commerce
clause.
6. Given the lack of proper notice, puppy land reserves the right to supplement this objection.
