WANG SHORT PLAT Page 1 1 PROJECT OVERVIEW The project site is located in the Soos Creek drainage basin, on the northwest side of the 90 degree turn in SE 191st Street / 117th Place SE in the City of Renton, King County. Specifically, the project is in the southwest quarter of Section 33, Township 23 North, Range 5 East, W.M. It is bordered by single family residential on all sides. The King County tax parcel ID number for the existing parcel is shown in Table 1 below (refer to the King County Parcel Reports included in Appendix A). See Figure 1-1: Vicinity Map, provided on the following page. Table 1: Parcel Information KC Parcel # Site Address Site Area (SF) 6198400125 19016 116th Ave SE 88,862 The total project site is 2.04 acres in size and currently has one single family residence at the west end of the property while the remaining 75% or so is completely forested. The site drains to the southwest at a slope ranging between 1 and 10 percent. Proposed development of the property will include constructing seven new residences and the associated roads, driveways, utilities and stormwater vault. The existing residence on future Lot 1 will be demolished. The project will be designed using the guidelines and requirements established in the 2017 City of Renton Surface Water Design Manual (2017 CRSWDM). The project required to match forested site conditions (or a Conservation Flow Control) and Basic Water Quality treatment. WANG SHORT PLAT Page 3 2 CONDITIONS AND REQUIREMENTS SUMMARY The proposed project is classified as requiring “Full Drainage Review” per the 2017 CRSWDM. Therefore, all nine core requirements and six special requirements will be addressed per Section 1.1 of the 2017 CRSWDM). 2.1 Core Requirements 2.1.1 Core Requirement #1: Discharge at the Natural Location The project will maintain the natural discharge location at the southwest corner of the property. As discussed in the downstream analysis, the site discharges to the southeast. 2.1.2 Core Requirement #2: Offsite Analysis This core requirement is addressed in Section 3 of this report. 2.1.3 Core Requirement #3: Flow Control The detention vault is designed to meet the flow control duration standard matching forested conditions. This requires that the developed condition discharge durations match the forested condition durations from 50% of the 2-year to the 50-year storm events and that the developed 2-year and 10-year peak discharge rates do not exceed the existing 2-year and 10-year peak discharge rates, respectively. 2.1.4 Core Requirement #4: Conveyance System A backwater analysis using King County Backwater (KCBW) will be performed as part of this Utility Permit to show that the proposed conveyance system provides sufficient capacity for the 25-year storm as calculated by the Rational Method. Refer to Section 5 of this report for the conveyance and backwater analysis. 2.1.5 Core Requirements #5: Erosion and Sediment Control Erosion and sediment control will be provided through catch basin protection, interceptor swales, rock check dams, silt fencing, a sediment trap, and a construction access entrance. 2.1.6 Core Requirement #6: Maintenance and Operations The City of Renton will be responsible for the maintenance and operations of the stormwater facility located in Tract A. An Operations and Maintenance Manual is provided in Section 10. 2.1.7 Core Requirement #7: Financial Guarantees and Liability A bond quantities worksheet is provided in Section 9 of this report. 2.1.8 Core Requirement #8: Water Quality Basic water quality treatment is provided by dead storage within the combined detention/water quality vault in Tract A. The water quality calculations are provided in Section 4. Core Design, Inc. WANG SHORT PLAT Page 4 2.1.9 Core Requirement #9: Flow Control BMPs On-site BMPs are required to be mitigated to the maximum extent feasible for all associated plat infrastructure improvements including roads and sidewalks per Section 1.2.9.4 of the CRSWDM and must occur concurrently as part of the proposed project. BMPs associated with the individual lots may be delayed until construction on the lots. Due to the site layout, the soils, set-backs and the proposed road section, there are no feasible BMPs that can be applied to the road/sidewalk on this project. This project falls under the “Small Lot BMP” category per Section 1.2.9.2.1 of the 2017 CRSWDM since the proposed lots are less than 22,0000 square feet. Due to site constraints, setbacks, and inadequate native vegetated flow path, full dispersion is not feasible. Due to the dense till characteristics of the on-site soils and shallow groundwater, the geotechnical engineer suggests that infiltration is also infeasible for the mitigation of stormwater on this project. This includes the use of bioretention and permeable pavement. Basic dispersion, specifically sheet flow dispersion with a 10-foot minimum vegetated flow path is the only feasible BMP for this project. It is proposed that every driveway, patio, and walkway is adequately sheet flow dispersed. If the developed site conditions allow, splash block or other means of basic dispersion shall be utilized to