Additional photos would be useful, particularly close ups to see if the branch tips are in fact dead with no bud swell indicative of live branches (everything is still dormant currently and this would give some indication). They don’t plan to replant, and I haven’t yet looked into whether they would need to replant. Yes, the trees look pretty dead. I have no problems with the removal request. I’ll leave it up to you to figure out if what they may or may not need to do for replanting if they drop below a retention density requirement.
