I wanted to express my concerns with the purposed Retail Pet Sales Ordinance. The city as a whole has
no way of ensuring all these requirements are met. The city allowed Puppyland to engage in business
for over 6 months without a Renton business license. While this is not a Planning Commission issue, it
does show that the city does not have the means to regulate their own laws. How will they regulate ALL
the additional requirements that this Ordinance is proposing? Why are you reinventing the wheel?
There are over 410 Ordinances that have been passed and upheld. There have been resources made
available to you, which included data on the puppy mill industry. None of PROVEN ordinance language
recommendations were included in this Ordinance. How will the city ensure businesses are not buying
from puppy mills based on a “picture” of a parent dog? How will you know it is an accurate
representation? Your requirements can be easily manipulated to the meet the needs of the business.
Bottom line, this Ordinance will not stop the pet store to puppy mill pipeline. Please listen to your
residents and the individuals available that know the industry and write an Ordinance similar to the over
410 that have passed and proven to be successful. Thank you.