the maximum extent feasible on the lots. Since all of the proposed lots are under 11,000 square feet, a minimum of 10% of the total lot areas are required to be treated by a BMP. All of the lots are between 9,000 and 10,000 square feet so between 900 and 1,000 square feet of surface area shall be mitigated on each of the lots by sheet flow dispersion or another BMP. The driveway area on each property will be at least 30-feet long by 20-feet wide which will account for at least 600 square feet of the required total. If the walkways and patios do not sufficiently make up the remaining 300-400 square feet, then reduced impervious credit or retention of native vegetation will be implemented. The 10% impervious reduction credit for basic dispersion has not been accounted for in the detention vault modeling as a factor of safety, since the credit is negligible anyways. 2.2 Special Requirement #1: Other Adopted Area-Specific Requirements 2.2.1 Critical Drainage Areas Per the City’s Aquifer Protection Zone map, the project is not in an aquifer protection zone. 2.2.2 Master Drainage Plan Not applicable. 2.2.3 Basin Plans There are no basin plans for this project. 2.2.4 Salmon Conservation Plans (SCPs) There are no salmon conservation plans for this project. WANG SHORT PLAT Page 5 2.2.5 Stormwater Compliance Plans (SWCPs) Not applicable. 2.2.6 Lake Management Plans (LMPs) Not applicable. 2.2.7 Flood Hazard Reduction Plan Updates (FHRPs) This project is not within a floodplain and is not within an area with an applicable Flood Hazard Reduction Plan. Therefore, additional requirements from a Flood Hazard Reduction Plan do not apply. 2.2.8 Shared Facility Drainage Plans (SFDPs) Not applicable. 2.3 Special Requirement #2: Floodplain / Floodway Delineation This project is not located within the 100-year floodplain. 2.4 Special Requirement #3: Flood Protection Facilities As this project is not located within a 100-year floodplain there are no levees, revetments or berms within the project. 2.5 Special Requirement #4: Source Controls These requirements are not applicable as the project is not a commercial, industrial or multi- family development. 2.6 Special Requirement #5: Oil Control This requirement does not apply because the project is not a commercial or industrial development nor is it expected to have more than 15,000 vehicles per day. 2.7 Special Requirement #6: Aquifer Protection Area This requirement does not apply because the project is not located within an Aquifer Protection Area. Core Design, Inc. WANG SHORT PLAT Page 6 3 OFFSITE ANALYSIS TASK 1 Study Area Definition and Maps The proposed project contains parcel number 6198400125. A map of the downstream is included at the end of this section as Figure 3-1: Downstream Drainage Exhibit. TASK 2 Resource Review Basin Reconnaissance Summary Reports: No Basin Reconnaissance Summary Reports appear to be available for the area that is within one mile of this project site. FEMA Maps: A FEMA map dated May 16, 1995 number 53033C0991F was reviewed. The site is not located within a floodplain as it is covered by “Zone X – Outside of 500-year floodplain. The FEMA Map is included in Appendix B. Sensitive Areas Folio: The City of Renton Sensitive Areas Maps were reviewed, and this project is not located within any sensitive areas. The maps are included in Appendix B. Soils The Geotechnical Report was completed by Terra Associates, Inc. on February 26, 2018. Field exploration indicated the site is underlain at relatively shallow depths by till-like soils consisting of medium dense to dense silty sand with gravel and light to moderate perched groundwater seepage was encountered in all seven of the test pits. Downstream Drainage Complaints Drainage complaints were researched within the study area. King County lists a few complaints, but they were all closed 1998 or earlier. The City of Renton map shows no drainage complaints within ¼ miles of the site along the downstream system. Restrictive Well Covenant There is no existing well onsite. Core Design, Inc. WANG SHORT PLAT Page 7 TASK 3 Field Investigation The field investigation took place on December 20, 2017. It was approximately 38 degrees, partly sunny, and had just finished raining for a few days prior. Upstream Tributary Area There appeared to be trace amounts of upstream runoff. The adjacent upstream properties have recently been developed and most of the runoff is tributary to a flow control facility that has a discharge that bypasses the project site. Downstream Analysis The downstream analysis began at the southeast corner of the site where runoff is collected by a type 1 catch basin in the north side of 191st street. The flow is then conveyed to the east via 12-inch pipe and type 1 catch basins for approximately 120 feet where it then turns south across 191st and enters a type 2 catch basin. The flow turns and heads east again, via 24-inch diameter pipe and type 2 catch basins approximately another 275 feet. The flow discharges into a large detention/water quality pond located at the southwest corner of the intersection of SE 191st Street and 120th Ave SE. The pond discharges near the