Proposal for Professional Services
May 6, 2022
The following scope of work and cost estimate was developed by Otak, Inc. (Otak) to
support the City of Renton (City) with the review of the wetland delineation report (Existing
Conditions Letter Report) for the Longacres property proposed for the new Seattle
Sounders training facility. The property is 108 acres in size consisting of 18 property parcels
located west of Oakesdale Avenue SW in Renton, WA. The City requested Otak to review
the Existing Conditions Letter Report prepared by Talasaea Consultants, Inc. (TCI) dated
April 29, 2022. Specifically, the City is requesting:
1) Review classification and delineation of the existing wetlands
2) Review the mitigation plan anticipated for submittal at a later date.
Wetland classifications, delineations, and proposed mitigation will be reviewed for
consistency with City of Renton Municipal Code (RMC) Critical Area Regulations (Title IV
Chapter 3, 4-3-050) for wetlands.
Our approach to this work is divided into four tasks: 1) background research and site visit; 2)
report review, code review, and preparation of a findings memorandum; 3) mitigation plan
review; and, 4) project coordination and management. The wetland delineation and
classification review memorandum will be completed by May 27, 2022. A half-day site
meeting with the applicant and City is included with this scope of work should the need arise
to resolve differences in the wetland delineation or classifications.
Deliverables:
• Draft and Final Wetland Delineation and Classification Review Memo
• Mitigation Plan Review Memo
Assumptions:
• A single site visit by two Otak biologists will be completed to prepare the wetland review
memo.
• Background review will include available published information, such as Renton
CORMaps, historical imagery, and GLO maps, to evaluate whether some of the
delineated wetland features meet the definition of artificial per RMC.
• A half-day site meeting with the applicant and City is included with this scope of work.

•This scope of work includes one round of report review. Review of resubmitted revised
reports will continue until the budget has been exceeded or a contract amendment has
been approved by the City.
Schedule and Fees
Our proposed fee summary is as follows:
Task 1—Background Research and Site Visit $2,750
Task 2—Report Review and Findings Memo $4,100
Task 3—Mitigation Plan Review and Findings Memo $3,900
Task 4—Project Management and Coordination $815
Direct Expenses $150
Proposed Fee Total $11,715
Otak proposes to complete the above Scope of Work for a time and materials amount of
$11,715.00. In-house reimbursable expenses and any outsourced direct expenses (e.g.,
postage/deliveries, mileage, etc.) will be invoiced at cost plus 10% and are included in the
contract amount. This is a not-to-exceed scope of work; we will not exceed this budget
without prior approval from the City of Renton. Task 3 (Mitigation Plan Review and
Findings Memo) will only be activated upon authorization from the City.
If conditions are found to be different from those described above, Otak will notify the City
of Renton immediately to discuss any impacts to the scope of work and budget
