HomeMy WebLinkAboutEx_16_Transportation_ConcurrencyDEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT M E M O R A N D U M DATE: May 6, 2022 TO: Alex Morganroth, Senior Planner FROM: Brianne Bannwarth, Development Engineering Manager SUBJECT: Traffic Concurrency Test Brotherton Cadillac and GMC 209 and 215 SW 12th St; LUA22-000125 The applicant is requesting Administrative Site Plan Review, Environmental (SEPA) Review, an Administrative Conditional Use Permit, and a street Modification in order to construct an addition to an existing auto dealership (classified as small vehicles sales) and to construct a new auto dealership on the adjacent site. The subject properties are located at 215 and 209 SW 12th St (APNs 3340402850, 3340402860, 3340402820, 3340402870, 3340402880, 3340402885, 3340402805, 3340402780, 3340402925) near the intersection of SW 12th St and Maple Ave SW. The project site totals approximately 2.72 acres in area and is zoned Commercial Arterial (CA). The site is located in the Automall Area A Overlay District. The site is currently occupied by a primary building used for small vehicle sales and service, as well as multiple single-family residential homes. The applicant proposes to redevelop the eastern portion of the site with a new 16,600 square foot auto dealership to include a showroom/sales area, parts sale and storage area, service and shop, and various other support areas. A 1,600 square foot canopy structure is also proposed in order provide covered charging for EV vehicles. In addition, the applicant has proposed a 4,416 square foot addition to the service department on the west side of the existing dealership building near the intersection of SW 12th St and Maple Ave SW. Associated site improvements would include asphalt paving and striping, underground utilities, storm drainage and landscaping. Access to the existing building is not proposed to change, while access to the new building would be via a single driveway off of SW 12th St. Cross-site access between the two buildings is proposed. The applicant has proposed the removal of nineteen (19) trees on the site and the retention of one tree. According to COR Maps, the site is mapped with a high seismic hazard. The applicant submitted a Traffic Impact Analysis, a Drainage Report, a Geotechnical Report, an Arborist Report, and an Environmental Checklist with the ap plication. During the weekday AM peak hour, the project would generate approximately 28 net new trips (22 inbound and 6 outbound). During the weekday PM peak hour, the project would generate approximately 36 net new trips (14 inbound and 22 outbound). The proposed project passes the City of Renton Traffic Concurrency Test per RMC 4-6-070.D as follows: Traffic Concurrency Test Criteria Pass Implementation of citywide Transportation Plan Yes Within allowed growth levels Yes Project subject to transportation mitigation or impact fees Yes Site specific street improvements to be completed by project Yes Traffic Concurrency Test Passes Evaluation of Test Criteria Implementation of citywide Transportation Plan: The City’s investment in completion of the forecast traffic improvements are greater than 100% of the scheduled expenditure through 2022. Within allowed growth levels: The citywide traffic concurrency trip capacity for concurrency with the city adopted model for 2022 is 955 trips, which provides sufficient capacity to accommodate approximately 36 trips from this project. A resulting 919 trips are remaining. Project subject to transportation mitigation or impact fees: The project currently is not proposing any net new person vehicle trips; therefore, transportation mitigation or impact fees are not required unless required through SEPA review and approval. Site specific street improvements to be completed by project: The project will be required to complete frontage street improvements prior to occupancy. Any additional off-site improvements identified through SEPA or land use approval will also be completed prio r to occupancy. Background Information on Traffic Concurrency Test for Renton The City of Renton Traffic Concurrency requirements for proposed development projects are covered under Renton Municipal Code (RMC) 4-6-070. The specific concurrency test requirement is covered in RMC 4-6-070.D, which is listed for reference: D. CONCURRENCY REVIEW PROCESS: 1. Test Required: A concurrency test shall be conducted by the Department for each nonexempt development activity. The concurrency test shall determine consistency with the adopted Citywide Level of Service Index and Concurrency Management System DocuSign Envelope ID: 206613E4-C662-427B-B5B2-D00F0C51DB08 Transportation Concurrency Test – Brotherton Cadillac and GMC Page 3 of 3 May 6, 2022 established in the Transportation Element of the Renton Comprehensive Plan, according to rules and procedures established by the Department. The Department shall issue an initial concurrency test result describing the outcome of the concurrency test. 2. Written Finding Required: Prior to approval of any nonexempt development activity permit application, a written finding of concurrency shall be made by the City as part of the development permit approval. The finding of concurrency shall be made by the decision maker with the authority to approve the accompanying development permits required for a development activity. A written finding of concurrency shall apply only to the specific land uses, densities, intensities, and development project described in the application and development permit. 3. Failure of Test: If no reconsideration is requested, or if upon reconsideration a project fails the concurrency test, the project application shall be denied by the decision maker with the authority to approve the accompanying development activity permit application. The Concurrency Management System established in the Transportation Element on page XI -65 of the Comprehensive Plan states the following: Based upon the test of the citywide Transportation Plan, consideration of growth levels included in the LOS-tested Transportation Plan, payment of a Transportation Mitigation Fee, and an application of site specific mitigation, development will have met City of Renton concurrency requirements.