west edge of 120th Ave SE and flows southerly to a birdcage type 2 structure (which also picks up the ditch which flows above the subject pipe) located in the northwest corner of the intersection of 120th Ave SE and SE192nd Street via 12-inch diameter pipe. The system continues south for another 20 feet. Still in the north side of 192nd, the flow turns east and heads down the hill via 12-inch diameter pipe for another 300 feet, where the downstream analysis ends beyond ¼ mile downstream of the project site. There were no signs of erosion, flooding, or capacity issues along the entire downstream path. Type 2 – Dissolved Oxygen (DO) Problems Big Soos Creek has Category 5 Dissolved Oxygen problems. Refer to the listing at the end of this section. Type 3 – Temperature Problems Big Soos Creek has Category 2 temperature problems. Refer to the listing at the end of this section. Type 4 – Metals Problems There are no known or reported downstream metals problems. Type 5 – Phosphorous Problems There are no known or reported downstream phosphorous problems. WANG SHORT PLAT Page 13 4 FLOW CONTROL AND WATER QUALITY DESIGN 4.1 Predeveloped Site Hydrology The total project area is approximately 2.200 acres including the frontage improvements in the existing right-of-way. The site is currently developed with one single family residence and a shed along the west side of the property, while the rest of the site is forested. The site currently slopes between 1 and 10 percent to the southeast. There is trace amounts of upstream area tributary to the site as the surrounding properties upslope of the project site have recently been developed and have flow control facilities in place that bypass the project site with their discharge. Historic site conditions are assumed for all existing onsite areas and are modeled as C – Forest. The predeveloped areas are summarized in Table 4-1 below and Figure 4-1 Predeveloped Conditions. WANG SHORT PLAT Page 14 4.2 Developed Site Hydrology Lots 1-7 will utilize basic sheet flow dispersion of impervious area such as driveways, walkways, and patios. The lot areas, roofs, and new public access road will be collected and tight-lined to the proposed detention vault located in a tract at the east end of the site. Therefore, the impervious area draining to the vault in Table 4-2 above is 47,901 square feet, or 0.999 acres. The pervious area draining to the vault is the remaining 1.029 acres of the total tributary area. WANG SHORT PLAT Page 17 4.3 Performance Standards All stormwater facilities are designed in accordance with the 2017 CRSWDM with the flow control duration standard matching forested conditions. The proposed water quality treatment system meets the requirements from the Basic Water Quality Protection Menu. Flow Control: Duration Standard Matching Forested Conditions The Duration Standard matching forested conditions requires maintaining the durations of high flows at their pre-development levels for all flows greater than one-half of the 2-year peak flow through the 50- year peak flow. The pre-development peak flow rates for the 2-year and 10-year runoff events must also be maintained under this requirement. Conveyance Capacity: The proposed conveyance system is designed with sufficient capacity to convey and contain the 25-year peak flow as determined by the Rational Method. The 100-year peak flow will not create or aggravate a severe flooding or erosion problem per Section 1.2.2. If the system were to flood, it would result in water flowing down the curb and gutter in the existing roadway. Water Quality: Basic Water Quality Menu The Basic Water Quality Menu includes one pollutant removal targets: • Total Suspended Solids = 80% reduction The Basic Water Quality Menu, described in detail in Section 6.1.1 of the 2017 CRSWDM (page 6-5), provides eight options to meet the pollutant removal targets listed above. • Option 1: Biofiltration Swale • Option 2: Filter Strip • Option 3: Wetpond • Option 4: Wetvault • Option 5: Stormwater Wetland • Option 6: Combined Detention and Wetpool Facilities • Option 7: Sand Filter • Option 8: StormFilter The project proposes to apply Option 4, a Wetvault. More detailed discussion and sizing calculations of the flow control and water quality treatment facility proposed for this project follows later in this section. WANG SHORT PLAT Page 18 4.4 Flow Control System Calculation of Lot Impervious Area The impervious area per lot applied to the developed basin time series file was determined using the criteria in the 2017 CRSWDM. The proposed development is urban residential. The site is zoned R-4 (see parcel information in Appendix A). The minimum impervious area per lot per the 2017 CRSWDM (page 3-24) would either be 4,000 square feet or the maximum impervious area based on zoning, whichever is less. The maximum impervious surface allowed in the R-4, zone in the City of Renton, is 50%. Small Lot BMP Requirements If the proposed project is on a site/lot smaller than 22,000 square feet, then flow control BMPs must be applied as specified in the requirements below or the project must demonstrate compliance with the LID Performance Standard using an approved continuous runoff model. This project is not in compliance with the LID performance standard and has evaluated the following BMPs in order of precedence: 1.Full Dispersion – A native flowpath of 100 feet and no steeper than 20% per the requirements of Appendix C, Section C2.1.1 cannot be met so full dispersion is infeasible. The project site is also located in an erosion and landslide hazard area. 2.Full Infiltration of Roof Runoff – Full infiltration is not feasible because of the soils low infiltration capacity. 