The site is fully developed with two existing warehouse structures totaling 437,093 square feet in area. There are also existing parking, utility and landscape improvements. Currently, there are 382 existing on-site parking spaces. The proposal would create a net total of 173 new parking stalls. This would result in a revised t tal of 555 parking spaces for the site. The proposed parking area would be located throughout the central ortion of building B. The proposal also includes a new 70 square f of entrance canopy on the north side of building B. One- hour separation walls and new ventilation grill in place of the existing warehouse dock doors would be constructed as part of the project. No alterati ns are proposed to building A. A parking modification, which allows the propo al to exceed the maximum number of parking stalls permitted by the parking regulations, was appoved on February 3, 2000. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21 C.240, the following project environmental review addresses only those project impacts that are not adequately addre used under existing development standards and environmental regulations. A. Environmental Impacts The proposal was circulated and revie ed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. The analysis of the proposal does not reveal any adverse environmental impacts that would require mitigation above and beyond existing code provisions. B. Recommendation Based on analysis of probable impacts from the proposal, staff recommend that the Responsible Officials make the following Environmental Determination: DETERMINATION OF DETERMINATION OF X ( NON-SIGNIFICANCE NON-SIGNIFICANCE-MITIGATED. Conformance with the co prehensive plan, its elements and policies; The site is designated Employ ent Area — Valley (EAV) on the Comprehensive Plan Land Use Map. The EAV designatio is intended to provide for a mix of employment-based uses, including commercial, office a d industrial development to support the economic growth of the City. The existing use of t e site as a warehouse and storage facility, and therefore, the proposed expansion of the fad ity, is consistent with the EAV designation. 2. Conformance with existing land use regulations; The subject site is zoned Medium Industrial (IM) on the City's Zoning Map. Warehouse and storage facilities are considered a primary permitted use in this zone. Office uses are also allowed when associated with primary permitted use on the site. The property is fully develope with two existing concrete warehouse buildings, as well as associated parking, Iandscap and utility improvements. No alterations to the existing landscape areas, or the buildin 's footprint and height are included with the project. Minimal modifications to the exterior of building B are proposed, including the installation of ventilation grills in place of existing dock doors on both the east and west sides of the structure. A 70 square foot entrance canopy will also be added to the building's north side. No alterations are proposed to building A. The project's compliance with the pertinent development standards of the oth IM zone and the parking regulations is discussed below: Building Limitations: The IM z ne does not restrict the amount of lot coverage by buildings. The proposed canopy addition to the north side of the building would maintain a sl tback of approximately 80 feet from the site's SW 16th street frontage. No modifications ar proposed which would alter the existing setbacks along the site's west, south and east pro erty lines. Parking: The parking regulatio s base the amount of required on-site parking spaces on the floor area dedicated to specific uses. For the subject proposal, the following parking ratios would be applicable: • one parking spa e for every 1,500 square feet of warehouse and storage use, and • a minimum of 3 o a maximum of 4.5 spaces for every 1,000 square feet of office use. The applicant has provided a p rking analysis, which indicates there are 382 existing on-site spaces. The proposal would, create 185 new interior stalls, 9 new exterior stalls and eliminate 21 existing exterior 'tails — for a net total of 173 new parking stalls. This would result in a revised total of 555 arking spaces for the site. Based on the parking ratios list d above, a minimum of 380 to a maximum of 438 spaces would be required for the site. he proposal to provide 555 spaces would have 117 more parking spaces than the maxi um amount permitted by code. In order to exceed the maximum number of permitted spaces, the applicant was required to obtain approval of a parking modification request. The Department's Administrator approved the requested modification on February 3, 20 0. The proposal to create additional parking for the facility is anticipated to alleviate current verflow problems caused by the extensive number of employees and fleet vehicles a sociated with the HomeGrocer.com facility. The new parking stalls appear o satisfy the minimum requirements for stall width and length dimensions, with the exception of 10 compact stalls indicated on the site plan with 8-foot widths. A minimum width of 81 feet is required for compact stalls. The site plan will need to be revised to provide the appropriate width. The satisfaction of this requirement will be subject to the review and approval of the Development Services Division