The following briefly describes the application and the necessary Public Approvals. City Facilities are currently closed due to the ongoing state of emergency enacted by Governor’s Proclamation 20-28.14 (and as amended) therefore, a virtual/telephonic public hearing is tentatively scheduled for June 28, 2022 at 11:00 AM before the Renton Hearing Examiner by means of the Zoom video conferencing web application which includes a phone-in option to consider the following petition. The public is highly encouraged to attend the meeting by using one of the methods listed below. See also https://cutt.ly/CF39CPp PROJECT DESCRIPTION: The applicant is requesting Preliminary subdivision approval for a 12-lot plat. Lot sizes range from 9,034 square feet (Lot 6) to 11,256 square feet (Lot 1). One tract is proposed for the purpose of stormwater facilities (21,846 square feet). Associated site improvements include access improvements, landscaping and stormwater infrastructure. The project area is two lots (13929 - 154th Ave SE & 13818 - 152nd Ave SE) totaling 4.16 acres (181,167 square feet) and is located in the Residential Low Density Comprehensive Plan land use designation and the Residential - 4 (R4) zoning classification. Vehicle access would be provided via two new public streets: 1) an extension of SE 139th Pl between 152nd Ave SE and 154th Ave SE, and 2) 153rd Ave SE with a hammerhead easement turnaround between Lot 6 and Lot 7. Trees retention requirements are proposed to be met through retention in the stormwater tract and Lot 7. the City's mapping system does not indicate that there are critical areas on the site. DATE OF APPLICATION: April 6, 2022 NOTICE OF COMPLETE APPLICATION: April 20, 2022 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the propos ed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS. CONSISTENCY OVERVIEW: Zoning/Land Use: The subject site is designated Residential Low Density (RLD) on the City of Renton Comprehensive Land Use Map and Residential 4 (R-4) on the City’s Zoning Map. Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC 4-2, 4-4, 4-6, 4-7 and other applicable codes and regulations as appropriate. Proposed Mitigation Measures: No mitigation measures are proposed at the time of this posting. Comments on the above application must be submitted in writing by 5:00 PM on May 4, 2022.