3.All target surfaces not mitigated by requirements 1 and 2 above, must be mitigated to the maximum extent feasible using one or more of the BMPs from the following list: •Full and limited infiltration are not feasible, per the geotechnical engineer. 4.All target surfaces not mitigated by requirements 1, 2 and 3 above, must be mitigated to the maximum extent feasible using basic dispersion. Basic dispersion is proposed for the driveways and walkway/patio areas. If there is adequate flowpath, splash blocks may be used for roof downspouts, but this will be determined during the building permit phase. However, no flow control credit is assumed for basic dispersion. 5.BMPs must be implemented, at a minimum for an impervious area equal to at least 10% of the site/lot for site/lots up to 11,000 square feet and at least 20% of the site/lot for site/lot sizes between 11,000 and 22,000 square feet. If these minimum areas are not mitigated using feasible BMPs from Requirements 1, 2, 3 and 4 above either a fee in lieu of the required minimum BMPs must be paid (requires that the City has established a program for determining and utilizing the fees for stormwater focused retrofit projects) or one or more of the BMPs from the following list are required to be implemented to achieve compliance. Core Design, Inc. WANG SHORT PLAT Page 19 •Reduced Impervious Surface Credit – A reduced impervious surface credit will be applied to the remaining area not covered by basic dispersion to meet the minimum 10 percent lot BMP area. •Native Grown Protection Credit – It is not anticipated that a native growth protection credit will be used. •Tree Retention Credit – Although several trees are being retained, there is no credit taken into account for flow control. 6.The soil moisture capacity of new pervious surfaces must be protected in accordance with the City’s standards. The soil moisture capacity of the developed pervious surfaces will be protected per the City’s standards. 7.Any proposed connection of roof downspouts to the local drainage system must be via a perforated pipe connection. Flow Control WWHM detention modeling resulted in a required vault size of 114’ long x 41.75’ wide x 4.85’ deep, with a total required live storage volume of 23,083 cubic feet. The proposed vault is 0.25’ wider and provides 23,221 cubic feet of storage. The detention vault will be located in Tract A at the east end of the site. The detention vault summary is located below and the full report has been included in Appendix C. WWHM Vault Calculation The proposed detention vault includes a three-orifice and one weir control structure. The first orifice is 15/16 inches in diameter and is located in the plate at the bottom of the riser. The second orifice is 2.65 feet above the outlet and is 13/16 inches in diameter. The third orifice is 3.1 feet above the outlet and is 1-inch in diameter. The rectangular weir is 1/8 inch wide and extends 1.2 feet down from the top of the Core Design, Inc. WANG SHORT PLAT Page 20 riser. The 100-year, 15-minute developed flow rate tributary to the vault is 1.34 cfs. Using Figure 5.1.4.H of the 2017 CRSWDM, the head required to pass this 100-year emergency overflow assuming all the orifices are plugged is 0.25’ resulting in a maximum water surface elevation of 507.10’. The full WWHM vault modeling output report is included in Appendix C. The vault will discharge to the existing conveyance system in SE 191st Street at the southeast corner of the project site. Wetvault Wetvaults are sized with a volume equal to the 91% treatment volume and meets the Basic Water Quality goal of 80% TSS removal. The WWHM modeling results below show that the required water quality treatment volume is 6,703 cubic feet. The proposed water quality/dead storage volume of the detention vault below the live storage is 9,576 cubic feet (2,394 square feet at a depth of 4 feet). Core Design, Inc. WANG SHORT PLAT Page 22 5 CONVEYANCE SYSTEM ANALYSIS AND DESIGN The onsite conveyance system has been analyzed using a backwater spreadsheet, Figure 4.2.1.H and the requirements described in Chapter 4 of the 2017 CRSWDM. Refer to Figure 5-1: Catch Basin Tributary Areas located at the end of this Section to aid in the following discussion and the conveyance calculations. A composite runoff coefficient “C” value of 0.57 was calculated for the site, with 1.100 acres of lawn/landscaping (0.25) and 1.100 acres of pavements and roofs (0.90). Due to the urban nature of this project, the minimum Tc of 6.3 minutes was used and the actual time of concentration was not calculated. The onsite conveyance system is