prior to the issuance of building permits. The parking regulations limit he amount of compact parking spaces to 30% of the total number of stalls. The propos I, which provides 76 compact spaces, arrives at 13% - well below the maximum. However, the project only provides 8 ADA accessible stalls. A minimum of 2% of the total nub mber of spaces for the total parking area, equivalent to 11 stalls, must be ADA accessible. The applicant will also be required to revise the site plan in order to satisfy this requiremen prior to the issuance of building permits. The proposal appears to satis y the requirements for minimum aisle widths of 24 feet and maximum driveway/ramp grad s of 8%. As required, the proposal provides concrete wheel stops around the perimeter o the parking area. A two-foot reduction in stall length, as permitted by the regulations, is also proposed. 3. Mitigation of impacts to surrounding properties and uses; The proposed addition will not adversely impact surrounding properties and uses. Potential impacts to surrounding propert es will be minimal considering the site is currently developed and no major modifications to the site or the exterior of the building are proposed. The proposal would actually serve to reduce current parking overflow problems for adjacent properties. Potential short-term noise and jtraffic impacts would result from the initial construction of the project. Mitigation of impacts of the proposed site plan to the site; The proposal is not expected to adversely impact the site. Springbrook Creek is located within approximately 40 feet of the site's western boundary. However, none of the proposed work would be located within the 200-foot boundary regulated by the Shoreline Master Program. As indicated in the applicant's construction mitigation description, best management practices would e used to reduce erosion and sedimentation impacts to the site. 5. Conservation of area-wid property values; The proposal would allow Horn Grocer.com to modify the site so that it is suitable for its use of the property. The project would alleviate current overflow parking problems and is anticipated to conserve propert values in the vicinity. 6. Safety and efficiency of v hicle and pedestrian circulation; Two ingress/egress ramps to he new parking area are proposed. The ramps, which are located on the east and west side of the building, connect to existing drive aisles. The proposed parking area, inclu ing the interior and exterior stalls as well as the ramps, appears to satisfy the require ents of the parking regulations, with the exception of the required revisions previously discussed. A new pedestrian walkway is also proposed which connects the proposed entryway canopy to the sidewalk on SW 16th Street. The project is anticipated to improve the effici ncy of on-site parking. 7. Provision of adequate lig t and air; The proposal includes the inst Ilation of ventilation grills in the place of existing dock doors on the east and west sides of building B. In addition, supplemental mechanical ventilation would be provided as required by the Uniform Building Code. The project is expected to provide adequate light and air irculation to the interior of the building. 8. Mitigation of noise, odors and other harmful or unhealthy conditions; It is anticipated that minimal no se and odor impacts would result from the initial construction of the site. These short-term impacts would be mitigated by the applicant's construction mitigation plan. The proposed development wo Id not generate any harmful or unhealthy conditions. Noise impacts associated with increa ed traffic and activities resulting from the completed project would not increase above existi g conditions. 9. Availability of public se ices and facilities to accommodate the proposed use; and There are currently adequate a d available public services and facilities to accommodate the existing use of the site. The pr posal is not anticipated to significantly alter the demands for such services or facilities. 10.Prevention of neighborho d deterioration and blight. Uses which are delivery intensive require an extensive vehicle fleet, as well as a substantial amount of employees. Such uses are different from typical warehouse uses, which are often not as labor intensive and do not involve frequent deliveries. For these reasons, the current parking ratio for warehouse uses is not directly applicable to Homegrocer.com type uses. Although this indicates a future code amendment may be necessary to create a parking ratio specific to these types of uses, at this time the modification process is appropriate for addressing exceptions to the current code. My client is well aware of the parking situation at Homegrocer and is trying to clean up the parking along Raymond Ave and surrounding properties. As the project stands it is in conformance with the existing zoning requirements and parking under the warehouse/office criteria.As companies are emerging with the ".Com" reference the warehousing aspect is still true but there is a need for additional employees to conduct the everyday workings for these new busines 's that the existing zoning rules do not'take in account. We are proposing to provide additional 185 parking stalls inside the building to alleviate the parking outside the building since there is no more room outside to achieve this.
