This memorandum responds to the City of Renton’s transportation-related comments presented in its On Hold Notice from February 14, 2022. The City’s comments related to the Transportation Impact Analysis (TIA) – Revised for Kennydale Gateway (Heffron Transportation, Inc., June 14, 2021). The specific transportation-related comments are listed below along with the responses. Response to City Comments Comment T-1: The TIA refers to various studies done by WSDOT. The TIA shall be updated to include all referenced WSDOT studies for the intersection and proposed round-a-about. Response: The following details the WSDOT information that was utilized to prepare the TIA and operations analysis. The e-mail received from WSDOT with links to various data and analysis files has been forwarded to City staff.1 • Transportation Discipline Report: I-405, Tukwila to I-90 Vicinity Express Toll Lanes Project (MP 0.0 to 11.9) and Downtown Bellevue Vicinity Express Toll Lanes Project (MP 11.9 to 14.6), July 2018. This document detailed analysis for the full corridor including specific assumptions for the NE 44th Street interchange. • Concept Plan for I-405/NE 44th Street Intersection, WSDOT and Flatiron Land, July 2020. This reflects the revised design-build concept to locate the new interchange under I-405 (prior design concepts had located it over I-405). • Sidra files of NE 44th Street interchange and Synchro file of Lake Washington Boulevard N / Seahawks Way – Year 2025 conditions, HNTB, date unknown. These files were transmitted to Heffron Transportation, Inc. by WSDOT in an e-mail and drop-box exchange on April 22, 2019 specifically for use on the Kennydale Gateway analysis. Minor adjustments were made by Heffron Transportation to the models to reflect the revised interchange concept proposed by Flatiron Land, WSDOT’s contractor. 1 E-mail sent from Marni Heffron to Nathan Janders on February, 24, 2022. Kennydale Gateway (SDCI MUP #3035807-LU) Response to City Comments about Transportation March 3, 2022 | 2 Comment T-2: The TIA should be updated to include N 41st St/Lake Washington Blvd N as a study intersection. Response: The intersection of N 41st Street / Lake Washington Boulevard N is located south of the Kennydale Gateway site. N 41st Street becomes Wells Avenue N just west of the intersection. This street is one of three access routes to the Barbee Mill residential development to the west. That development can also access Lake Washington Boulevard further north at N 43rd Street and further south at N 37th Street. New turning movement counts were performed at the N 41st Street / Lake Washington Boulevard N intersection on Tuesday, March 1, 2022. Those new traffic counts are attached. A count on Wells Avenue N, performed on October 24, 2019, was used to adjust the side-street volumes to reflect pre-pandemic conditions. It is noted that both sets of counts show relatively low volumes entering and exiting the residential area via N 41st Street, likely due to the fact that there are alternative development access points both north and south of N 41st Street. Year 2025 traffic volume forecasts without the Kennydale Gateway project were derived from WSDOT forecasts at the next intersection north. Those forecasts were presented in Figures 3 and 4 of the previously referenced Transportation Impact Analysis (TIA) – Revised for Kennydale Gateway. It is noted that those forecasts reflect substantial growth in through traffic on Lake Washington Boulevard compared to existing 2021 conditions. For example, AM peak hour traffic is estimated to increase from an existing level of about 520 vehicles per hour (vph) (total in both directions) to over 1,070 vph by 2025, which would be more than a 200% increase. Likewise, PM peak hour traffic was estimated to increase from about 460 vph to about 880 vph by 2025. Finally, Kennydale Gateway trips from those same figures were added to Lake Washington Boulevard N as through traffic. Levels of service for the intersection were determined based on methodologies established in the Highway Capacity Manual (HCM), 6th Edition2 using the Synchro 10.3 analysis software. The existing intersection has a single approach lane on all three legs with a stop sign controlling eastbound traffic. There are bike lanes in both directions and a trail crossing N 41st Street west of the intersection. The existing speed limit on Lake Washington Boulevard N is posted at 25 mph. The traffic volumes described above along with the peak hour factors, pedestrian, bicycle, and heavy vehicle attributes based on the new counts were inputs to the model. The traffic volume estimates for each condition are attached. The analysis determined that eastbound movements from the stop sign are expected to operate at LOS C in 2025 during both peak hours even with the substantial increases in traffic on Lake Washington Boulevard N. The Kennydale Gateway project would not change the levels of service, and is expected to increase delay by a negligible amount (0.1 second added average delay per vehicle or less). The level of service calculations are attached. Based on this analysis, the project is not expected to adversely affect then 41st Street / Lake Washington Boulevard N intersection.