designed with the tailwater elevation set at the 25-year water surface elevation of the proposed vault. All conveyance systems are designed to safely convey the 25-year storm event per Core Requirement #4 in the 2017 CRSWDM. The site is relatively flat. A single-family residence is located at the west of the parcel, near 116th Ave SE. A handful of native conifers and fruit trees surround the house. The remaining portion is covered in native growth deciduous trees, and a mix of invasive brambles and understory shrubs. Very few of these deciduous trees are healthy: most are in an obvious state of decline and failure. Additionally, though the site looks heavily forested, most trees are too small, and are not of a regulated size. LIMITATIONS AND USE OF THIS REPORT This tree report establishes, via the most practical means available, the existing conditions of the trees on the subject property. Ratings for health and structure, as well as any recommendations are valid only through the development and construction process. This report is based solely on what is readily visible and observable, without any invasive means. There are several conditions that can affect a tree’s condition that may be pre-existing and unable to be ascertained with a visual-only analysis. No attempt was made to determine the presence of hidden or concealed conditions which may contribute to the risk or failure potential of trees on the site. These conditions include root and stem (trunk) rot, internal cracks, structural defects or construction damage to roots, which may be hidden beneath the soil. Additionally, construction and post-construction circumstances can cause a relatively rapid deterioration of a tree’s condition. IDENTIFICATION SCHEME Each tree was marked with a 1” x 3.5” aluminum tag indicating tree number as listed on the attached inventory, and as shown on the attached exhibit. SPECIES AND SIZE OF EACH TREE I measured the trunk diameters (54” from grade) of each tree, and identified each tree by common name. REASON(S) FOR ANY TREE REMOVAL I rated the health and structure/form of each tree (see attached inventory and description below). Trees with significant visible problems or defects are indicated as Dangerous and are not viable for retention (dead, terminally diseased, damaged, or otherwise dangerous to persons or property). I performed a Level 1 risk assessment.1 This is the standard assessment for populations of trees near specified targets, conducted in order to identify obvious defects or specified conditions such as a pre-development inventory. This is a limited visual assessment focuses on identifying trees with imminent and/or probable likelihood of failure, and/or other visible conditions that will affect tree retention. I recorded tree species and size (DBH). I estimated the average dripline of each tree. I rated the condition of each tree, both health and structure. A tree’s structure is distinct from its health. This inspection identifies what is visible with both. High-risk trees can appear healthy in that they can have a dense, green canopy. This may occur when there is sufficient sapwood or adventitious roots present to maintain tree health, but inadequate strength for structural support. Conversely, trees in poor health may or may not be structurally stable. For example, tree decline due to root disease is likely to cause the tree to be structurally unstable, while decline due to drought or insect attack may not. One way that tree health and structure are linked is that healthy trees are more capable of compensating for structural defects. A healthy tree can develop adaptive growth that adds strength to parts weakened by decay, cracks, and wounds. This report identifies unhealthy trees based on existing health conditions and tree structure, and specifies which trees are most suitable for preservation.2 No invasive procedures were performed on any trees. The results of this inspection are based on what was visible at the time of the inspection. The attached tree inventory contains the following information on each tree. Proposed Action indicates if the tree is proposed for retention or removal. Retention Priority indicates if tree is Landmark, >60’ tall, part of a continuous canopy, >18” DBH, or is non-native. Significant: A tree with a caliper of at least six inches (6"), or an alder or cottonwood tree with a caliper of at least eight inches (8"). Trees qualified as dangerous shall not be considered significant. Trees planted within the most recent ten (10) years shall qualify as significant trees, regardless of the actual caliper. Branch dieback - mature branches in canopy are dying/dead. Crack – separation of wood fibers and predisposed to failure. Dead – tree is dead. Deadwood – large and/or multiple dead branches throughout canopy. Decay – process of wood degradation by microorganisms resulting in weak and defective structure. Characterized by a leaning lower trunk and a top that is more upright. Topped – the tree is previously topped and has poor structure and/or stem decay. Type indicates if tree is Deciduous (D) or Evergreen (E). Viability - a determination by the arborist whether the tree is viable for retention. LIMITS OF DISTURBANCE Limits of Disturbance (LOD) are calculated for all the retained significant trees (and for trees on adjoining parcels with overhanging driplines). They are listed below as radii in feet from the trunk for the side of the tree to be impacted by construction. They are determined using rootplate 3 and trunk diameter,4,5 and ISA Best Management Practices.6 These are the minimum distances from the trees for any soil disturbance, and represent the area to be protected during construction. TREE RETENTION AND LAND CLEARING REGULATIONS 4.4.130 §H.9. Protection Measures During Construction: Protection measures in this subsection shall apply for all trees that are to be retained. All of the following tree protection measures shall apply: a. Construction Storage Prohibited: The applicant may not fill, excavate, stack or store any equipment, dispose of any materials, supplies or fluids, operate any equipment, install impervious surfaces, or compact the earth in any way within the area defined by the drip line of any tree to be retained. b. Fenced Protection Area Required: Prior to development activities, the applicant shall erect and maintain six-foot (6') high chain link temporary construction fencing around the drip lines of all retained trees or at a distance surrounding the tree equal to one and one-quarter feet (1.25') for every one inch (1") of trunk caliper, whichever is greater, or along the perimeter of a tree protection tract. Placards shall be placed on fencing every fifty feet (50') indicating the words, “NO TRESPASSING – Protected Trees,” or on each side of the fencing if less than fifty feet (50'). Site access to individually protected trees or groups of trees shall be fenced and signed. Individual trees shall be fenced on four (4) sides. In addition, the applicant shall provide supervision whenever equipment or trucks are moving near trees. Impervious Surfaces Prohibited within the Drip Line: The applicant may not install impervious surface material within the area defined by the drip line of any tree to be retained. e. Restrictions on Grading within the Drip Lines of Retained Trees: The grade level around any tree to be retained may not be lowered within the greater of the following areas: (i) the area defined by the drip line of the tree, or (ii) an area around the tree equal to one and one-half feet (1-1/2') in diameter for each one inch (1") of tree caliper. A larger tree protection zone based on tree size, species, soil, or other conditions may be required. (Ord. 5676, 12-3-2012) f. Mulch Layer Required: All areas within the required fencing shall be covered completely and evenly with a minimum of three inches (3") of bark mulch prior to installation of the protective fencing. Monitoring Required during Construction: The applicant shall retain a certified arborist or licensed landscape architect to ensure trees are protected from development activities and/or to prune branches and roots, fertilize, and water as appropriate for any trees and ground cover that are to be retained. h. WANG SHORT PLAT Page 28 8 ESC ANALYSIS AND DESIGN The site will utilize Appendix D of the 2017 CRSWDM for the erosion and sedimentation control design to reduce the discharge of sediment-laden runoff from the site. Clearing limits will be established prior to any earthwork on the project site. Perimeter protection will be provided by silt fencing along the downstream perimeter of the disturbed areas to limit the downstream transport of sediment to streams, wetlands and neighboring properties. Dust control, if required, will be provided by a water truck. A Certified Erosion and Sediment Control Lead inspector will be present onsite during earthwork activities. The inspector shall determine frequency of watering of the project site and will authorize and direct any additional erosion and sediment control measures as needed during all construction activities. The plan will be comprised of temporary measures (stabilized construction entrance, silt fence, interceptor swales, etc.) as well as permanent measures (detention vaults, hydroseeding, etc.). In general, construction activities will be sequenced such that the permanent detention vault will be constructed and used for temporary erosion and sedimentation control. Runoff from the site will sheet flow across cleared areas into temporary interceptor swales and into temporary pipes that discharge into the permanent detention vault or into the permanent conveyance system, when installed. Although the permanent detention vault will be used as the sediment trap for the project, the minimum sediment trap area was calculated below for the construction site, and compared to the proposed detention vault to verify adequate TESC functionality. A sediment trap will be utilized until the vault is built. The sediment trap area was calculated for the project site using the 10-year storm event with the potential of work during the wet season (October 1 to April 30). The WWHM calculated 10-year, 15- minute time step developed condition peak flow rate used for TESC pond sizing is Q10 = 0.8768 cfs.
